In residential buildings of four or fewer units if more than 32 square feet of any surface coverage (e.g., gypsum wallboard or drywall and associated applied surfacing materials/textures, acoustic sprays, joint compounds, plaster, etc.), 50 feet of asbestos covered or asbestos insulated pipe or any material which would fill a 55-gallon drum—if these materials are going to be disturbed or removed—an asbestos inspection is required by a state certified asbestos building inspector. For buildings with more than four residential units (considered public), including commercial, public (including public access areas to a residential building), civic or industrial buildings, if more than 160 square feet of surfacing materials, 260 linear feet or more than 35 cubic feet of suspect ACM/ACBM is going to be disturbed, an asbestos inspection is required under NESHAP. County or City regulations may be more stringent. The regulations require an absolute minimum of 3 samples (EPA suggests 9) per homogenous suspect surfacing and TSI materials and an absolute minimum of 1 sample of homogenous miscellaneous materials or any number of “samples sufficient to determine whether a material is ACM” (Reg8.IV.D.3). More samples are required based on surface area or volume. For the contractor to proceed with disturbance, demolition, restoration or remodel/renovation the suspect materials have to be sampled and analyzed by a NVLAP accredited laboratory by polarized light microscopy (PLM) methods. OSHA compliance is required for all employers/employees no matter the quantity of asbestos present. CLIENT BACKGROUND: Paul Sturm hired HealthSafe Inspections, Inc. (hereinafter, HealthSafe) to perform an asbestos building inspection, bulk sampling and report for the south half of the duplex, Unit A as addressed above. This report is unlimited. It is for the complete demolition and disposal of the structure, decks and associated additions. 3 VISUAL INSPECTION & LABORATORY FINDINGS: An inspection was conducted by Jim Baker of HealthSafe on July 7, 2017. Suspect ACM/ACBM on the interior and exterior of the structure and exterior additions were identified and sampled. Those materials are the following: 1. Roof tar paper, a homogeneous miscellaneous material requiring at least one sample [sample A1, A-RF-TP]. The PLM analytical results: NONE DETECTED. 2. Roofing tar, a homogeneous miscellaneous material requiring at least one sample [sample A2, A-RF-TR]. The PLM analytical results: 8% Chrysotile non-friable asbestos. This material, although classified as ACM/ACBM, it will not require asbestos abatement prior to the demolition of the structure. 3. A homogeneous taped and joint compounded drywall system (classified as a miscellaneous material as a complete integral system) [samples 3-4, A-FLT-WL-J- 1,2]; these composite layered taped and joint compounded drywall materials are on walls of the unit and ceilings of certain closets with a flat taped finish and no texture. The estimated surface area is more than 32 sf, but less than 1,000 sf, requiring a minimum of at least two composite core samples of all drywall layers (“…number of samples sufficient to determine” …if asbestos is present or not). The PLM analytical estimated results: NONE DETECTED. 4. A homogeneous taped and joint compounded drywall system (classified as a miscellaneous material as a complete integral system) [sample 5, A-SPNG-WL-J]; these composite layered taped and joint compounded drywall materials are on walls of the bathroom adjacent to the kitchen and the master bedroom open closet upper half. The estimated surface area is more than 32 sf, but less than 200 sf, requiring a minimum of at least a single composite core sample of all drywall layers (“…number of samples sufficient to determine” …if asbestos is present or not). The PLM analytical estimated results: NONE DETECTED. 5. A homogeneous sponge-applied surfacing material/texture [samples A6-A8,A- SPNG-WL-T-1,2,3]. This surfacing material/texture is on the bathroom walls and upper master bedroom open closet wall and ceiling. The estimated surface area is more than 32 sf, but less than 1,000 sf, requiring a minimum of at least three surfacing/texture material samples. The PLM analytical estimated results: NONE DETECTED. 6. Kitchen sink undercoating for soundproofing [sample A9, A-KIT-SNK]. The PLM analytical results: 5% Chrysotile. This coating is currently non-friable asbestos in good condition, but it could be rendered friable during a demolition. Prior to demolition of the structure, the sink will have to be removed and double- bagged in 6ml plastic bags, labeled as asbestos material and disposed of in a landfill which accepts ACM. 7. Stove pipe, penetrating the roof above the wood-burning stove. This pipe was not sampled, but it is assumed to be ACM. It is highly suspect given the age, appearance and sound (filled with a material between the walls). No label was found, but this inspector is assuming it to be filled in the inner core with TSI or other asbestos material. 4 Not this portion of the stove pipe, as it is single-walled The double-walled portion where the yellow arrow is pointing, and the rest above the roof in the photo below is assumed ACM. 5 There were no other additional suspect asbestos building materials to sample related to the south duplex unit A. A total of 9 suspect homogeneous ACM/ACBM bulk samples were collected and 9 samples were analyzed. The bulk samples were analyzed by PLM by a NVLAP accredited laboratory in accordance with Colorado State Regulation 8 for the presence of asbestos mineral fibers. See supporting Hayes Microbial Consulting, Inc. data report #17018752. HEALTHSAFE CONCLUSIONS: • The non-friable roofing tar can remain in place on certain seams of the metal roof during the demolition of the structure, as it will remain non-friable during a demolition. • The kitchen stainless steel sink will require removal and disposal as ACM, as the acoustic spray on the sink could be made friable during a demolition. Contact an abatement contractor to remove and properly dispose of the sink prior to demolition of the structure. • The wood-burning double-walled stove pipe is assumed ACM. Contact an abatement contractor to remove and properly dispose of the double-walled stove pipe prior to demolition of the structure. The PLM analytical estimated results: NONE DETECTED. 6. Roofing tar, a homogeneous miscellaneous material requiring at least one sample [sample 13, B-RF-TR]. This material is applied to metal roofing seams and penetrations. The PLM analytical estimated results: 6% Chrysotile non-friable asbestos. The bulk samples were analyzed by PLM by a NVLAP accredited laboratory in accordance with Colorado State Regulation 8 for the presence of asbestos mineral fibers. There is NO asbestos in 12 of the samples analyzed. The asbestos identified in the 13th sample of roofing seam tar is not friable and will not require abatement.
