Lynne Campbell George Ruther A quorum being present Lindstrom called the meeting to order at 3:05 PM. Meeting Results were reviewed for June 27, 2017 regular meeting and July 3, 2017 executive session. Motion was made to approve June 27, 2017 with corrections and July 3, 2017 meeting results. Motion: McDougall Second: Murphy Vote: 5-0 Tom Braun with Braun Associates reviewed the past months of Open Lands process meetings and as well as reviewed the purpose of the open space plan. Braun stated Council will review updates in August with formal review coming later this fall.
The Board questioned if the USFS would consider discussion of properties mentioned in Braun’s presentation. Braun responded the door is open for discussion.
Braun Associates identified 8 parcels that have potential for housing use however most are small and covenants limit the use. The one parcel identified as a good choice is Donovan Park middle bench. Community comments regarding Donovan par was to keep park as is since it was purchased with RETT funds. Per Braun the middle bench will be presented as an option to Council in August. Braun reviewed with the Board RETT fund adoption and code updates. He also explained the definition of the open space designation. Braun Associates reviewed potential privately owned lands. Several were isolated and low density zoning. Braun and the Board discussed 3 lots behind Safeway in West Vail, the lot between Bighorn Road, Lupine and Columbine owned by a metropolitan district, the steep Bighorn lot and lot across from
Bighorn Park.

Braun believes Council will provide direction and hopes to have Open Lands before PEC this fall.
Murphy asked if now a good time for the Board to identify parcels for potential housing opportunities. All agreed. Braun suggested drafting a letter to Kristen Bertuglia, Environmental Manager. VLHA wants to make sure housing remains on the Open Lands plan. Braun stated the current review does not address existing developed lands and growth potential. Lindstrom asked if there were documents online the Board could review. Braun will update and get records to the Board.
Board discussed reviewing Town GIS maps to determine potential parcels so they can write letter. Up next the Board considered the challenges faced by RBOs and if the Town is collecting all funds.
They believe RBO fees could be earmarked for reoccurring housing fund source. All agreed. Lindstrom stated the taxing should be above and beyond administrative costs. He would like to see the full tax passed through to cover deed restriction purchases. Members want to see any data from finance with
regard to how many RBOs are licensed today, the cost to administer now and monies collected. All members are concerned with enforcement and if there are finance gaps. VLHA will provide input letter for Council’s consideration at the August 1st meeting.
• Support lodging tax and use of portion of tax as housing funding source
• Use tax for funding source excluding administrative fees
• Encourages data tracking of rental properties
• Support enforcement to ensure license compliance and life safety are met
• Require on site management contacts to provide safe properties and best guest experience on par with Vail standards
• The Board does not support taxing RBO as commercial properties Steve reviewed with the Board the Lion’s Ridge Refinancing Agreement and its purpose. The new lender needs the estoppel. All members recommended approval. Motion: Wilkins Second: Murphy Vote: 4-0-1 Meza left early) The 2018 budget was discussed and the following projects listed:

Lynne provided draft copies of Vail In DEED’s website mock up for Board input. The Board wants the website to target a larger audience than just home buyers. Include what people can use the money for.

Remove bullets – referencing re-sale value no appreciation and no resale cap. The Board thinks “Own it” is misleading. Lynne will forward via email copies of the concept for further review and will send
feedback to Susan. VLHA entered into Executive Session pursuant to C.R.S. §24-6-402(4)(a)(e) - to discuss the purchase, acquisition, lease, transfer, or sale of property interests; and to determine positions, develop a strategy and instruct negotiators, regarding the purchase of a deed restriction on a property in the West Vail Neighborhood.
