Vail Local Housing Authority (VLHA)

A quorum of VLHA Members being present, the meeting was called to order at 4:15 PM.
I. Meeting Notice and Approval of minutes
The Board considered the minutes sent from the VLHA Meeting held on 7/26/16. Scott Ashburn moved to approve the minutes as submitted. Molly Murphy seconded the motion. The motion passed
unanimously.
II. Fee in Lieu Recommendations
Staff summarized the feedback from the PEC regarding the VLHA recommended options for Town Council to consider. After a short discussion, it was decided to recommend the following policy
changes to the PEC and Town Council:
The Exchange Program involving Employee Housing Units as:
Mitigation for any fractional portion of the required square footage not provided by a proposed EHU, or
Mitigation in full only for Employee Housing Units with deed restrictions approved prior to July 22, 1994. These deed restrictions contained the following language: “if the unit is rented,
it shall be rented only to tenants who are full time employees...";
The Commercial Linkage Program for fractional requirements (partial or remainder obligations) less than 1.25 employees;
The Inclusionary Zoning Program for fractional requirements (partial or remainder obligations) less than 438 square feet.
III. Housing Strategic Plan (HSP)
The Board had a lengthy discussion regarding the Housing Strategic Plan and the main goals of the process. One thing we know is that we are facing the same “age old” problems in housing
needs. What we need is a new solution. It was decided that the following are of paramount importance and must be communicated to Council:
1000 units over 10 years are needed
That equates to $100,000,000 or to $10,000,000/year invested from all sources
100 units per year need to be acquired from all sources
We can get a good amount of the needed units, through initiation of a deed restriction purchase program, the Chamonix Neighborhood and like projects will add to the total, policy changes
in Commercial Linkage and Inclusionary Zoning, along with employer partnerships will help also. However in order to make this a reality, we need three things:
Goals
Methods
Means
We have goals outlined in the HSP, along with the methods detailed in the strategies and action steps. What we are lacking is the Means to implement them, which is a two-step process.
First the resources must be allocated to the housing program and then a distribution method, which has Town Council member participation along with other community representatives as
a decision making body with authority to spend housing funds. We need flexibility to be able to take advantage of market conditions and situations as they arise without delay.
IV. Next Meeting
The Next regularly scheduled VLHA Meeting will be held at 3:00 1:30 PM on August 23, 2016 in the Large Conference Room at the Community Development Office.
There being no further business the meeting adjourned at 5:15 PM.
