As discussed, please be advised that the situation with our house, located at 3526 Beaver Dam Cr., Vail, Colorado, is as follows: The structural and architectural plans are all complete and approved and are waiting at the Town of Vail to be picked up by us. However, some of the contractors who bid our house advised us that it would be cheaper to demolish the house and build a new house, due to the extensive underpining and other items that would be required in this renovation. As such, we are now having a new set of plans drawn up which will be submitted to the City for new construction on approximately December 15, 2006. We will then bid both the new plans and the renovation plans, and build whichever scenario is cheaper. We would anticipate that we would start construction either on the renovation of the existing house or the new construction of the new house as soon as possible this Spring. My understanding from you is that with each set of plans submitted, that a Plan Review Fee is required to be paid at the time the plans are submitted. We have already paid this fee for the existing renovation plans. When we submit new plans, we will have to pay an additional Plan Review Fee for the new plans. When we decide on which scenario we will build, we will then have to pay a Permit Fee, but only for the set of plans that we pick up. You can pick up an application at either Community Development, kycated at 75 South Frontage Road or Public Works, located at 1309 Elkhorn Drive. - Notice sign-offs for utility companies. ALL utilities must field verify (locate) respective utilities prior to signing application. Some utility companies require up to 48 hours notice to schedule a locate. - A construction traffic control/staging plan must be prepared on a separate sheet of paper. An approved site plan may also be used. This plan will show locations of all traffic control devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.). This plan will expire on November 1~ and will need to be resubmitted for consideration for approval through the winter. Be aware that your resubmission for winter may be denied depending on the location of wnstructJon. - Sketch of work being performed must be submitted indicating dimensions (length, width and depth of work). This may be drawn on the traffic control plan or a site plan for the job. - Submit completed application to the Public Works office for review. In the event the person so notified does not comply with the notice within the period of time herein specified, the Director of Public Works, or other authorized agent, may cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed from any street or alley at the expense of the notified. ^ Summons and Penalty: As an alternative to the notice for removal provided in subsection B above, any person who vitiates or causes another to violate the same, may be issued a summons to appear before the Municipal Court of the Town for said violations, and upon being found guilty of a violation hereunder be punished as provided in Section 1-4-1 of this code. ^ Notice and Penalty: It is unlawful for any pet3on to fail or refuse to comply with the notice of the Director of Public Works as provided in subsection B hereof, and any such person shall, in addition to payment of the expense of removal incurred by the Director of Public Works, as provided in subsection B hereof, upon being found guilty of a violation hereunder, be punishable as provided in Section 1-4-1 of this Code. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our agreement for geotechnical engineering services to Dikeou Realty dated January 6, 2006. A field exploration program consisting of an exploratory boring was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsoil conditions encountered. PROPOSED CONSTRUCTION The existing residence is a two story structure with a crawlspace. The proposed remodel will consist of constructing a possible basement level and several additions. The basement floor will be slab-on-grade. Grading for the structure is assumed to be relatively minor with cut depths between about 4 to 12 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly from those described above, we should. be notified to re-evaluate the recommendations contained in this report. Job No. 406 0006 Ge~tech -2- SITE CONDITIONS At the time of our site visit, the ground surface was covered with up to about 2 feet of snow. The ground surface is relatively flat with a gentle slope down towards the northwest. The area surrounding the existing house is landscaped. FIELD EXPLORATION The field exploration for the project was conducted on January 20, 2006. One exploratory boring was drilled at the location shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with 4 inch diameter continuous flight augers powered by atruck-mounted CME-45B drill rig. The boring was logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with 13/8 inch and 2 inch I.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Log of Exploratory Boring, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the'subsurface conditions encountered at the site are shown on Figure 2. An explanation of the notes and symbols used on the log is presented on Figure 3. The subsoils consist of about 4.5 feet ofman-placed fill overlying medium dense, silty, sandy gravel with cobbles and boulders to the depth explored. The man-placed fill consisted of loose to medium dense, slightly clayey, silty, sandy gravel. Drilling in the dense gravel Job No. 406 0006 c'~~ -~- with auger equipment was difficult due to the cobbles and boulders and practical drilling refusal was encountered in the deposit. Laboratory testing performed on samples obtained from the borings consisted of natural moisture content, percent passing the No. 200 sieve, and liquid and plastic limits. The laboratory test results are summarized on Figure 2. Free water was encountered in the boring at the time of drilling and when checked 6 days after drilling at the depths shown on Fmzre 2. A piezometer consisting of 11/z-inch diameter hand-slotted PVC pipe was installed in the boring after drilling to monitor water levels. The subsoils were generally moist to wet. