MOTION: WilkinsSECOND:McDougallVOTE: 3-0 nd Nextitem fordiscussionwastheChamonixVailtradeselectionand 2lotterydrawing. Wilkinsstatedhewaspresentatthe mock lotteryandtheinformationalmeeting on January8, 2018. McDougallthankedstafffortheir effortsontheinformationsession. Discussionensuedastohowthelotterywillrun. StaffreviewedtheprocesswithVLHA. TheBoard askedifnewlotteryapplicantswillhavetotakeahomebuyer class.Staff respondedyesandwould allowbuyerstoprovidecertificate nolater thanJune 30, 2018.Classoptionshavebeenposted totheChamonixVailwebsiteandtheValley HomeStorewashopefultohave aspring class.Wilkinsmentioned therewouldbea need forflexibilitysincesomeclosingsaresoonandnewbuyersmaynothave financing untilafter theclosing datelisted. Lindstromwantedtodiscussthehousing policymemohehadpreviouslyprovidedother members. Cliftoninterjected hehadnotseen thememo andproceededtoreviewprocess,policies andtheHousing Authorityboardroles.Cliftonstated hebelievesthepolicyneeds to originatewithTownCouncilnotappointed boardsandcommissions.Heisconcerned Lindstromisdelegating tostaffand that isClifton’sprevue. Lindstromsaidhousing policyquestionswerebroughtupataTownCouncilmeeting and Page 1 allcouncilmemberssaidthepoliciesshould bereviewed. Cliftonthinksthatwasastretch.Hesaidbeginning dialogue withCouncil isOKnot with staffthentoCouncil. Lindstrompointed out itemsmentioned are onthebookstoday.Cliftonsaiditneedsto bestarted at Council. Wilkinssaid theBoard needsamechanismthatwillallowpolicychangemoving forward andtheBoard needstobe involved.The partnershipwithVLHAandstaffhashelp movehousingforward. LindstromstatedCouncilhasfinalvoteandexplainedVLHAisteeing upconversation. Cliftonexplainedthecorrectprocessistocreate ameeting withCounciltodiscuss suggestionsandpolicies.TheBoardneedstoact inaccordancewithprocesses.All discussionsneedtobe transparentandallpartiesinvolvedshouldbepresent.Clifton wantedtoknowwhentheemployeehousing unit(EHU) delayedoccupancywas authorizedbyCouncil.LetCliftonknowwhentoaddVLHAitems toCouncilagenda for discussion.HewilladdpolicychangesanddelayedEHUoccupancy. Let Cliftonknowwhen VLHAwantstomeetwithCouncilandhewilladdtoagenda. LinstromaskedifVLHAcould reviewtheHousing Director jobdescriptionand questioned whattheTownisdoing intheinterim. PerClifton,GeorgeRuther willcontinue towrapupcurrentprojectsandCliftonwilluse LynneCampbelland othersfor newthings.Hesaid thedraftjobdescriptionisready andwhenitisreadyhewillsendtotheBoard forcomments. Wilkinsmotioned toclosetheregular meeting andenter into executivesessionper C.R.S.§24-6-402(4)(a)(e) -todiscussthepurchase,acquisition,lease,transfer,orsale ofpropertyinterests;andtodetermine positions,developastrategyandinstruct negotiators,regarding:submitted VailInDEEDapplications. MOTION: WilkinsSECOND:McDougallVOTE:3-0 McDougallmotioned toendtheexecutivesessionandreopentheregular meeting. MOTION:McDougallSECOND: WilkinsVOTE: 3-0 TheBoard directed stafftopursueanofferfor2395W.BaldMountainRoadperaction resulting from executivesession. MOTION:LinstromSECOND: WilkinsVOTE: 3-0 CliftontoldtheBoardtoputalisttogether ofhousing itemsfordiscussionandhewillput onaworksession.Councilwantstoknowwhatthenextprojectis.
