A quorum of VLHA Members being present, the meeting was called to order at 3:29 PM.
I. Meeting Notice and Approval of minutes
The Board considered the minutes sent from the VLHA Meeting held on 3/31/16 and 4/13/16. James Wilkins moved to approve the minutes as submitted. Mary McDougal seconded the motion. The
motion passed unanimously.
II. Lottery Recommendations
The Board reviewed the red-lined version of Housing Guidelines, which contained all of the recommendations and points of discussion from previous VLHA meetings regarding the Lottery
Process, Deed Restrictions, and general related issues in the Housing Guidelines.
The board considered the proposed changes to the Housing Guidelines page by page with discussion ensuing on specifics as the meeting progressed. After much discussion on the details
underlying these criteria, it was determined that further discussion and review was needed before recommendations to Town Council could be finalized. The Board directed staff to begin
a Memo to Council with the major points to be considered for change in a format discussing what each of those changes were and why they were being recommended. This memo would serve
as the basis to begin the discussion with Town Council regarding the resale process, lottery and deed restrictions, which of these elements are better suited to contain certain portions
of the current Housing Guidelines.
III. Next Meeting
It was decided that there needs to be a meeting of the VLHA begin review and discussion of the Employee Housing Strategic Plan. The meeting will be held at 3:00 PM on May 31, 2016 in
the Large Conference Room at the Community Development Office.
There being no further business the meeting adjourned at 5:05 PM.
