Dear Mr. Edwards:
It is our understanding that the Town of Vail authorities haverequested an engineers verification that an electrical serviceupgrade from 100 AMP, 1- phase to 200 AMp, 3 phase witl not over-Ioad the buildingr service.
After meeting with you at the site and reviewing the existingconditions and seeing the results of the Amprobe used to measurethe building demand load we conclude that the upgrade in serviceis feasible and will not overLoad the building service. Theconductors feeding the building are 4 sets of 500 MCtt THW. whichare good for 1.600 AMPS of load. The Amprobe results show thatthe building demand is consistently 400 AMPS with an occasionaljump to approximately 1000 AMPS indicating a large motor start-
up.
Our conclusion is that the electrical service upgrade to the
I-,ionshead Ski School will not overload the building service. Ifyou need any further engineering services or have any question,please call, Thank you.

1. Town of VaiI I',lunicipal Code, Sectlon '15.02, Artlcle 10,Section 10.207.(a) requires fire apparatus roads be provl-ded andnaLntalned. The Lionshead Mall re-development as dlrecLed by
Steve Patterson, allowed for flre department vehicular access.
The access was designed using nl-nlnrn deslgm crtterla. Anyreduction below the code reguired minlmums would tend to place the
Town ln a potent.ially liable posltion.
2. Section 10.207.(e) of the Uniform Fire Code as adopted
brfr the Town, dictates the ttminimum unobstructed width of a fire
apparatus access road shall be not less than 20 feet. " lltle Sigluproposal as drawn reduces fire apparatus acqess road width belowthe m'inlnum acceptable width.
3. Alternative routes have not been provided ln the
proposed site plan. In addition to reducing the main access route
on tJte South side to 17 feet from curb to curb, it virtuallyeliminates alternatives on the North side as well by restrictingthe wldth between the flag poles and the Siglu structure Lo'1 4feet. Driving between the flag poles and the Lifthouse Lodge isprohibited by the lack of adequate turnlng radius and the reduced
aecess width between the flag poles and the steps to the North daylot.
As you may recall, this issue was brought up when thelocation for the flag poles was selected. When the steps wererebuilt, as trErt of the Lionshead fountain project, the 17 feet
between the flag poles and the steps was below the allowable
minimum and was in fact pointed out to Mr. Patterson. It was
deterrnlned that a 20 foot.separatlon was not necessary because

"nothlng will ever be built in the middle of the Mall" and theaccess path between the fJ-ag poles and the steps would only beused to facilitate the ladder truck getting to the LifthouseLodge. It was agreed that nothing would be permitted that wouldadversely affect the area needed to stage eguiprnent, tay firehoses and effectively fight a fire.
4. The buildings in the immediate proximity to the site ofthe proposed Siglu are generatly nob equipped with fire sprlnklersystems. The Gondola building does have a sprinkler syEtern but'it
does not meet current design standards for fLre detectlon systems,
smoke detection, snoke control nor is it even equipped wlth asingle fire evacuation signaling device. The tifthouse Lodge, the
Landmark Building, and the Sunbird Lodge are not eguipped with
adequate fire sprinkler systerns. Fire department emergency access
and a reasonable amount of spaee within whlch we could set, up andinitiate operations would be necessary in the event a fire were tooccur in any of the several buildlngs adversely affected bV therestricted access.
5. The net width of our roads and pathways during thewinter months has been shown on numerous occasions, to be lessthan that shown on paper. Snow and ice accumulations tend toreduce the effective width. Where there is less than adequatewidth to begin with, accessablllty for sno\'r removal becomesincreasingly more important. Snow removal within the MaII iscritical and should not 1n any way be adversely affected.
CONCI-,USION
The proposed locatlon violates several sectlons of theMunicipal Code, in specific, Article 10 of the Fire Code.
Fire Department vehicular access and adequate operation widthare critical and essential. Alternatives are not apparentlyreadily available. lbving the Siglu a few feet in any dlrectionwiII tend to reduce access points to below the minimums allowed by
Iaw.
We are rpt opposed to the concept of the Siglu, but we feelthe location currently being proposed is not in the best interestof those persons who sleep in, work in or own the buildings in theLionshead Ma}1 and that any reduct.ion in the fire apparatus accesswidth poses and unreasonable risk to the general health, welfare
and safety.

At their meetings on October 10 and 17, t974, tbe
Planning Commission consj-dered a request from VaiI
Associates to resubdivlde Site 24 - Lot 1, Block 1,
Vail Lionshead, Second Filing, pursuant to Article IV
of the Town of Vail Subdivision Regulations, lhe
resulting subdivision is to be known as Parcels A, B
and C, a portion of Lot 1, Block 1, Vail Lionshead,
Second Filing.
The Comrnission found that all technical requirements
of the Subdivision Regulations had been met. The Torvn
Englneer had revi.ewed the plat and suggested some minor
technical changes, which have .been completed, A11 adjacent
landowners and utility companies were notifled of the
resubdivision and puhlic hearing; no objections were
raised by either landowners or utili-ty companies.
Therefore, upon motion duly made and seconded, it was
unanimously (Jen lgright abstaining) voted to recommend
to Town Counci.l approval of the above resubdivision.
