Scott Ashburn made a motion to approve the minutes of the September 1, 2015 meeting. James Wilkins seconded the motion. There was no discussion and the motion passed unanimously. Housing Manger Report: Manager did a site visit to the Potato Patch property with a local engineer to confirm access road needs to come in from the west off Red Sandstone Rd. Mayors/Mangers meeting involved a joint Housing Presentation from the Manager and Eagle County Housing Staff. The group was very receptive and is setting up a Housing Issues Committee to look for joint venture opportunities among the members. Staff was directed to identify all vcant “buildable parcels in the Coutny. Manager met with the Town Attorney and separately with the Finance Director on the issue of the need for a VLHA Budget for 2015 & 2016 to have funds appropriated for consultant contracts the Board is going to consider funding. VLHA needs to pass Budget Resolutions prior to spending any funds. Manager met with the Town Manager and Planning Manager of Avon and did a site visit to the Traer Creek Property. The Town of Vail is contemplating a joint venture employee housing project on the site if it can be acquired for a reasonable amount. To that end the Town is co-funding an appraisal for the site. Community Development is awaiting a final version of the Community Comparison Study. The Com Dev Director and the Manager will be discussing the Rational Nexus Study and Community Benefit Study with Melanie Rees on November 11, update at the next VLHA Meeting will follow. The members discussed the next “Big Ideas” roundtable with local business owners. The goal is to engage local business owners to identify their business’s employee housing needs (i.e., rental, for-sale, long-term or seasonal employees, location, master lease or own, etc.) and engage them in helping to create solutions. It was agreed a presentation to the Vail Economic Advisory Council would be good as well as meeting with other local business owners or managers. Craig offered the use of the Evergreen Hotel on Tuesday, December 8 from 9 to 10 am to host the “Big Ideas” roundtable with local businesses. The invitees that members will reach out to are: Barry Davis Jen Bruno Laurie O’Connell Dave Chapin Mike Brumbaugh Frank Johnson Tara Pickelo Brian Hutchinson Jeff Kennedy Kristen Busse An email will also be sent to invitees, ahead of time, asking them questions about what, if anything, they currently or have in the past offered their employees for housing and how it has worked. The members then discussed the proposed Chamonix site plan and unit mix. The Manager was asked to give an update on the current status of the project. He gave the following: Infrastructure – current ballpark estimate of $2.1 Million is being worked on by engineering firm of Martin & Martin. They have been instructed to develop project construction drawings for December. Infrastructure will go to bis in January/February. Construction to start in April. PEC Meeting on 10/26 established the requirement that there be a minimum of two parking spaces per unit regardless of type, i.e., condo, duplex or townhome. Two unsolicited development proposals have been proffered to the Town. One by Brynn Grey would develop “a village” of only Duplexes and townhomes, reducing the density to just 36 units. The other proposal keeps the unit mix as is, but porposes to sell a few “market rate” units to off-set subsidy costs. It was asked whether any soils tests have been done and if there are any construction cost estimates completed. The suggestion to add additional parallel parking along the internal road and front-in parking along Chamonix Lane to increase density and adding an accessory unit to each duplex half was discussed. A concern about the cost to construct the proposed plan and the ability to deliver units employees can afford to purchase was talked about. There was discussion about the potential for adding a rental component to the development for at least 7-years in response to the Condo-defects Law in the State. Craig and Scott will put together a quick construction cost estimate based on existing plans. The Board will then discuss any recommendations they want to make to the new Town Council concerning the Chamonix Project. The next meeting will be Tuesday, December 8 at 9:00 AM at the Evergreen Hotel. There being no further business the meeting adjourned at 5:30 PM.
