TOWT{ OF VAIL ELECTRICAL PERMIT GUIDELINES
o All installaUons of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form attached (if applicable).
o If this permit is for installaUon of an exterior hot tub or spa on a new elevated platform or deck over
30'above gnde, you must also obtain a building permit.
o If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing mndition and veriff that it will suppoft the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.o If this is a remodel in a multFfamily building with a homeowners association, a letter of permission
from the association is required.o If this permit is for a commercial space, two (2) sets of stamped drawings are required. Electrical

This letter is an official response to your comments and stamped drawings with
the requested information and modifications will follow.
Comment # 1. The boiler manufacture lists a minimum gas pressure of 5.0" W.C.
to safely operate the boilen. Our calculations indicate that a minimum pressure of 5.40"
W.C. will be available at the furthest boiler from the meter. Please see the drawings for
the details of our calculations. Please note that the remodeled boiler room will have the
same total gas load as the existing room and there has been no load increase for the
building.
Comment #2 Combustion air will be provided through existing openings into the
room. The boiler manufacture has an induced draft combustion air system on each boiler.
This system provides a slightly negative pressure at the flue outlet of each boiler and
allows for up to .05" W.C. negative pressure at the inlet of the induced draft fan. The
manufacturer allows for the proper operation of the boiler whenever the ducted or
unducted combustion air path has no more than .05" W.C. static pressure drop, Our
calculations are as follows: The area of the louver introducing air high in the room is
2T00squareincheswhich at50% freeareaprovides 1350squareinchesof opening.The
architectural opening into the space less the piping obstructions provides 1 5 l2 square
inches of free area. The total free area available is 19.85 square feet. Each boiler requires
504 CFM of combustion air per manufactures data. Total flow =252O CFM. The velocity
of combustion air across our available openings is l27FPM. This is significantly below
the louver manufactures published data. (They list a pressure drop of .04" at 400 FPM).
We would calculate that a pressure drop of .01"W.C. would be caused by the combustion
air flow. This is well below the maximum .05" W.C. required by the manufacturer.

Comment #3. The flue sizing has been run using existing conditions and proposed
new construction. The flue layout as shown on the drawings meets with the
manufacturers requirements. The calculations are based on ( 2 ) separate identical
breeching and stack arrangements - each with approximately 45-foot height 20" diameter
round stacks with approximately l4-foot length combined horizontal 21" x 21" square
breeching wl (2)Z2-degree angle offsets ( stack sizing program shows 30-degree angles
), and with each boilers vertical connector riser height of about lO-feet w/ 3-feet off the
back of each boiler.
The stack sizing program illustrates the ( 2 ) identical stacks each with 5000-MBH input
at 8150-feet elevation, for the total ( 5 ) Patterson-Kelley Thermific model # N-2000-2
boilers. This represents the venting for the 5'Th boiler being evenly split into a full size
12" diameter bull head tee or a 12" diameter wye fitting - with each connection tied into
the bottom side of the corresponding 21" x 21" square breeching. It will be very
important that these separate connections are piped equally between both runs w/ the
same amount of piping lengths separating both combined horizontal breeching runs. Each
boiler will include a barometric damper assembly at the back vent outlet of each
boiler which will be adusted at time of startup. See the drawings for the calculation
sheet.

