necessary Town of Vail signatures. Please allow one week lo process.

THERE WILL BE NO TOTAL STREET CLOSURES! A conslruction traffic control plan must be approved by the
Public Works Department prior to issuance of the permit.
All excavation must be done by hand within 18'of utilities - (Senate Btll 172).
Permiftee must contact Public Works Department at 479-2'l'58 24 hours prior to commencing backfill operations.
Failure to notify the Town will result in forfeiture of bond money. Scheduled inspections which are not ready may
result in the Town charging the contractor a reinspection fee.

company agreen/Ents, signed by me, and will abide by the same, and that all utilities have been notified as required.

This report presents the results of a Soils and Found.atLon
rnvestigation for ttre proposed residence to be constructed on Lot
L2, Forest Glen, ?own of Vail, Eagle County, Colorado. The
investigation was prepared by means of test pits and laboratory
testing of sarnples obtained fron these pits.
The purpose of this foundation exploration was to determine
the various soil profile components and the engineering

SIRE IJOCATION AND DESCRIPITON
The site is a 0.39-acre lot located on the south side of Gten
Farls Lane, off of Nugget Lane, in the Town of Vail, Eagle county,
cororado. The topography of the rot is relativery flat with steep
slopes south from the southwest property corner. The vegetation
consisted of aspen and talr pine at the back of the lot. The
surface of the lot was covered with a thick layer (> 3') of snow.
Drainage is toward the street.
STTE TIWESTIGATION
The field investigation performed on January !4, Lg94
consisted of excavating, logging and sampling 2 test pits, The
locations of the test pits are sholrn on Drawing No. 1.
The test pits were excavated vith a conventional backhoe.
sumnaries of the test pit rogs are detailed on Figures No. 1 e z.
Laboratory sampres were obtained at seLected intervars by
driving a 'rcalifornia, hand sampler into undisturbed soil.
Granular soils were sampled by bulk sarrpling.
These sanpres were returned to our laboratory, inspected and.
classified in accordance with the unified soi1 cLassification

No specific design data has been provided, but for the purpose
of this anarysis, it has been presuned that the proposed residence
wi-1.1 consi.st of 2 floors with a basement, and that loads wilr be
light- rf the proposed project differs significantry fron this
understanding, a review shourd be made after the pl-ans are nore
conplete.
rOT'NDATTON RECOMMETDETTONS
silty-gravelly SAND with boulders will be encountered in the
foundation excavation. The proposed residence should be founded on
conventional type spread footings designed for a roaximum soir
bearing pressure of 2,ooo psf. The footings should be constructed
on the undisturbed silty-gravel1y SAND.
The footing excavations shouLd be relatively srnooth, free of
debris, organics, loose soil, frost, and standing water. Any over-
excavations should be backfirled and compacted, to 1oo percent
within 2 percent of optirourn noisture as determined by a standard
Proctor Test (ASTM D-698). A representative of this office should
be contacted to inspect the foundatj-on excavation to verify that
the soil. conditions are the same as those anticipated in this
report.
After alL of the final grading is completed, the botton of the
footings should be covered with a mininurn of 48 inches of backfill

Voids left by the removal of cobbles in the botton of the
footing excavation should be fitled with rean concrete or a
granular soir with a maximun particre size of 3 inctres compacted to

All excavations nade for the foundations must be properry
backfirled vith suitable rnaterial cornpacted to a minimum of 95
percent of tbe rnaximum standard proctor Density (Asr!,! D-698) . The
on-site soils, exclusive of topsoil and organics, are suLtabre for
use as backfill. Due to the higrh content of cobbles and boulders,
it will be necessary to screen out rocks rarger than 3 inches prior
to using this naterlal as backfill. Before the backfirl is placed,
all water and loose debris should be removed from these
excavations.
Prior to the construction of concrete fl.oors, tbe undisturbed
subgrade should be proof cornpacted with a roaded rubber-tired
loader to a uniforn high density. special care should be taken in
areas where underground utitities have been installed.
The floor slabs strourd be reinforced, and joints should be
provided at the junctions of the slab and the foundation wal.1s, so
that a snaLr amount of independent novement can occur without
causing damage. Tlre slabs should be scored in accordance with the
American concrete rnstituters reconmendations to control cracking.

earth should be designed to resist an eguivalent fluid pressure of
40 pcf for an rractiverr case assuming a lever drained backfill
condition.

it wirl be necessary to screen out rocks larger than 6 inches prior
to using this roaterial as backfill.

