1. GENERAL
1.1. THESE GENERAL NOTES APPLY EXCEPT WHERE
OTHERWISE INDICATED BY THESE DRAWINGS.
1.2. THESE DRAWINGS INDICATE TYPICAL AND SPECIFIC
DETAILS OF THE CONSTRUCTION. ALL FEATURES OF THE

ANY VARIATIONS FROM THE CONTRACT DOCUMENTS.
1.6. THE CONTRACTOR SHALL PROVIDE ADEQUATE SHORING
AND BRACING FOR ALL STRUCTURAL AND ARCHITECTURAL
ELEMENTS DURING THE REPAIRS. SHORING AND BRACING
MUST ENSURE THE SAFETY OF THE STRUCTURE & THE
JOB-SITE PERSONNEL. DESIGN AND PLACEMENT OF THE
SHORING IS THE RESPONSIBILITY OF THE CONTRACTOR.
1.7. THE CONTRACTOR IS RESPONSIBLE FOR THE
COORDINATION OF LIGHTING, ELECTRICAL, PLUMBING
PENETRATIONS ETC.
1.8. THE CONTRACTOR IS RESPONSIBLE FOR ALL PERMITS.
1.9. THE CONTRACTOR SHALL COORDINATE TRAFFIC AND
PARKING CLOSURES WITH THE OWNER PRIOR TO AND
DURING THE COURSE OF THE REPAIRS.
2. DISCOVERY AND FIELD VERIFICATION
2.1. DURING CONSTRUCTION, THE CONTRACTOR MAY
ENCOUNTER EXISTING CONDITIONS WHICH ARE NOT NOW
KNOWN OR ARE AT VARIANCE WITH PROJECT
DOCUMENTATION (DISCOVERY). SUCH CONDITIONS MAY
INTERFERE WITH REPAIR WORK OR REQUIRE PROTECTION
AND/OR SUPPORT OF EXISTING WORK DURING
CONSTRUCTION, OR MAY CONSIST OF DAMAGE TO
STRUCTURAL MATERIALS OR COMPONENTS WHICH COULD
JEOPARDIZE THE STRUCTURAL INTEGRITY OF THE NEW
WORK.
2.2. THE CONTRACTOR SHALL NOTIFY THE ENGINEER OF ALL
DISCOVERIES HE BELIEVES MAY INTERFERE WITH THE
PROPER EXECUTION OF THE WORK OR JEOPARDIZE THE
STRUCTURAL INTEGRITY OF THE WORK PRIOR TO
PROCEEDING WITH WORK RELATED TO SUCH DISCOVERIES.
2.3. THE DESIGN DOCUMENTS MAY SPECIFY DIMENSIONS,
ELEVATIONS AND CONSTRUCTION CONDITIONS TO BE FIELD
VERIFIED. THE GENERAL CONTRACTOR SHALL BE
RESPONSIBLE FOR FIELD VERIFICATION OF ALL SPECIFIED
CONDITIONS PRIOR TO PROCEEDING WITH THE
CONSTRUCTION OR FABRICATION OF ANY COMPONENTS
RELATED TO SUCH CONDITIONS. THIS FIELD VERIFICATION
SHALL BE MADE IN A TIMELY MANNER SO AS TO CAUSE NO
DELAYS IN EXECUTION OF THE WORK.
3. STRUCTURAL STABILITY DURING CONSTRUCTION
3.1. THE STRUCTURAL DRAWINGS ILLUSTRATE THE COMPLETED
STRUCTURE WITH ALL ELEMENTS IN THEIR FINAL
POSITIONS, PROPERLY SUPPORTED AND BRACED.
3.2. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL
CONSTRUCTION MEANS AND METHODS.
3.3. THE CONTRACTOR, IN THE PROPER SEQUENCE, SHALL
PROVIDE PROPER SHORING AND BRACING AS MAY BE
REQUIRED DURING CONSTRUCTION TO ACHIEVE THE FINAL
COMPLETED STRUCTURE.
