Fire Protection Engineer, Shaner Life Safety INTRODUCTION This report outlines the fire and life safety strategy for the Vail Spa project in Vail, Colorado. The primary objective of this report is to outline the fire protection, fire alarm and life safety systems and features to be provided at the Vail Spa project site during construction. The overall goal is to provide a high level of life safety for residents and facilitate effective fire fighter operation during the construction project. There will be partial occupancy of the facility during the project. In preparation of this report, the following documents were reviewed: • Design Development drawings prepared by the design team • RA Nelson Safety & Health Management Program (SHMP) In addition, a site visit was conducted to field verify existing conditions and site features. This report is intended to accompany the building permit submittal and the SHMP manual from RA Nelson. DESCRIPTION OF PROJECT, SITE AND BUILDINGS Vail Spa is an existing building. The scope of the project includes a facade remodel, interior renovations of restrooms and locker rooms and general site improvements. Refer to the Code Study for details on construction types and occupancy ratings. The building consists of two Residential Towers (East and West) with a Commercial/Common Area Core between them. A Parking Garage is located beneath the building. Vail Spa February 18, 2016 Life Safety Report Page 2 APPLICABLE CODES &STANDARDS The Vail Spa project will be designed and constructed in accordance with the codes and standards adopted in the Town of Vail. These documents include: • 2015 International Building Code • 2015 International Fire Code • 2015 International Mechanical Code • 2015 International Plumbing Code • 2015 International Fuel Gas Code • 2015 International Energy Conservation Code • 2014 National Electrical Code • 2013 NFPA 13, Installation of Sprinkler Systems • 2013 NFPA 72, National Fire Alarm Code • Town of Vail Amendments • Vail Fire & Emergency Services (VFES) Standards: o Fire Alarm Installation Standards o Fire Sprinkler Installation Standards PHASED OCCUPANCY DURING CONSTRUCTION Vail Spa will have partial occupancy during the project. The three commercial spaces consisting of KH Webb Architects, Axis Physical Therapy and an Accountant will remain occupied and operational during construction. Parking and access for the commercial tenants and customers will be provided, will be well marked and will be separated from the construction area. With tenants and customers, approximately 20-25 occupants are expected as a worse case load for this area during the project. Vail Spa owners will have the option for occupancy during the project in limited numbers. Management has informed owners of the project and has encouraged low occupancy during this time. However, there are some owners that will be at the facility during construction. Refer to the Construction Logistic and Public Safety plan for the phasing schedule and associated occupancy. The expected worst case occupant load for these residents is 20-25 occupants. Staff will in the building as well on a minimal basis. This number will be 8-10 occupants. Vail Spa February 18, 2016 Life Safety Report Page 3 During construction, excluding the construction workers, an occupant load of 60 is expected as a worse case. All occupants will be provided clear, protected paths of egress. Accessible egress will also be provided. Refer to the attached drawing for egress paths. BUILDING ACCESS The Vail Spa site has limited access due to its mountainside location. The project site is accessed from the 1-70 Frontage Road South. During construction, fire department access will be provided to the site using the portion of the entry driveway from the Frontage Road. The recommended staging location for VFES is at the existing Fire Hydrant located at the building entrance off of the entry driveway, accessible by parking directly on the entry driveway. The existing hydrant will remain in operation throughout the duration of the project. Fire department connections are accessible from the entry driveway and are further outlined in the Fire Protection portion of this report. HAZARDOUS MATERIALS MANAGEMENT DURING CONSTRUCTION Hazardous materials management during construction will occur in accordance with applicable sections of the International Fire Code. Winter heating will be accomplished using natural gas to the extent possible. Any fuel tanks will be stored in the designated areas as noted on the Logistics plans. Refer to RA Nelson's SHMP for hazardous materials management details during construction. This document was reviewed in preparation of this report. FIRE PROTECTION DURING CONSTRUCTION Existing fire hydrants will remain operational during construction. The building has an existing sprinkler system and dry standpipes in each stairwell. These systems are served by fire department connections, three in total, one for the sprinkler system and one for each dry standpipe/residential tower. The sprinkler system FDC and east tower standpipe FDC are located near the main entrance. The west tower standpipe FDC is located near the entrance to the owner garage near the west stair tower. The FDCs will be operational and accessible during all phases of the construction project. The sprinkler system will remain functional during all phases of construction with few exceptions. Refer to RA Nelson's SHMP for details on safety practices for this site. FIRE ALARM SYSTEM The building has an existing Simplex fire alarm system. This system is currently being evaluated for compliance and recommended improvements. However, in general, the system is in good working condition. The fire alarm system will remain functional during all phases of construction. Refer to the impairment narrative in this report. SYSTEM IMPAIRMENTS The fire alarm system will remain operational during the project. Some detectors may be removed or disabled in specific construction areas to preserve the cleanliness of the detector, protect the detector and prevent false alarms from construction dust or low temperatures. This is expected to be minimal. VFES will be notified of any impairments to the fire alarm system during the project. Any areas that are occupied will have full fire alarm and detection at all times. The fire sprinkler system will remain operational during all phases of the project with few exceptions. During the first week of work (week of April 11), no residential occupancy will be present. Commercial tenants will still be operational. The exterior decks are currently outfitted with dry sprinkler heads. Because of the façade construction work, the protection of these sprinkler heads cannot be guaranteed. Therefore, during the first week of construction, the sprinkler system will be drained and exterior sprinkler heads capped. Prior to any residential/overnight occupancy, the sprinkler system will be recharged and put into operation for the duration of the construction project. At completion (dates to be determined), the process will occur again in order to reinstall the exterior sprinkler heads. During the construction project, residents will be forbidden from using grills on their outdoor decks. The Commercial tenants will be notified of the impairment and proper fire watch measures taken during their work day. No overnight occupancy will occur during the sprinkler system impairment.
