This memo was revised to include the following changes: • Updated the number of parking spaces per the latest parking swap plan, which changed the amount of traffic that would be diverted from West Meadow Drive when the parking swap is implemented. • Included traffic analysis and recommendations for timing of the Interim Improvements on the Frontage Road based on traffic volumes collected during August 2013. Refer to the “South Frontage Road Traffic Volume Scenarios” section for more details on the August 2013 traffic volumes. Introduction During the early part of construction of the Campus West End, VVMC will change the location of parking spaces for different site users. Currently, all patron and guest parking is located in the West Parking Lot, which is accessed via the Main Entrance on West Meadow Drive. Currently, all employee and staff parking is located in the East Parking Structure, which is accessed via the gated access on the South Frontage Road Access. The current proposal is to swap these parking locations such that patrons & guests will use the South Frontage Road and park in the East Parking structure, and employees and staff will use Meadow Drive to Park in the modified West Parking Lot. There are two reasons for this change. First, patrons and guests will not need to drive through and park in a work zone. Second, this will reduce the amount of VVMC traffic on West Meadow Drive. VVMC will provide 97 employee parking spaces in the modified West Parking Lot. TurnKey Consulting estimated the change in VVMC trips at both access points as part of the parking swap proposal. TurnKey Consulting also evaluated the need for interim improvements at the VVMC Frontage Road Access as part of the parking swap proposal. The interim improvements are described in the “VVMC Frontage Road Access – Analysis of Interim Frontage Road Conditions” memo by TurnKey Consulting dated December 5, 2014. VVMC Traffic Volume Changes on Local Roads (Parking Swap) The VVMC traffic volumes used in the Parking Swap calculations are based on traffic counts conducted on Tuesday, February 4th, 2014. These traffic counts represents a typical weekday at the VVMC during the peak winter season. The parking swap will create the following changes: 587½ Grand Cascade Way Grand Junction, CO 81501 970-314-4888 Page 1 of 4 • Decrease the VVMC trips at the Main Entrance on West Meadow Drive by 19% (AM peak hour), 83% (PM peak hour), and 81% (Daily period). • Increase the VVMC trips at the Employee Entrance on the I-70 South Frontage Road by 11% (AM peak hour) and 230% (PM peak hour). The change in daily trips was not calculated - refer to Note 1 below the table in the Attachments. The large decrease in VVMC trips at the Main Entrance on West Meadow Drive is due to guest and patron parking spaces turning over more frequently than employee parking spaces. This is also the reason that the VVMC trips at the Employee Entrance will increase. Refer to Table 1 in the Attachments for more detail on the VVMC traffic volumes changes due to the Parking Swap. South Frontage Road Traffic Volume Scenarios for Year 2015 The VVMC Frontage Road Access was analyzed using the two South Frontage Road traffic volume scenarios described below. The traffic volumes IN and OUT of the VVMC access and TOV access are the same in each scenario; only the eastbound and westbound thru traffic on the South Frontage Road are different. • Scenario #1 - Summer Conditions (2013 Summer Counts forecasted to Year 2015) Frontage Road & access traffic counts were conducted on Wednesday and Thursday, August 21-22, 2013. The highest peak hour traffic volumes during this period were used as the basis. Theses 2013 volumes were forecasted to year 2015 using a 2.34% annual growth rate (AGR), per growth rates in the Vail Transportation Master Plan (TMP). • Scenario #2 – Peak Winter Conditions (Year 2006 Holiday Counts forecasted to Year 2015) The South Frontage Road traffic volumes were based on the year 2006 “holiday” traffic volumes (from TMP) forecasted to year 2015. The year 2006 traffic volumes were forecasted to year 2015 using the same 2.34% AGR. The 3/12/15 version of this memo was based on the traffic volumes from Scenario #2 traffic. Table 2 in the Attachments show all the available traffic volumes for the South Frontage Road, including those used to generate Scenarios #1 and #2 discussed above. Timing of Interim Improvements on South Frontage Road Due to the projected 230% increase in VVMC trips at the VVMC Frontage Road Access, TurnKey Consulting analyzed this section of Frontage Road to determine if the interim improvements would be needed in conjunction with the parking swap proposal. The analysis showed the following results. • Scenario #1 – Summer Conditions The existing access configuration on the Frontage Road would provide acceptable traffic operations (delay and queuing) for the Scenario #1 traffic volumes. The Frontage Road thru volumes would be 71% (AM peak Hour) and 63% (PM peak hour) lower in Scenario #1 than Scenario #2. The lower Frontage Road traffic volumes is the reason the existing access configuration would provide acceptable traffic operations for the Scenario #1 traffic volumes. There would not be more gaps in the through traffic opposing the left turn traffic. Therefore, the Interim Improvements are not needed if the parking swap was implemented in the summer of 2015. It may be necessary to use temporary flagger traffic control during occasional holidays or other higher-than-normal traffic conditions. Page 2 of 4 • Scenario #2 – Winter Conditions The existing access configuration on the Frontage Road would not provide acceptable traffic operations for the Scenario #2 traffic volumes. Therefore, the Interim Improvements would need to be constructed prior to winter season in 2015. The high volume of thru traffic on the South Frontage Road means that there are fewer gaps for in through traffic opposing vehicles turning in and out of the VVMC and TOV accesses. In addition, the following factors also contribute to the poor traffic operations in the winter condition. Offset Tee Access Configuration The VVMC and Municipal Site (TOV) accesses are off-set by approximately 90-feet, which creates conflicts between inbound left turn movements at both the VVMC and TOV access points. These movements overlap and compete for the same section of center turn lane on the Frontage Road. This configuration exists today but there aren’t operational problems for a few reasons. The highest volume of inbound VVMC left turns occurs in the morning before the highest volume of inbound TOV left turns, the total volume of VVMC left turns is low, and the opposing volume in the eastbound traffic is low in the morning. With the parking swap, the left-turn volume into the VVMC Access would increase from 26 vehicles per hour (vph) to 70 vph. The additional inbound VVMC left-turns increase the chance of conflicts between inbound VVMC and TOV left-turns in the median turn-lane. When this conflict occurs, the vehicles wanting to make an inbound left-turn would be forced to wait in the adjacent thru lane until the conflicting vehicle clears out of the lane. The waiting vehicle would block the thru lane and potentially create long queues in the thru lane, which would be unexpected and unsafe. The queue in the thru lane would, in-turn, make it more difficult for the inbound left-turn conflict to clear. This would create a “grid-lock” scenario on the Frontage Road. Increased Volume of Inbound VVMC Left-turns Independent of the physical conflict between inbound left-turns, the increase in inbound VVMC left- turns (26 vph to 70 vph) would create westbound left-turn queues that extend back into the westbound thru lane and block thru traffic. The westbound thru queue could potentially extend back to the roundabout at the Main Vail roundabout and create gridlock at this location. The increase in inbound VVMC left-turns would also cause the outbound VVMC and TOV left-turns to experience long delays (2-3 minutes or longer). This will occur because a majority of the gaps in the eastbound thru traffic would be used by the additional VVMC inbound left-turns. The Attachments contains the Synchro and SimTraffic output.
