Prior to the regularly scheduled Board Meeting, there was a luncheon with CHFA and Vail Valley Habitat For Humanity staff . Habitat staff left the meeting and CHFA staff was taken on a driving tour of Vail’s affordable housing and a drive down I-70 to look at affordable housing constructed as far west as Edwards. The housing authority members, Colorado Housing Finance Authority (CHFA) staff and Habitat For Humanity staff reconvened for the regularly scheduled HA Board meeting at which they talked about the programs they are currently working on and how each of their efforts may intersect with one another. CHFA left a folder of financing programs they have available to originate mortgages, construction financing and permanent financing for residential, mixed-use and commercial development. Eagle County receives an annual Private Activity Bond allocation and there are currently state-wide tax credits available for 4% Low Income Housing Tax Credit deals. CHFA recommended working with a developer familiar with using these tools locally and bring a deal to them to look at. A good portion of the discussion revolved around the TOV Chamonix development and where the organizations might be able to collaborate on for-sale vs. rental development project financing or mortgage assistance. CHFA’s SF staff referred to their brochures and the fact that they can assist with mortgages for households up to 115% of AMI. Habitat expressed great interest in partnering with the Town on such projects and for-sale for HH’s up to 80% AMI is within their purview. Housing authority members talked about the upcoming Vail Town Council work session and what Town Council was looking for from them at the meeting. They asked what Town Council’s goal was for the meeting and for the housing program in general. Alan requested the members review the action steps from the Employee Housing Strategic Plan and the packet of housing information that he had assembled for them to review in preparation for the discussion at the “special Board meeting the following week. The next meeting is September 1, 2015, at 3 pm. There being no further business the meeting adjourned at 4:50 PM.
