Overhead services are not allowed in the Town of Vail.
Underground services have to be in conduit (PVC) from the transformer to the electric
switch and to the first electrical distribution circuit breaker oanel.

TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES
All installations of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form at[ached (if applicable).
If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must also obtain a building permit.
If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and verify that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.

A request to proceed through the Town of Vail development review
process for the proposed construction of improvements on Town of Vail
property, located at 540 South Frontage Road/Unplatted (Ford Park).

I. SUBJ-ECT PROPERTY
The subject property is Ford Park, located at 540 South Frontage Road/Unplatted. The
property is zoned General Use District (GU).
II. BACKGROUND AND DESGRIPTION OF THE REQUEST
The Betty Ford Alpine Gardens is proposing to construct an addition and deck on the
rear of the existing schoolhouse located in Ford Park. Since these improvements are
proposed for property leased by the Betty Ford Alpine Gardens but owned by the Town
of Vail, the Betty Ford Alpine Gardens must have permission from the Town Council,
acting as the property owner, to proceed through the development review process.
For your reference, please find attached conceptual drawings of the proposed
improvements to the schoolhouse at Ford Park.
III. STAFF RECOMMENDATION
The Community Development Department recommends that the Town Council approve
this request to proceed through the development review process. Please note that an
approval of this request does not constitute an approval of the proposed improvements,
it simply allows the applicant to proceed through the development review process. The
Council will be informed of the status of the proposal through periodic updates of the
DRB meetings.

SUBJECT: Design Review requirements for the Vail Alpine Garden Foundation's
proposed improvements to the Ford Park Amphitheater entrance or
"Alpine Plaza"
The VailAlpine Garden Foundation went before the Design Review Board on October
18'n, 2000 for a conceptual review of proposed improvements to Ford Park. Because
this was a conceptual review, there was no vote to either approve or deny the proposal.
On January 17'n, 2001, the Community Development was forwarded a set of
construction drawings by Todd Oppenheimer, These drawings had been prepared by
EDAW and outlined the proposalfor the Amphitheater entrance and schoolhouse
improvements. At that time, Todd informed staff that Ry Southard from the VAGF would
be contacting the Community Development Department to "set agendas". Shortly
thereafter, statf was inlormed that the project was on hold due to funding issues. Thus,
the proposal was never scheduled for a final Design Review meeting.
It is my understanding that the Vail Alpine Garden Foundation would now like to proceed
with the proposal incrementally, beginning with the "Alpine Plaza", a plan to improve the
entrance t0 the Amphitheater. Because the Design Review Board never approved the
original proposal in whole or in part, the Vail Alpine Garden Foundation must retum to
the Design Review Board to seek final approval.
Unless ffte VAGF would like to proceed with he original proposal, revised plans will be
required, clearly indicating the work that is intended. A new submittal must include three
(3) copies of the following:
. Stamped topographic survey of the subject siter Demolition Plano Site and Grading Plan. Retaining Walldetails (if appticabte). Landscape Plan and landscape/inigation detailso Lighting Plan and details
All plans are to be drawn at a scale of 1"=20' or larger. lf more detailed information is

A. Unlaufirl deposits: Subject to subsection C thereo{ it is unlawful for any personto litter,
track or deposit, or cause to be littered, tracked or deposited" san4 gravel, rocks, mud, dirt,
snow, ice, or any other debris or material upon any street, sidewallq alley or public place, or
any portion thereof.
B. Notice; Abatement: The Director of Public Works may notify and require any person who
violates or causes another to violate the provision of subsection A hereof, or who has in the
Director's employment a person who violates or causes another to violate the same, top
remove such sand gravel, rocks, mud, dirt, snow, ice or any other debris or material within
twenty four (24) hours after receip of said notice by the Director of Public Works. ln the
event the person so notified does not comply with the notice within the period of time herein
specified, the Director of Public Works, or other authorized agent, may cause any such sand,
gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed from any street
or alley at the expense ofthe notified.
C. Exceptions: The provisions ofsubsection Ahereofshall notbe applicable:l. Within the immediate area of any construction, maintenance or repair project of any
street or alley or of any water main, sewer mai4 electricity line, gas line, telephone line
or any appurtenance thereto;
2. To deposits of sand dirt or materials necessary for the protection of the public safety; and
3. To public areas designated for the dumprng or depositing of said materials.
D. Summons; Penalty: As an alternative to the notice for removal provided in subsection B
above, any
person who violates or causes another to violate the same, may be issued a surnmons to
appear before the Municipal Court of the Town for said violations, and upon being found
guilty of a violation herzunder be punished as provided in Section l4-l of this code.
E. Notice; Penalty: It is unlawful for any person to fail or refuse to comply with the notice of
the
Director of Public Works as provided in subsection B hereof, and any such person sball, in
addition to payment of the expense of removal incurred by the Director of Public Works, as
provided in zubsection B hereo{ upon being found guilty ofa violation hereunder, be
punishable as provided in Section l-4-l ofthis Code. (1997 Code: Ordinance 6 (1979)

If this permit requires a Tolvn of Vail Fire Departnent Approval, Engineer's (Public Works)
review and approval, a Plaruring Deparhnent review of Health Deparnnent review, and a review
by the Building Departnen! the estimated time for a total review may take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount of
time. Howevcr, if residential or smaller projects impact the various above mentioned
deparfnents with regard to necessary review, these projects may also take the tfuee (3) week
period.
Every attempt will be made by this depar1nent to expedite this pcrmit as soon as possible'

for thc construction of the Alpinc Rock Gardcn.
You necd to addrcss thc following issucs on thc plan prior to thc Town's approval of thc plan:
| . Movc thc construction road to the north so that it is within six fcct of the sidcwalk. Thc
construction fencc shall bc locatcd immcdiatcly along thc north cclgc of the sidcwalk and
rcduce the length of the turnaround hammcrhcad to 50 fcct maximum. Thcse changes will
rcduce thc amount of disturbed arca from the proposcd 12,328 sq.ft. to 7,760 sq.ft.
2. Delete the access gate at thc south cnd of the construction site,
3. Flaggcrs will be rcquircd to facilitatc construction traffic at thc west cxit frorn the site and
at thc access to the South Frontagc Road.
4' Portable toilcts are required within thc construction site limils. The public restrooms will
be closed for the winter.
No construction worker parking shall be pennitted on the construction site or on thc
lower bench of Ford Park. All parking shall occur in the gravel lots on the upper bench.
A bond for $98,500 shall be rcquired to financially sccure the costs ofrepairing thc park
upon completion of construction. The bond amount is based on an actual bid amount of
$78,800 times 125%.

all, f am a devotee of alpine gardens though lving

It has been brought to my attention that you are interestedin developing an Alpine garden in Vail possibly in the Gerald
Ford park. Having recently served on the fbunders Rrnd Ccnmitteeof the Ca.zden Club of Anerica, I was exposed to inforrnation
regarding the Alpi-ne area of the Rtrododqrdron Stsecies Foundation
Garden in Federal Way, Washington. Ttre Alpine area of one acrein this garden has approximatety 10,000 visitors per year. This
indicates that there is great interest in this resource for study
by horticulture and botany students as well as appreciation by
the general public.
Vail is beautlful rin the surner. Ttre Tovm of Vail park
deparforent and gardeners present outstanding plantirgs. Ttre
oriental" poppies and delphiniun are spectacular. Itre hieh
elevation gives the lobelia, pansies and petunia strong color.It sesns to me that s1 atpine garden lvould attract visitors to
the tovyn.
