HomeMy WebLinkAbout2015-0728 Meeting Minutes Minutes Vail Local Housing Authority (VLHA) July 25, 2015 at 3:00 PM Attending the meeting were members:Scott Ashburn Steve Lindstrom James Wilkins Absent:Craig Cohn Mary McDougall Town staff attending the meeting:Alan Nazzaro Nina Timm Steve Lindstrom called the meeting to order at 3:12 PM. Scott made a motion to approve the minutes of the March 24, 2015 meeting. James seconded the motion. There was no discussion and the motion passed unanimously. Alan introduced himself. The members talked about the Town’s Rational Nexus Study and what it is used for. They asked three questions related to the Town’s perceived need to update the study: What’s the value in updating it? Where is the information used and how is the information applied? Is there a need for it based on Vail’s existing conditions? Rees Consulting will be doing a review of the Town’s existing housing programs and policies and will be making recommendations following the review. Staff would be assisting with the review. As part of the HA Board’s responsibility to review and update the EHSP annually, their participation in the Housing Programs/Policies review would dovetail nicely with this effort. Board agreed to assist with the review. There was discussion about updating the Economic Value of the Town of Vail’s Investment in Employee Housing. Was it necessary to do an update at this time? What new “spin” would the update take? Who would pay for study? It was suggested that since VLHA paid for the previous study that they consider paying for the update. Staff suggested that the 2014 Breckenridge took a more comprehensive view and the recent Housing Colorado study took a quite different track. Board would like to review and compare all three studies. Staff was directed to send them to the Board. The members discussed the value of taking an inventory of how all dwelling units in the Town are currently being used. Should the housing goal be amended to be full-time occupied housing rather than employee housing? There was discussion about creating the Housing Authority’s “Big Idea” list. Reorient the goal to resident occupied housing. Again, the need to understand ownership and current unit use is important. Incentives for the private sector to create occupied housing needs to be evaluated. The next meeting is August 25, 2015 at 3 pm and will include staff from CHFA. There being no further business the meeting adjourned at 4:58 PM.
