Subject: Review of Potential Geologic Hazards, Proposed New Golf Maintenance Storage
Building and Pavement Replacement, 1278 Vail Valley Drive, Vail, Colorado
Dear Scott:
. As requested, H-P/Kumar has reviewed the potential geologic hazards that could impact the site.
Our findings are presented in this report. The services were performed in accordance with our
proposal for professional engineering services to you dated April 30, 2018.
Background Information: There is an existing storage structure constructed out of pre-cast
concrete materials currently at the location of the proposed new storage building and partially
retaining the hillside above. This structure will be removed prior to the construction of the
proposed new storage building. The proposed new storage building will be a single-story
structure, partially retaining the hillside above. Ground floor will be slab-on-grade. The
distressed pavement around the existing golf maintenance shop building will be replaced. We
understand that the existing grading at the site will not be significantly changed. We understand
the geologic hazards review is needed for the submittal to the Town of Vail.
Site Conditions: The terrain above the proposed new storage building is moderately steep down
to the north at a grade of around 20 percent. The site has undergone some grading for the
existing development. Vegetation in the area consists of native grass and brush and young to
moderately mature aspen trees with scattered conifers. More mature aspens and conifers are
located to the east of the proposed new storage building area. The slope above the proposed new
storage building area to the south becomes steep to very steep up several hundred feet and is
vegetated with thick aspen and evergreen trees. Several large boulders were observed just uphill
of the existing storage structure and pavement areas. A steep, moderate-sized drainage outlets

just to the east of the subject site. Bedrock of the Minturn Formation outcrops on the steep
mountainside slope well above the golf maintenance facilities.
Geologic Hazards Review: Potential major geologic hazards that could impact the site consist
of rockfall, debris avalanche and avalanche according to the Town of Vail mapping (Town of
Vail, 2000a, 2000b and 2000c). The hazards are noted as medium severity for the rockfall
potential, high severity for the debris avalanche potential, and possible influence for the
avalanche potential. We generally agree with the mapping of hazards for the subject site.
The rockfall hazard is due to the bedrock outcrops above the site and rockfalls are typically not
frequent but can damage homes and property when larger rocks fall. Debris avalanches occur
from very steep hillside and mountainside drainages due to heavy rainfall and sometimes are
associated with snow-melt. Debris avalanches are not common in the Vail area but do occur.
The debris avalanche hazard at the subject site is due to the drainage which currently outlets just
to the east of the site. Avalanches occur from snow pack on steep slopes when weak layers of
snow pack develop and/or additional heavy snow or precipitation add to the snow pack. Based
on the young to moderate age of the aspen trees above the site, there have likely been previous
avalanches in this area.
The potential hazards appear to be active geologic processes at the subject site and in nearby
areas, and should be expected in the future. However, without long term observations, it is not
possible to develop a statistical recurrence probability of the hazards. We are not aware of recent
debris avalanches or rockfall at the site. Although the probability that a debris avalanche,
rockfall, or snow avalanche will hit the proposed new maintenance storage building is likely low,
a debris avalanche, rockfall or snow avalanche has the potential to cause major damage to
buildings with a risk of harm to the occupants. If this risk is not acceptable to the owner, then
the feasibility of mitigation should be considered, especially on the south and sides of the
development.
Rockfall in the area has been mitigated with rockfall catching barriers, and debris avalanches and
avalanches with soil berms or impact walls which may or may not be feasible at the site due to
the limited area on the lot behind the storage building and the adjacent properties. The
mitigation may need to extend beyond the property lines and encompass adjacent lots that are

subject to similar potential geologic hazards. The feasibility of mitigation should be evaluated
by additional assessments for each potential hazard.
If the owner does not plan to mitigate the potential geologic hazards and accepts the risk they
may pose on the proposed new maintenance storage building, this may be feasible based on
Town of Vail code provided the proposed new maintenance storage building and grading do not
increase the existing rockfall, debris avalanche or avalanche hazards to adjacent properties
including public streets, right-of-ways and easements.
The proposed new maintenance storage building is planned to occupy the same site as the
existing storage structure and the proposed pavement construction will not significantly change
the grading at the subject site. We have reviewed the topographic survey of the subject site by
Gore Range Surveying dated February 17, 2011. Based on the plan provided, in our opinion,the
proposed construction and grading will not increase the existing rockfall, debris avalanche or
snow avalanche hazards to adjacent properties including public streets, right-of-ways and
easements or other properties. If proposed construction changes, we should review our findings.
Limitations: This review was conducted in according to generally accepted geotechnical
engineering principles and practices in this area at this time. We make no warranty either
express or implied. The conclusions and recommendations submitted in this report are based
upon the geologic hazard mapping by others, our field observations and our experience in the
area. We are not responsible for technical interpretation of our findings by others.

Project Narrative: Proposed demo and replacement for The Vail Golf Course Maintenance
Building
The proposed structure will serve as a storage location for equipment,tools, and supplies used to
maintain the golf course. It is located over the existing footprint of the current shed and it will be
replacing the existing shed which currently does not provide enoughSQFTfortheir storage needs. The
proposed building will double the available storagespace and will be a more secure location for the
equipment and tools.The existing structure was meant to be temporary and its demolition and
replacement is overdue.
The style and materials will match the neighboringMaintenance Building and its use supports the golf
course and aims provide better and more secure storagefor the golf course equipment.
There will be no permanent outdoor lig htingthat would contribute to light pollution and there are no
utilities that would affect air quality. With no permanent occupancy,and existing parking being un-
affected by the new footprint,the proposed facility would not affect traffic,public transportation,or
pedestrian access and safety.
There is clear access from Vail Valley Drive for maintenance and safety.The structure is not in a location
that would hinder snow storageor removal from the public streets and parking areas. Parking is
adequate on site for day-time parking of the staff.
The primary objective is to provide better storageand security for the equipment,tools, and supplies
used by the Vail Golf Course Staff.The scale of the proposed structure blends within the context of the
site and neig hboringbuildings.It will be taller than the existing structure but still remain comparable in
heightto the neig hboringbuilding.With the style and materials matching and complimenting the
neig hboringStorageFacility,the proposed Maintenance Building will blend with the existing
infrastructure and be a visual improvement on what was supposed to be a temporarystructure.
Construction is anticipated to beg in September 17th and will last until June 30th. It will not affect the
operation of the golf course's regular season.The existing square footage is approximately 1,249 SF and
the proposed Maintenance Building will have 2,060 SF.