3.4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL SITE
SAFETY ISSUES AS MANDATED BY FEDERAL, STATE AND
LOCAL LAWS AND REGULATIONS. THE CONTRACTOR SHALL
EMPLOY A "COMPETENT PERSON" AS DEFINED IN OSHA
REGULATIONS TO IDENTIFY SAFETY ISSUES. THE
CONTRACTOR SHALL EMPLOY A "QUALIFIED PERSON" AS
DEFINED IN OSHA REGULATIONS TO SPECIFY THE
RESOLUTION OF SAFETY ISSUES. THE CONTRACTOR SHALL
BE RESPONSIBLE FOR IDENTIFYING AND SPECIFYING ANY
MODIFICATIONS TO THE STRUCTURE REQUIRED FOR
COMPLIANCE WITH OSHA REGULATIONS AND GENERALLY
ACCEPTED PRINCIPLES OF CONSTRUCTION. THE
CONTRACTOR SHALL PROPOSE ALL SUCH MODIFICATIONS
TO THE ENGINEER FOR REVIEW PRIOR TO CONSTRUCTION.
THE FOLLOWING IS A GENERAL DESCRIPTION OF THE SCOPE OF
THE REPAIRS. MEANS AND METHODS OF THE REPAIR ARE THE SOLE
RESPONSIBILITY OF THE CONTRACTOR. THEREFORE, ITEMS WHICH
ARE NOT CONTAINED HEREIN, WHICH AFFECT THE SAFETY OF THE
PUBLIC, WORKERS, AND SUCCESSFUL COMPLETION OF THE
PROJECT SHALL BE INCORPORATED INTO THE SEQUENCE AS
APPROPRIATE.
1.0 LUMP SUM WORK:
1.1. MOBILIZATION AND DEMOBILIZATION.
1.2. GENERAL CONDITIONS.
1.3. REMOVE ABANDONED ELECTRICAL AND PLUMBING
CONDUIT/PIPE IN PARKING GARAGE.
1.4. REMOVE EXISTING CONCRETE TOPPING SLAB IN ITS ENTIRETY
AS INDICATED ON SHEET R-2 AND SHOT BLAST TOP OF
EXISTING PRECAST CONCRETE DOUBLE TEE BEAMS TO
PREPARE SUBSTRATE FOR WATERPROOFING INSTALLATION.
1.5. REMOVE EXISTING LANDSCAPING AND PAVEMENT (INCLUDING
LARGE LANDSCAPING STONES TO EXPOSE NORTH AND WEST
FOUNDATION WALLS AS INDICATED ON SHEET R-2. REMOVE
EXISTING CONCRETE SIDEWALK ALONG WEST SIDE OF PLAZA.
REMOVE ASPHALT PAVING AND LANDSCAPING OVER TUNNEL
STRUCTURE AT NORTHWEST CORNER OF PLAZA. REINSTALL
OR REPLACE EXISTING LANDSCAPING, PAVEMENT, AND
SIDEWALK FOLLOWING COMPLETION OF WATERPROOFING
REPAIRS AS INDICATED ON SHEET R-3.
1.6. EXCAVATE TRENCH ALONG WEST SIDE OF PLAZA TO ALLOW
FOR TIE-IN OF NEW DRAIN PLUMBING TO EXISTING STORM
SEWER AND BACKFILL ONCE TIE-IN AND WATERPROOFING
REPAIRS ARE COMPLETE. INSTALL PENETRATION FOR NEW
DRAIN PIPE THROUGH WEST FOUNDATION WALL AND TIE-IN
TO EXISTING STORM SEWER PIPE. SEE DETAIL 9/R-7.
1.7. REMOVE AND SALVAGE LOWER PORTION OF STONE VENEER
AT KNEE-WALLS AS INDICATED ON SHEET R-2. REINSTALL
VENEER FOLLOWING COMPLETION OF WATERPROOFING
REPAIRS.
1.8. PERFORM STRUCTURAL REPAIRS TO EXISTING PRECAST
CONCRETE PARKING GARAGE STRUCTURE INDICATED ON
SHEET R-1 AND AS DETAILED ON SHEET R-6.
1.9. REMOVE AND SALVAGE EXISTING BAND OF BRICK PAVERS
AND BRICK PAVERS BETWEEN BAND AND EXPANSION JOINT

END OF STRUCTURE.
3.2. PROVIDE ALTERNATE CONCRETE CURB AND PAVER LAYOUT
AS SHOWN ON SHEET R-4A.
