Dear Town of Vail PEC and DRB Members:
I am writing you on behalf of the ownership of the Evergreen Lodge. The Evergreen Lodge is located
adjacent and to the south and west of the Vail Valley Medical Center (VVMC) campus. We have been working
extensively with VVMC with regard to a potential land exchange between the properties that has benefits to
both property owners as well as the community at large. We hope that the land exchange will be successful and
have appreciated being able to work with Doris and her team on this VVMC project.
We were disappointed to see that the roof element was eliminated from the project due to building
height concerns as this roof element provided some level of screening roof top mechanical equipment on the
building. After further study, we believe that it is important to insure that mechanical equipment is
appropriately screened especially when it is placed on the roof of a building. In other areas of the Town, the
PEC and the DRB go to great lengths to require significant screening of rooftop mechanical devices, pipes, and
other penetrations.
We would like to request the PEC require that all mechanical equipment be screened with a “horizontal”
screen or cap that screens the equipment when looking down at the roof from above. This horizontal screen
would in effectively provide a cap or roof over the roof top elements while allowing proper ventilation. This
would provide the best possible screening versus vertical fencing around equipment which does not afford any
true screening from view from adjacent properties.
The design standards section of the Town Code state with regard to rooftops: "G. Rooftops: Rooftop heating
and air conditioning equipment, large vent stacks, elevator penthouses and similar features should be
shall be
avoided; however, if necessary, designed to be compatible with the overall design of the structure
screened from view of all adjacent properties
or . Rooftop antennas shall not be permitted unless as allowed
under a conditional use review as specified within the zoning code.
The design standard is clear that when the elements are not integrated into the building’s architecture they
shall be screened from view of all adjacent properties. We believe there are reasonable approaches to doing this
and suggest this as a condition of PEC approval and be addressed by the DRB.
