FAILURE TO ACKNOWLEDGE RECEIPT OF THIS ADDENDUM ON THE BID FORM WILL RESULT IN A NON-RESPONSIVE BID. PART A—SPECIFICATIONS Addendum Item No. Section Location and Description of Change A1.001 Section 099600 – Coating Systems for Water Storage Tank Delete paragraph 2.2.C.2. in its entirety and replace it with: “2. Surface Preparation: Clean tank walls, roof, roof edge, underside of roof overhang, and all other concrete surfaces to be coated to remove dirt, organic material, loose coatings, and spalling concrete. Prepare concrete surface for coating in accordance with SSPC SP13/NACE 6 recommendations and requirements for severe service.” In paragraph 2.2.C.3. replace “1/4” to ½”” with “greater than 3/8 inch in largest dimension”. Add the following new Paragraph 3.6.A.6. immediately after existing paragraph 3.6.A.5.: “6. Inspection services shall be provided by Owner.” PART B—DRAWINGS Addendum Item No. Drawing Location and Description of Change A1.002 Sheet 7 Delete Note 1 in its entirety. Delete the reference bubble to Note 1 in the top two photos on Sheet 7. Delete in its entirety the sentence directly under the upper left photo that reads: “Repair leaks in tank wall using pressurized epoxy injection.” Delete the arrows point to leak areas shown in the top two photos. IMPROVEMENTS PROJECT PREBID MEETING NOTES May 10, 2017 at 3:00 PM 846 Forest Road, Vail, CO 81657 Owner: Eagle River Water and Sanitation District (District) Engineer: Rocky Mountain Water Solutions (RMWS) 1. INTRODUCTIONS 2. SIGN IN SHEETS (ATTACHED) 3. OVERVIEW OF WORK 1) Abrasive blast cleaning of tank exterior concrete surfaces to SSPC-SP13 2) Installation of new protective coating system to tank exterior 3) Improvements to low spots on tank roof. 4) Installation of new drip edge along overhang and side of tank 5) Pressure injection of existing cracks on tank wall exterior 6) Installation of water stop on roof hatch (remove and replace with caulking to seal roof hatches) 7) Patching of bug holes and concrete spalling to tank hatch and exterior tank walls 8) Grinding of fins and protrusions to tank exterior 9) Grinding off rebar poking out of tank wall exterior and patching resulting opening 4. CONTRACT & MISC. REQUIREMENTS a) Details of construction contract requirements are spelled out in the documents b) Documents are available for down load or printed copies may be purchased c) Bid form is provided in documents d) Project can be bid in conjunction with Gore Valley Tank 1 project – separate bid form provided. e) Bonds and insurance required f) Bidder qualifications required with bids g) Award of contract selection criteria at discretion of District - will consider experience, price (base/alternate bid), schedule, other factors h) Any required Town of Vail, Eagle County, and State of Colorado permits responsibility of Contractor i) Contractor responsible for sanitary facilities j) Contractor responsible for taking pre-existing photos/video k) Contractor responsible to keep site clean and properly dispose of waste DRB APPROVED 9/13/2017 12:00:00 AM Page 2 of 3 a. Snowberry Drive and dirt access road need to be kept open b. Snowberry Drive and surrounding roads to be kept clean and free of dirt and debris l) Containment a. Contractor shall schedule work to avoid excessive dust and airborne contaminants. b. Contractor shall protect work areas and residential areas from excessive dust and airborne contaminants during blast operations and coating application and curing. m) Safety a. Contractor responsible for site safety – must follow Owner’s safety program and OSHA safety regulations b. Need to keep the noise down and be respectful of property owners, etc. c. Contractor will keep area safe for hikers, neighboring utilities, etc. d. Tank and access road gates to be locked at the end of each working day n) Contractor responsible to insure Work quality o) Periodic Owner inspection and testing p) Weekly progress meetings q) Submittals r) Construction period – Substantial completion – 90 days, Final completion – 100 days s) Liquidated damages – $1,300/day until substantially complete, $650/day until final completion t) Partial payments – monthly applications, 5% retainage u) Owner is tax exempt entity – taxes will not be paid on materials and equipment incorporated into the Work. v) 2-year warranty required w) The CONTRACTOR shall conform to the requirements of the Owner, Town of Vail, Vail Fire Department, public utilities and concerned public agencies in respect to the timing and manner of performance of operations that affect the service of such utilities, agencies, or public safety. x) Staging areas are limited. Refer to drawings for available areas. y) Lead Testing 5. ESTIMATED SCHEDULE a) May 24, 2017 at 3:00 pm – Bids Due (846 Forest Road, Vail, CO 81657) b) Early June – Notice to Proceed c) Early June to Mid-June – Contractor complete submittals and order long lead items d) Mid-June – Start work e) September - Substantial Completion f) Mid-September – Final Completion 6. ADDENDUM ITEMS a) Town of Vail Working Hours and Mobilization Restriction Dates & Times a. The hours of outside construction activity within the Town of Vail right-of-way shall be 7:00 AM to 7:00 PM, seven days a week, with the exception of the month of July, where no work shall occur on Sundays. b. When Contractor is cutting, chiseling, etc. into tank, Inspector, Engineer or Owner must be present. If Contractor accidentally cuts or chisels into existing steel post tensioning, will be a catastrophic event. 2. Pressure injection will be addressed in addendum.
