HomeMy WebLinkAbout2016-0126 VLHA Meeting MinutesMinutes Vail Local Housing Authority (VLHA) January 26, 2016 at 3:00 PM Attending the meeting were members: Scott Ashburn Craig Cohn (arrived late) Steve Lindstrom Mary McDougall (left early) James Wilkins Town staff attending the meeting: Alan Nazzaro Nina Timm MPG staff attending the meeting: Dominic Mauriello Members of the community attending: Jamie Payne Steve Lindstrom called the meeting to order at 3:02. Steve Lindstrom asked if everyone was ok with changing the agenda order and proceeding with the proposed employee housing unit exchange first, as a member of the public was there for that item only. There was consensus to amend the agenda order. Nina Timm made a presentation on the proposed Employee Housing Unit Deed Restriction Exchange at Lot 2 Timber Vail Subdivision/1592 Matterhorn Circle per the staff memorandum. There was a brief discussion about the three exchange rates identified in the Vail Town Code. Following the discussion, Scott Ashburn made a motion to recommend approval of the proposed exchange to the Vail Town Council per the findings on page 3 of the staff memorandum. James Wilkins seconded the motion. There was no further discussion and the motion passed unanimously. Jamie Payne left the meeting. Craig Cohn and Dominic Mauriello arrived. Dominic Mauriello made a brief introduction on MPG’s memo dated December 29, 2015. It is MPG’s plan to meet with the planners and then report back to the VLHA what their receptiveness is to each of the concepts. Based on what is received favorably the next step would be to meet with the Planning and Environmental Commission (PEC). The goal of all of the concepts to incent/enhance the private sector’s ability and/or willingness to create deed restricted employee housing units (EHUs). The goal is to create both carrots and sticks. Dominic will also ask Town staff for additional ideas that may be added to the VLHA’s proposal. Prior to them being asked for any decisions the concepts will be tested with the private sector. Amended parking requirements for EHUs will be added to the memorandum. Suggested creating a menu format like Eagle County’s ECO Build Chart to allow developers to decide which incentives and requirements they would like to utilize. There was conversation about how to address existing non-conformities, particularly in West Vail, in a way that could incent new EHUs being added. There should be a focus on rental units and greater incentives than for for-sale EHUs. Affordable rentals have more long-term benefits to the community than for-sale EHUs. There was discussion that Vail’s existing private sector deed restrictions are serving their purpose well and should not be changed. They restrict occupancy only. Based on staff’s response to Dominic’s presentation of the concepts the concepts will be prioritized with the goal of adopting changes in 2016. Mary McDougall provided an update on her housing tour with the Vail Town Council. Summit County has the advantage of having more developable land and a smaller affordability gap. Summit County is going to be focusing on rental developments going forward. In their for-sale developments there is a mix of deed restrictions as well as free market units. Alan Nazzaro added that Town Council Members present were very engaged and learned quite a bit from the meeting and the tour. They were impressed with the Wellington neighborhood in Breckenridge and the Peak One Neighborhood in Frisco, both done by Brynn Grey Partners, LTD as public/private partnerships with the local jurisdictions. There was a variety of unit sizes, styles, and price points in both and a variety of deed restrictions to meet the needs of the community and the buyers. Council Members took note of all these factors. Dominic Mauriello left the meeting. Alan Nazzaro provided an update on Chamonix. Infrastructure has been bids have been received and are being considered. The award of the contract should come late next month or early March. Staff has been working hard to get the word out regarding the Chamonix Neighborhood Open House and the survey results obtained will be used to help guide Council’s decisions regarding pricing, subsidies and the like. George Ruther sent the VLHA an invitation to the Chamonix open house on February 3. There will be an update to the Vail Town Council on February 16 on information gathered at the open house to set the buyer profile. Mary McDougall left the meeting. Craig Cohn let everyone know that as of February 1 he will be the President of Real Estate for Intrawest. He will still live in Vail, but will be out of the area often. He will join the meetings via phone when he is not in Vail. The remaining members confirmed the regular meeting time of the 4th Wednesday of each month at 3:00 pm. The next meeting is scheduled for February 23. That is also the same week as Eagle County School’s spring break. As time was running out there was agreement to address the outstanding meeting minutes, the “big ideas” spreadsheet and creating a moniker at a future meeting. The funding request from Eagle County’s Homebuyer’s Assistance Committee would be considered. After review of the request for a $10,000 donation to Eagle County’s Home Buyer’s Assistance fund, which funds down payment assistance loans for local first-time home buyers, James Wilkins made a motion to authorize a $10,000 donation to the fund. Scott Ashburn seconded the motion. There was no further discussion and the motion passed unanimously. There was brief conversation about the lack of new condominium construction in the State of Colorado and its potential impact on the Chamonix development. Perhaps a rent-to-own option could be created for multi-family units. Think about housing as shelter rather than an investment. There being no further business the meeting adjourned at 4:20 PM.