27 t 1991. The purpose of the site visit was to quantify the potential rockfarr hazard on the site. The soutli"rr, poition
_(approxirnately 25?) of this parcel is mapped as 'severe'r rockfalr hazard on Town of-vail maps. rn addition-to the site inspection,r condr:,.:ted a study of aerial photographs dated 1939, 195b, Lg62.r974t iind L984. some of tlrese photos pre-d.ate development and.provide an excelrent view of thl area irior to nanrs d.isturbance and can be used to locate rocks which lnay have faLlen into the area that, was to becorne the parcel in question.
The forLowing observations and. concrusions resurt fron my study.
a. Rock deposits characteristic of rockfall origin were not. j_dentified on the site through aerial-pioto inspection or the site vis.i.t.
b. The slope above the site consist of a mature forest,with no perched boulders capable of rolling .nd bouncing down the slope and reaching the nircel.
c. The distinct lirnestone cliff band, which serves as a rockfall source at many Vail areas, does not crop out on the slope above the parcel.

WHEREAS, the Town Councit has held a public hearing as required by Chapter 1g.66 of
the Vail Municipat Code.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
VAIL, COLORADO THAT:
Section 1
The Town council finds that all the procedures for special Devetopment Districts in
chapter 18.40 of the Municipar code of the Town of Vair have been fuily satisfied.
Seclion 2
A special Development District is established to assure comprehensive development and
use of an area in a manner that would be harmonious with the general character of the Town,
provide adequate open space and promote the objectives of the Zoning ordinance of the Town.
Section 3
' The Town council finds that the development plan.for special Development District No.
27 meets each of the standards set forth in section 18.40.0g0 of the Municipal code of the Town
of Vail or demonstrates that either one or more of them is not applicable, or that a practical

solution consistent with the public interest has been achieved. ln accordance with Sectlon
18.40.040, the developmenl plan for Special Development District No.27 is approved. The
development plan is comprised of those plans submitted by lnter-Mountain Engineering, Ltd., and
consists ol the following documenb:
1. Topographicalsurvey; dated 4/6/82, sheet 1 of 1, revised 10/4/84 and 1/29/85.
2. Slope Analysis; dated 9/4191, sheet 1 of 1.
3. Tree Locations; dated 6/10/91, sheet 1 of '1, revised 6123191.
The development plan is also comprised of those plans submitted by Dennis Anderson
Associates, lnc., and consists of the following:
1. lllustrative Site Plan; dated 9/9/91.
2. Preliminary Site Plan; dated 6/10/91, sheet 1 ol 1, revised 6/23191.
The development plan also requires the approval of the Final Plat for the major subdivision, as
approved by the Town's Planning and Environmental Commission.
Section 4
Development standards for Special Development District No. 27 are approved by the Town
Council as a part of the approved development plan as follows:
A. SETBACKS:
Setbacks shall be 20 feet front, 20 feet rear, 15 feet sides and as turther restricted
on the development plans set forth in Section 3 o{ this Ordinance.
B. HEIGHT:
Building height, for a sloping roof, shall not exceed 33 feet from exisling orfinished
grade, whichever is more restrictive.
C. DENSITY:
Development in SDD No. 27 shall be limited to 1 single family dwelling for Lots 10
and 1 1; and to 1 single family dwelling, with an optionalcaretaker unit, for Lots 1-9
and 1 2-14. Gross Residential Floor Area (GRFA) shall be as described in Section
18.04 of the Town of Vail Municipal Code. lt should also be noted that the
provision for an additional425 sq. ft. of GRFA, which is applicable to certain zone
districts, does not apply to this Special Development District. The GBFA lor SDD
No. 27 shall be allocated as follows:

On Lots 1-5, the maximum allowable GRFA listed includes a minimum of
1,000 sq. ft., which shall be utilized as basement space, localed
substantially below existing grade. The maximum atlowable GRFA on
these lots lor the above ground space is the total GRFA listed above minus
1,000 sq. ft. lt is @! a requirement that any dwelling unit have 1,000 sq.
ft. of basement space, but if a lot owner wishes to utilize all the allowable
GRFA lor a given lot, then a minimum of 1,000 sq. ft. shall be required to
be utilized as basement space.
On Lots 12-14, 500 sq. ft. of the maximum allowable GRFA shall be
utilized only as basement space, as described above.
All caretaker unils shall be restricted to a maximum GRFA of 900 square
teet. Any and atl GRFA utlllzed tor the constructlon of a caretaker unlt
shall be deducted from the maxlmum allowable GRF,Alor the speclflc
lot the caretaker unlt ls located upon.
No caretaker unit shall be sold, transferred, conveyed or subdivided
separately from the main, or primary unit.