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsoil conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the basement walls and additions be founded with spread footings bearing on the natural granular soils. All existing fill soils should be removed beneath footing areas. The design and construction criteria presented below should be observed for a spread footing foundation system. 1) Footings placed on the undisturbed natural granular soils should be designed for an allowable soil bearing pressure of 3,000 pounds per square foot. Based on experience, we expect settlement of footings designed and constructed as discussed in this section will beup to about 1 inch or less. 2) The footings should have a minimum width of 18 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath. unheated areas should be provided with adequate soil cover above their bearing elevation for-frost protection. Placement of foundations at least 42 inches below exterior grade is Job No. 406 0006 -4- typically used in this area. Concrete should not be placed on frost, frozen soil, snow or ice. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) All existing fill, topsoil and any loose or disturbed soils should be removed and the footing bearing level extended dawn to the relatively dense natural granular soils. The exposed soils in footing area should then be moistened and compacted. If water seepage is encountered, the footing areas should be dewatered before concrete placement and we shall be contacted for fizrther evaluation. 6) A representative of the geotechnical engineer should observe all footing excavations prior to :concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an .equivalent fluid unit weight of at least 45 pounds per cubic foot (pcf) far backfill consisting of the on-site granular soils. Cantilevered retaining structures which are separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for alateral -earth pressure computed on the basis of an equivalent fluid unit weight of at least 35 pcf for backf 11 consisting of the on-site granular soils. The backfill should not contain rock lazger than about 6 inches in diameter. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal baekfill surface. The. buildup of water behind a wail or an upward Job No. 406 0006 Gec~tecFi -5- sloping backfill surface will increase the lateral pressure imposed on a founndation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor (ASTM D-698) dry density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor dry density at a moisture content within 2% of optimum. Care should be taken not to overcompact the backfill or use large equipment neaz the wall, since this could cause excessive lateral pressure on the wall. Same settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a eambination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.5. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 400 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the. strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads _ should be a granular material compacted to at least 95% ofthe maximum standard Proctor dry density at a moisture content near optimum. FLOOR SLABS The natural on-site soils, exclusive of topsoil and existing f 11, are suitable to support lightly loaded slab-on-grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint Job No. 406 0006 Gec~ted~ -6- spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and. less than 2% passing the No. 200 sieve. Structural fill placed for support of floor slabs should be compacted to at least 95% of maximum standard Proctor dry density at a moisture content within 2% of optimum. Required fill can consist of the on-site granular soils devoid of vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM Free water was encountered during our exploration and it has been our experience in mountainous areas that groundwater can rise during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below-grade construction, such as retaining walls, crawlspace and basement .areas, be kept at least 2 feet above the high groundwater level and be protected from wetting and hydrostatic pressure buildup by an underdrain and wall drain system. High groundwater level typically occurs in late spring or early summer. Weather conditions, snowpack and elevation are a few factors that determine the level and time of high groundwater. I-Iigh groundwater level can vary annually. The underdrain system should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free-draining gravel. The drainpipe should be placed at each level of excavation and at least 2 feet below lowest adjacent finish .grade and sloped at a minimum 1 % to a suitable gravity outlet or sump and pump system. If the basement slab is constructed within 2 feet of high groundwater level, lateral drains should be used below the building slabs to connect the underslab gravel with the underdrain system. The lateral drains should be