Romer reviewed the overall plan, available seats for Winter 2017-18. San Francisco and Salt Lake City are two new flights for this upcoming winter. He also explained the variance in seat changes YoY. Two big jumps are from Denver and Chicago, increase on America Airlines and United Airlilnes. There are now 40,000 additional available seats, with a total of 233,699 seats for the winter season. The increase to seats to/from Denver is 50% of the YOY increase, with Chicago at a 28% increase from the prior year’s available seats. There is also fall service through Dallas with a continuation, in addition there will be spring service as well for 12 months of service. EGE Air Alliance is a non-profit with funding provided by Eagle County, Town of Vail, other municipalities, Vail Resorts and 60 other businesses. The second homeowner market correlates to direct flights into EGE. Several communities have dedicated funding sources (tax based) such as Telluride/Montrose, Steamboat, Crested Butte and Gunnison. Aspen airport works on marketing partnerships, also have a funding mechanism through the chamber. Pursuit of a ballot question for tax-based funding of the program is on hold due to timing of airport terminal capital improvements and lackluster support from citizens. CareerWise Colorado Apprenticeship Program, VVP – Erik Williams (15 minutes) Please see full presentation for further details. There were 7 counties who applied and Eagle County was selected as the only rural location in Colorado. Vocational Educational Training (“VET”) – need to replace trade based workers in the next few years as Baby Boomers retire. The lack of skilled workers locally and nationally is a big issue. The program focuses on juniors and seniors in high school. Program will start with 3 schools and 4 businesses, including Vail Resorts, Gallegos and Alpine Bank. There will be 15-20 of these apprentices starting the program this year, with slow growth planned. CareerWise is currently administered by the VVP, partnering with the school district and Youth365 will provide structure and VEAC Meeting – September 12, 2017 Page 2 of 3 support to the program to both apprentices and businesses throughout the entire process. Cost to businesses to participate is $500 per student per year. Financial Report - Kathleen Halloran (15 minutes) Revenue Highlights Upon receipt of all sales tax returns, July collections are estimated to be up 3.6% from last year. Year to date is down 1.4% from the prior year. RETT collections through August 29 total $4,394,263 up 43.8% from this time last year. Summary Across all funds, year-to-date total revenue of $41.6 million is up 2.4% from the amended budget and down 1.4% from prior year. Variances from prior year are the result of decreases in sales tax and construction fees. Town Manager’s Report - Patty McKenny (20 minutes) Town Mangaer Greg Clifton, new Vail town manager, will attend the next VEAC meeting and there will be a community reception as well. November Election There are 10 people on the ballot and a broadband issue. Roundabout/Underpass Wrapping up in October, plan a community celebration and maybe a naming contest. East Vail Rezoning It’s tentatively on the calendar for Council on September 19. Vail Resorts will be presenting. There will be a public hearing. Legislation There is a plan for drafting Legislation for Short Term Rentals and Ski Storage. The plan is to encourage compliance for the Ski Storage; it needs to be clarification to address enforcement issues. Development Marriott will most likely come back to Council in October. Doubletree and Hotel Talisa are still under construction and plan to be online for ski season. Budget In progress, with a first draft to be presented on 9/16 and ordinance readings in October prior to the election. VEAC Meeting – September 12, 2017 Page 3 of 3  Vail Rec District Board voted to approve a mail in ballot for property tax for capital expenditures and purposes. To continue what VRD has been collecting for the Dobson bonds and an additional mil to be levied. Mike Ortiz will present with more details to the VEAC for the October meeting.
