Before arc fault became a requirement it was normal practice to share neutrals when distributing branch circuits to the various residential electrical loads. When substantial residential upgrades are completed it is often required that the panel and corresponding wiring is updated to current codes. With review at Alphorn Unit 103, I would understand the town would require these upgrades.
