Subject: Wetland and other waters of the US determination for 4273 Columbine Drive in
the Town of Vail, Eagle County, Colorado
Dear Ms. Gunion:
Per your request, I conducted a site visit at 4273 Columbine Drive in Vail, Colorado to identify
wetlands and other water features. Although there are wetlands and other water features
present on the property, none are within the proposed work area. This letter provides the
necessary supporting documentation.
Location
The property is located approximately 300 feet south of the Interstate 70 in East Vail at 4273
Columbine Drive. It is situated just west of Bighorn Creek, immediately northwest of the
intersection Columbine Drive and Spruce Way. The site can be found on the Dillon, Colorado
US Geological Survey 7.5-minute quadrangle and is shown on the attached Site Grading and
Drainage Plan. It is in Township 5 South, Range 80 West, and Section 12, and has the following
coordinates:
• Universal Transverse Mercator(UTM): 13 388648, 4388371
• Latitude/Longitude: 39.6379, -106.2977
Methods
I walked the property on August 20, 2017 to identify wetlands and other water features.
Potential wetlands were assessed using procedures outlined in the Regional Supplement to the
Corps of Engineers Wetland Delineation Manual: Western Mountain, Valleys, and Coast Region
(Corps 2010). This involved a detailed examination of plants, soils, and hydrologic indicators.
For the purposes of this project, other water features include intermittent, ephemeral, and
perennial streams; ponds; lakes; or other areas that hold or convey water.
All plant nomenclature in this letter follows the National Wetland Plant List(NWPL) (Corps
2017). The NWPL wetland indicator status (three-letter abbreviation) is provided with the
scientific name for each species. If the species is not listed in the NWPL, the wetland indicator
status is considered upland(UPL) and nomenclature follows the PLANTS Database (NRCS
2017).

Site Description
The property is in the Southern Rocky Mountains Major Land Resource Area(MLRA) of the
Rocky Mountain Range and Forest Land Resource Region(LRR) (NRCS 2006). The eight-digit
hydrologic unit code (HUC) is 14010003 (Eagle). It is situated at approximately 8,500 feet above
mean sea level and is surrounded by relatively high-density residential development. It is less
than 0.1 mile from the confluence of Gore Creek and Bighorn Creek in the Sedimentary
Subalpine Forest Ecoregion(Chapman, et al. 2006). This ecoregion is generally characterized by
high mountains with steep, high-gradient perennial streams surrounded by extensive forests. This
site is not typical of the ecoregion since it is near the Gore Creek valley bottom and has been
altered by development.
Most of the property is developed(existing residence, driveway, and landscaped areas),with a
small area of natural habitat at the extreme southeast corner. This area contains a small channel
with a wetland"fringe" and adjacent woody riparian vegetation. The channel averages
approximately 4 feet wide with a cobble bottom, and was flowing with water less than 1-foot
deep. It carries water from a diversion on Bighorn Creek to a pond located approximately 600
feet to the southwest(outside the study area). This diversion/pond ultimately drains to Gore
Creek and is assumed to be a water of the US (along with the abutting wetlands).
The wetland fringe is restricted to the immediate channel edge and is an average of 3 feet wide.
Wetland hydrology is provided by the channel (mainly through capillary action) and most areas
were saturated to the surface during the site visit. Hydric soils were assumed to be present.
Wetland vegetation is dominated by emergent species and includes bluejoint(Calamagrostis
canadensis-FACW), large-leaf avens (Geum macrophyllum-FAC), and American cow parsnip
(Heracleum maximum-FAC). Adjacent riparian habitat is dominated by mostly mesic shrubs
including speckled alder(Alnus incana-FACW), Woods' rose (Rosa woodsii-FACU), fourline
honeysuckle (Lonicera involucrata-FAC), and Saskatoon serviceberry(Amelanchier alnifolia-
FACU), with a partial overstory of quaking aspen (Populus tremuloides-FACU), Rocky
Mountain alpine fir(Abies bifolia-FACU), and Engelmann's spruce (Picea engelmannii-FAC).
The remaining undeveloped portion of the property(mainly on the slope above the channel) is
dominated by quaking aspen with Kentucky bluegrass (Poa pratensis-FAC), Geyer's sedge
(Carex geyeri-UPL), and Virginia strawberry(Frageria virginiana-FACU). Photographs of the
site are attached.
Based on the attached Site Grading and Drainage Plan (dated August 25, 2017), the channel and
its wetlands are located outside the proposed work area. Although no direct impacts are
expected, appropriate best management practices should be implemented to protect these features
from indirect impacts associated with construction.
Conclusion
The property at 4273 Columbine Drive in Vail, Colorado was investigated for wetlands
according to US Army Corps of Engineers protocol. Although wetlands are present on the
property, no wetlands or other water features are present within the proposed work area.