CODE 5-2-10: DEPOSITS ON PUBLIC WAYS PROHIBITED
Unlawful deposits: Subject to subsection C thereof, it is unlawful fior any person to litter, track or deposit or cause to
be littercd, tracked or deposited, sand, gravel, rocks, mud, dirt snow, i€, or any other debris or material upon any
streeQ sidewalk, alley or public place, or any portion thereof.
Notice; Abatement: The Director of Public Wo*s may notify and require any person who violates or causes another
to violate the provision of subsection A hereof, or who has in the Dircctor's employment a person who violates or
causes another to violate the same, top remove such sand, gravel, rock, mud, dirt, snow, ice or any other debris or
material within twenty four (24) hours after receipt of said notice by the Director of Public Works. In the event the
person so noUfied does not omply with the notice within the period of Ume herein specified, the Director of Public
Works, or other authorized agent, may cause any such sand, gravel, rocks, mud, dirt, snow, ie, debris or any other
material to be removed from any stneet or alley at the o(pense of the notified.
Summons and Penalty: As an alternative to the notice for removal provided in subsection B above, any person
who violates or ctuses another to violate the same, may be issued a summons to appear before the Municipal C-ourt of
the Town for said violations, and upon being found guilty of a violation hereunder be punished as provided in Section
1-4-1 of this code.
Notice and Penalty: It is unlawful for any person to fail or refuse to comply with the notice of the Director of Public
Works as provided in subsection B hereof, and any such person shall, in addition to payment of the expense of removal
incurred by the Director of Public Work, as provided in subsection B hereof, upon being found guilty of a violation
hereunder, be punishable as provided in Section 1-4-1 of this Code. (1997 @de: Ordinance 6 (1979).

Problem Statement
The Vail Village and LionsHead Village are invaluable asseE to the community. Thousands of people come to Vail eadt year to
sightsee, recreate, shop and to enjoy everything the Vail Valley has to offer. The ommunity and merchants rely upon our guests to
generate revenue. Our summer/winter guests ogect a pleasant o<perience while in Vail.
To insure that all of the proposed construction has as little negative impact on the community and on our guest as possible, the Torvn
of Vail finds it imperative to create and implement the Vail Village and LionsHead Village Construction Hours Handout.
It would be inesponsible for the Town of Vail, the construction contractors and the merchants, to not actively participab to minimize
the impact of cons$uction in the Vail and LionsHead Village areas.
The VailVillage Streetscape Project will continue through 2006. Improvementslcheduled for
2006 will be concentrated along Gore Creek Drive west of the Children's Fountain, Gore Creek
Promenade and around the frontage of the Mill Creek Court Building. Additionalstreetscape
improvements are scheduled to begin along East Meadow Drive.
All construction projects and/or remodels within the Vail Village Core Area should contact
Scott Bfuhm, Town of Vail Streetscape Coordinator, at 970-477-3418 for further information.
Givens
The following givens are intended to provide the basic foundation by which construction will be completed in
the villages:
. The public's health, safety and welfare shall be honored at all times..
. Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and circulation shall be
maintained.
. Roadways and pedestrian walkways shall be kept clean and free of dirt and debris.
. All construction deliveries, equipment, tools and materials entering the Vail Village and pedestrian areas
must go through CheckPoint Charlie. All LionsHead construction activity must go to the Vail Police
Depaftment for a parking permit. Do not use delivery zones for construction parking; refer to approved
staging plan or make other arrangements for parking.
. The hours of outside construction activity shall be as follows:
- April 15 - June 23 & September 5 - November 17, 7:00 a.m. until 7:00 p.m., swen days a week.
June 30 thru September 1, work must end by 4:OO p.m. on Fridays.
November 13 - April 15, ZOOT work allowed within daylight hours only.
- Deliveries shall be restricted to the hours of 7:00 a.m. to 11:30 a,m. on Gore Creek Drive and 7:00 a.m.
to 8:30 a.m. on Bridge Street.

The existing roof is sloped such lhat runoff flows into intenral drains. The roof drains do not have overflow
drains, as riquired by ihe present bnrilding codc to protect against the uni.ntended weight of ponding water
should thc p;ynury roof diains becorre plugged. For the upcoming re-roofing project to be in compliance
with tlre prcsent building code, eirher new drains and independent drain lines would necd to be iosallcd
(which would be very expensive, disruptive, and unrpalistic), or else a structural engineering analysis needs

The scope of our limited strucnrral engineering evaluation consisted of the following:

building departnrnt, and werc able to locate portions of thc origiual 1962 architectural drawings
pt"p.t.a Uy fitztrudh Scott, Architect, of Milwaukee. The drawiugs were for the "Thc Inn st Veil"'
which was'the original nanre of the building, The onginat building consisted of just the sgY|r wing
of the prcsent building, and had a 3-$ory portiou and a +story portion. As noted in the following'
tUc building was altcred in arornd 1969 such that the original roof struaure was rcmoved.