PROPOSED INTENT AND PERFORMANCE EXPECTATION OF THE
WORK
· THE EXISTING CONSTRUCTION OF THE PARKING GARAGE
INCLUDES PRECAST CONCRETE DOUBLE-TEES BEARING ON
INVERTED TEE-BEAMS AND CONCRETE COLUMNS
SUPPORTING AN UNBONDED CONCRETE TOPPING SLAB. THE
TOPPING SLAB MAY HAVE ORIGINALLY BEEN BONDED TO THE
TOP SURFACE OF THE DOUBLE-TEES (BUT IS NO LONGER
BONDED AS DISCOVERED BY EXPLORATORY OPENINGS) AND
VARIES IN THICKNESS FROM ABOUT 4-INCHES TO MORE THAN
9-INCHES. PORTIONS OF THE BELOW-GRADE PARKING
GARAGE HAVE EXPERIENCED LEAKAGE AND/OR
DETERIORATION OF THE STRUCTURAL ELEMENTS DUE TO
PROLONGED EXPOSURE TO WATER. THE CONDITION OF THE
STRUCTURE AND EXISTING PAVEMENT HAVE BEEN
DOCUMENTED BY A REPORT AND DISCUSSED WITH THE
BOARD.
· BC&E, LLC PERFORMED A LIMITED STRUCTURAL ANALYSIS OF
THE EXISTING PARKING STRUCTURE INCLUDING A
CODE-PRESCRIBED LOAD TEST TO DETERMINE IF THE
EXISTING STRUCTURE HAD SUFFICIENT LOAD-CARRYING
CAPACITY TO SUPPORT AN UNBONDED PAVEMENT
ASSEMBLY. THE EXISTING, UN-REPAIRED STRUCTURE
PASSED THE TESTING AND DEMONSTRATED THAT IT WAS
CAPABLE OF SUPPORTING THE PROPOSED PAVEMENT
ASSEMBLY INCLUDED IN THIS DESIGN AND THE REQUIRED
LIVE LOADS. THE LOAD TEST WAS DOCUMENTED IN A
REPORT TO THE BOARD.
· THE FOCUS OF THE REPAIR WORK DETAILED IN THESE
DOCUMENTS IS SPECIFICALLY FOR THE OBSERVED
DETERIORATION WITHIN THE GARAGE. WE ARE NOT
PROPOSING TO REPLACE THE WATERPROOFING SYSTEMS
ELSEWHERE ON THE PROPERTY.
· THE INTENT OF THE REPAIRS IS SUCH THAT OVER THE NEXT
10 YEARS, LITTLE, IF ANY SIGNIFICANT REPAIR WORK
SHOULD BE REQUIRED WITHIN THE GARAGE AND THAT NO
SIGNIFICANT LEAKAGE SHOULD OCCUR AT THE REPAIRED
AREAS WHEN PROPER PERIODIC INSPECTIONS AND
MAINTENANCE OF THE WATERPROOFING ELEMENTS ARE
PERFORMED. IT SHOULD BE ANTICIPATED THAT MINOR
CRACKING IN THE NEW CONCRETE CURBS AND REPAIRS
MAY OCCUR.
· OUR DESIGN WAS LIMITED BY SEVERAL ITEMS WHICH
CANNOT REASONABLY CHANGED OR MODIFIED. THESE
INCLUDE, BUT ARE NOT LIMITED TO: EXISTING ELEVATIONS
OF STAIRS, ENTRIES, LOAD CAPACITY OF THE STRUCTURE,
AND TRANSITIONS TO OTHER PAVEMENT SYSTEMS. THE
STRUCTURAL AND WATERPROOFING ISSUES WERE
INVESTIGATED AND DISCUSSED WITH THE BOARD MEMBERS
WHO ALSO UNDERSTAND AND ACCEPT THESE CONSTRAINTS.

SHALL IDENTIFY THE OBSERVATION AND FINDINGS MADE AND SHALL
IDENTIFY ANY DEFICIENCIES. UPON COMPLETION OF THE WORK, THE
SPECIAL INSPECTOR SHALL ISSUE A FINAL REPORT TO THE
CONTRACTOR AND THE ENGINEER WITH THEIR STAMP AND
SIGNATURE ATTESTING TO THEIR INSPECTION, OBSERVATIONS, AND