No caretaker unit shall be leased or rented tor any period less than 30
consecutive days.
The above llsted restrlctlons (numbers 1-3) for cat€taker unlts shall
be agreed to ln wrltlng, by the lot owner(s), prlor to the Town's
lssuance of a bulldlng permlt for the unlt. Sald agreement shall be
flled on record In the ofllce ot the Eagle County Clerk and Recorder
on a form approved by the Town Attorney, tor the beneflt of the Town
of Vall, to lnsure that the restrlctlons shall run wllh the land.
SITE COVERAGE:
The maximum allowable site coverage for each individual lot shall not exceed the
maximum GRFA for each lot.
LANDSC{PING:
At least forty percent (A%) ot each lot shall be landscaped. The minimum width
of any area qualifying as landscaping shall be fifteen feet, with a minimum area not
less lhan three hundred souare feet.
F. PARKING:
Parking for SDD No. 27 shall be met in accordance with the off-street parking
requirements as specified in Section 18.52 ol the MunicipalCode of the Town of
Vail.
Section 5
Amendments to the approved development plan may be granted pursuant to Section '18.40
of the Municipal code of the Town of Vail.

permanent improvements to the area of the easement.
Section 7
lf any part, section, subsection, sentence, clause or phrase of this ordinance is tor any
reason held to be invalid, such decision shall not effect the validity of the remaining portions ol
this ordinance; and the Town Council hereby declares it would have passed this ordinance, and
each part, section, subsection, sentence, clause or phrase thereof, regardless of the fact that any
one or more parts, sections, subsections, sentences, clauses or phrases be declared invalid.
Section I
The Town Council hereby finds, determines and declares that this ordinance is necessary
and proper for the health, safety and welfare of the Town ol Vail and the inhabitants thereof.
Section I
The repeal or the repeal and reenaclment ol any provision of the Vail Municipal Code as
provided in this ordinance shall not affect any right which has accrued, any duty imposed, any
violation that occured prior to the effective date hereof, any prosecution commenced, nor any
other action or proceeding as commenced under of by virtue of the provision repealed or repealed
and reenacted. The repeal of any provision hereby shall not revive any provision or any
ordinance prevlously repealed or superseded unless expressly stated herein.
Section 10
All bylaws, orders, resolutions and ordiriances, or parts thereof, inconsistent herewith are
repealed to the exlent only ol such inconsistency. This repealer shall not be construed to revise
any bylaw, order, resolution or ordinance, or part thereof, theretofore repealed.

Submittal requirernent.s: The owner or aut.horized agent.of any project requiring design approval as prescribed by this chapter may submit plans for conceptual review by the Design Review Board to the Department of
Communit.y Development. The conceptual review is intended to give the applicant a basic understanding of the compatibility of t.heir proposal with the Town's
Design Guidelines. This procedure is recommended primarily for applications more complex than single-family and two-family residences. However, developers of single-family and two-family projects shall not. be
excluded from the opportunity to request a conceptual

The following informatj-on shall be submitted for a conceptual review:
1, A conceptual sj.te and landscape plan at a minimum scale of one inch equals twenty feet;
2. ConceptuaL elevations showing exterior materials
and a description of the character of the proposed
structure or struclures;
3. Sufficient information to show the proposal
complies with the development standards of the
zone district in which the projecL is to be Iocated (i.e. GRFA, site coverage calculations,
number of parking spaces, etc.);
4. Completed DRB application form.
Procedure: Upon receipt of an application for
concept.ual design review, the Department of Community
Development shaIl review the submitted materials for general compliance with the appropriate requirements of the zoni-ngf code. ff the proposal- is in basic
compliance wit.h t.he zoning code requirement.s, the project shall be forwarded to the DRB for conceptual review. If t.he application is not generally in compliance with zoning code requirements, the application and subrnit.tal materials shaI1 be returned to the applicant with a written explanation as to why the Communit.y Development Depart.ment staff has found the project not to be in compliance with zoning code reguiremenLs. Once a complete applicat.ion has been received, the DRB shall- review the submitted conceptual review application and supporting material in order to det.ermine whet.her or not the project gienerally complies with the design guidelines. The DRB does not vote on conceptual reviews. The property owner or his representative shall be present at the DRB hearing.