We searched the files in the cngineering office st The Lodge and located pordons of the
architectural and smrctural dmwings for rhi additions and alterations, preparcd by Robert Heistet
Archit€ct" which we believe occunid in approximately 1969. The altention primarily consisled of
rcmoving the eristing roof stnrcture on tbe south wing of Ths Inn at V{l' and adding one floor,
creating the presenr 4.story and s-srory ponioff of The Lodge. The addition prjmarily consisted of
addingihe 3-story north wing Importantly, the drawings indicate that the sarne roof stntcnlre was
constructd otr both the addirion and the altstpd parts ofThe Lodgc'
lVe visited The Lodge sevcral tirnes during the fall of2002 to observe the readily visiblc portions of
the roof stnrcnffc in approxirnarely half of the top floot roorns, to make approximatc mcasursnrents
of the typical stru"ooi dimensions, md rc generally determine whether the as'built roof stnrcturc
uppeared to U" generally similar to the roof stnrcture descdbed in the Robert Heister drawings-
Based on the above information, we pcrforrned a strucfirral engineering analysis of typical portions
of the roof structure to develop proflssional engineering opinions as to whethet the €xisting roof
.structurg typically appears to be adequ.t" to support its desigr loads, including the snow load and
ponding load.
Findings end OPinions
Ttre typical cross-secrion ofthe roof stnrchrfe on The ladge at Vail is shown on the attached figure. This is
tire typicat roof structure shown on the Heister drawings 8nd typically was observed iD most of the rooms
we entered. It is a rcletively rnusual wood structure that relies on the nominal 6xl0 beams of adjaceut
gablcs ro provide an end rhrust reaction against each other. To maintatn the end thnrst reacttons in the
iabler, rtre gaUes at each end of cach roof section were oriented perpendicularto the rypical gablq and the
6eams ia th'ase cnd gbles had tension ties installed from end to end to achieve the end rcaction. In
locations whcrc a ponding potential must be considered. the beams bear m maronry load-bearing walls.

Fuel Gas Code.
r Alt new construction within tte Town of Vail is considered to be of unusually tight construction,
thus all combustion air is required to be drawn from outside the structure for mechanical
equipment.
Town of Vail Fireolace Ordinance
In September of 1991, the Vail Town Council adopted an ordinance which restricts te construction and
use of open hearth fireplaces within municipal boundaries. Since that time the ordinance has
undergone numerous changes and revisions, striving for compromise, yet effectiveness in addressing
the air quality issue. Therefore the following criteria has been adopted:
r Construction of open hearth wood burning fireplaces is no longer permitted within Town of Vail
municipal boundaries.
r Dwellino Units - Each new dwelling unit may contain:
One (1) EPA Phase II certified solid fuel burning device and no more than two (2) gas appliances
(B vent)
OR
Two (2) gas lo9 fireplaces and no more than two (2) gas appliance fireplaces (B bent).
o Restricted Dwellino Units - Each new restricted dwelling unit may contain:
One (1) gas log fireplace and not more than one (1) gas appliance fireplace.
o Accommodauon Units - Each new accommodation unit may contain:
One (1) gas log fireplace or one (1) gas appliance fireplace.
I If two or more separate dwelling units or accommodation units are combined to form one larger
unit, the combined unit may retain one woodburning fireplace (if one already exists) and no more
than 2 gas appliance fireplaces, or may conveft up to two existing fircplaces to gas.
r If during t{re counse of a remodel an existing woodburning ftreplace is altercd or moved, the unit
must then compty with all provisions of the ordinance. That is, the fireplace must be converted to
natural gas or replaced by an EPA Phase II certified unit.
