Dear Mike:
This letter is being submitted for your review and acceptance of the design intent regarding the
buried fuel oil tank proposed with the Vail Valley Medical Center (VVMC) East Wing Expansion
project.
Discussion of the Project and Proposed Bulk Oxygen Installation:
To better serve the Vail valley and surrounding populations, VVMC is rebuilding the East Wing of
the current hospital. This expansion includes modernization of several existing modalities, such
as imaging and emergency services, as well as the expansion of the surgical center.
A temporary fuel oil tank was placed in the west parking lot of the hospital as part of the West
Wing project, and is currently in service. It was sized to feed the existing boilers located in the
basement of the West Wing and the temporary generator located in the west parking lot.
The proposed expansion will include new steam boilers and electric generators within a new
central plant to be located in the East Wing. The new fuel oil storage tank will be constructed as
part of the hospitals enabling work in preparation for the larger expansion project. The enabling
work is anticipated being complete in 2017 while the East expansion is planned for completion in
2020. The tank itself will be installed and vented, with partial installation of the required piping.
The remainder of the piping will be installed following installation of structure for the East Wing.
Design Criteria and Standards:
The Codes and Standards that define the requirements for the installation of the bulk oxygen
system are:
NFPA 30 – 2012, Flammable and Combustible Liquids Code
NFPA 99 – 2012, Healthcare Facilities Code
International Fire Code - 2015.
International Mechanical Code – 2015.
Fuel Oil Tank Design and Review:
The fuel oil tank site location has been designed and documented by Davis Partnership Architects
and Martin and Martin Consulting Engineers.

The tank will be fiberglass reinforced double-walled polyester, chemically inert in respect to fuel
oil and vented to atmosphere.
In the context of NFPA 30 the #2 fuel oil that will be stored in this tank is a Class II Liquid with a
flash point of approximately 125°F, which is combustible but not flammable.
NFPA 30 notes a minimum distance of 1 foot between underground storage tanks and
basements, pits or property lines (23.4.3). Due to the limited available space on site and
coordination with existing hospital foundations, this minimum distance is not constructible. The
intent of placing the edge of tank directly on the property line and potentially utilizing temporary
shoring within the Town of Vail Right-of-Way has been discussed with the Town of Vail. Please
refer to attached email documentation discussing that topic dated 5/12/17.
The fuel oil tank itself and all piping connections etc. are designed by Cator Ruma and Associates
Engineers and presented on M-103.75.
Conclusion:
Based on our review and understanding of the design documents and applicable codes noted
above, we conclude the proposed fuel oil storage tank meets the intent of the aforementioned
codes. It is our understanding the exception regarding property line distances has been
presented to the Town of Vail. However, it is recognized that final review and approval of the
design and installation of the fuel oil storage tank location and installation will be by the
authorities having jurisdiction and will be subject to review after the enclosure has been
constructed.

We will likely allow both.
The shoring will have to be temporary and may have to remove the first 5’ or so. And have to confirm it will not impact
any utilities under the road.

Tom,
We are continuing work on the requirements for the East Enabling construction phase for VVMC. I think you may be
aware that a fuel tank is required for the final East Wing generator location, but would be installed during the East
Enabling time frame. The proposed location south of the Central Wing along West Meadow Drive is very limited on
space, which brings up two primary questions regarding the location of the fuel tank (see the attached pdf).
-Is it allowable to locate the tank edge along the property line as shown?
-Will temporary shoring be allowed within the town ROW? (Shoring type is to be determined.)