adequately spaced to provide proper drainage for groundwater encountered in the building configuration. Free-draining gravel used in the underdrain system should contain less than 2% passing the No. 200 Job No. 406 0006 -~- sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should beat least 21/~ feet deep and extend at least 1 foot above any seepage encountered in the excavation cut slope. A wall drain system consisting of a geocomposite or 1 foot of clean gravel should be placed adjacent to below grade construction walls. The wall drain system should connect into the underdrain and extend to within 1 to 2 feet of the ground surface. Atypical underdrain detail is shown on Figure 4. SITE GRADING The risk ofconstruction-induced slope instability at the site appears low provided cut and fill depths are limited. We assume the cut depths for the basement will not exceed one level, about 10 to 12 feet. Fills should be limited to about 8 to 10 feet deep_ Temporary excavation cut slopes should be made in accordance with OSHA requirements. A Type C soil maybe assumed for temporary cuts and should be verified by the contractor's competent person. Embankment fills should be compacted to at least 95% of the maximum standard Proctor dry density at a moisture content within 2% of optimum. Prior to fill placement, the subgrade should be carefully prepared. by removing all vegetation and topsoil and compacting to at least 95% of the maximum standard Proctor dry density. The fill should be benched into the portions of the hillside exceeding 20% grade_ Permanent unretained cut and fill slopes should be graded at 2 horizontal to 1 vertical or flatter and protected against erosion by revegetation or other means. The risk of slope instability will be increased if seepage is encountered in cuts and flatter slopes may be necessary. If seepage .is encountered in permanent cuts, an investigation should be conducted to determine if the seepage will adversely affect the cut stability.. This office should review site grading plans for the project prior to construction. Job No. 406 0006 C~tech -8- SURFACE DRAINAGE . The following drainage precautions should be observed during construction and maintained at all times after the additions have been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to a moisture content within 2% of optimum and compacted to at least 95% of the maximum standard Proctor dry density at in pavement and slab areas and to at least 90% of the maximum standard Proctor dry density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Free-draining wall backfill should be capped with about 1 to 2 feet of the on-site finer-graded soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory boring drilled at the location indicated on F baure 1, the proposed type of construction and our experience in the area. Our services do not include deternLning the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory boring and variations in the subsurface conditions may not become evident until excavation is performed.. If conditions encountered during Job No. 406 0006 C~ech~ech -9- construction appear different from those described in this report, we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our information. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted. Significant design changes may require additional analysis or modifications to the recommendations presented herein. We recommend on-site observation of excavations and foundation bearing strata and testing of structural fill by a representative of the geotechnical engineer. The gravel should be compacted with a Wacker walk behind vibratory roller until settllement ceases. The gravel should extend laterally beyond the edges of the footings a distance az least equal to the depth of gravel below footYngs. We recommend instalting a temporary sump and pump system. to dewater the northwest portion of the e~rcavatlon ox opezt the entrance to the newly installed 6 inch diameter drainpipe, which crosses Beaver Dam Circle, and gravity discharges water on the northwest side of the road. The sump can consist of an ~ 8 #r~eh diameter perforated pipe installed 3 to 4 feet below the bottom of the excavation. The sump can be backfilled arouiad the pexyamet~ez with 1,5 to 2 inch diameter drain gravel. Depending oa the amount of water in the excavariaq it may be necessary to install several sumps to adequately dewater the excavation. At the time of our July 23°d site visit, the foundation excavation had been completed and Cut in one level to about 11 feet below the adjacent ground surface. The soils exposed in the bottom of the excavation consisted of imported minus 3 inch crushed. gravel up to about 1.5 feet thick. 'QV'e recommended that the gravel be eornpad~ad with a vibratory smooth drum, compactor until. settlement ceases prior to placing the gravel leveling course. A'!. isxrh washed crushed gravel will be placed over the minus 3 inch gravel, Similarly, the leveling course should be compacted with a vibratory smooth dram compactor antil settled ceases. Free water obser~red is the e~ccavation cut slope up to about 3 feet above the excavation bottom. The water was being aollcci~ed in trench on the west side ofthe excavation and was draining into the b arch diameter drainpipe which gravity discharges water on the northwest side of Beaver Dam (:ircle. Limitations: The recommendations submitted in this letter arc based on our observation of the free w~tte~r and soils exposed within the foundation excavation and the pre~rious subsurface exploration at the sift.
