Subject: Review of Potential Geologic Hazards, Proposed Landscape Improvements,
Lot 1, Block 2,Bighorn Subdivision First Addendum, 3996 Lupine Drive, Unit B,
Vail, Colorado
Dear Ms. Schara:
As requested, HP/Kumar has reviewed the potential geologic hazards that could impact the site.
Our findings are presented in this report. The review was performed in accordance with our
proposal for professional engineering services to Triumph Partners dated August 6, 2018.
Background Information: Landscape improvements to the south-southwest (uphill) side of the
residence are proposed as shown on the landscape plan, Sheet A1.0 dated August 2, 2018. We
understand existing grading on the other sides of the residence will not be changed. The
landscape improvements on the south-southwest side of the residence include a small pond, a
patio area with a hot-tub, a fire pit, a barbeque, new stairs and walking paths, and new low (about
2 feet high) boulder walls. We understand the geologic hazards review is needed for the
submittal to the Town of Vail.
Site Conditions: The existing residence is a three-story wood frame duplex structure. The
terrain through the improvements area is strongly sloping down to the north toward Lupine
Drive. The site appears to have undergone relatively minor cut and fill grading for the existing
development. The area of proposed landscape improvements is currently a moderately sloping
landscaped lawn. There is an existing low boulder wall between an existing concrete patio on
steeper terrain to the south and the proposed improvement area. Vegetation on the slopes above
the proposed development area consists of thick, moderately mature aspen trees and grass. The
slope above the residence to the south becomes steep to very steep up several hundred feet and is
vegetated with thick aspen and evergreen trees. Scattered small to medium sized boulders were
observed on the ground surface just uphill of the proposed improvement area.

Geologic Hazards Review: Potential major geologic hazards that could impact the site consist
of rockfall, debris avalanche and snow avalanche according to the Town of Vail mapping (Town
of Vail, 2000a, 2000b and 2000c). The hazards are noted as high for the rockfall and debris
avalanche potential, and moderate/high for the snow avalanche potential. We generally agree
with the mapping hazards for the subject lot.
The rockfall hazard is due to the bedrock outcrops above the site and rockfalls are typically not
frequent but can damage homes and property when larger rocks fall. Debris avalanches occur
from hillside and mountainside drainages due to heavy rainfall sometimes associated with snow-
melt. Debris avalanches are not common in the Vail area but do occur. The debris avalanche
hazard at the subject site is due to the steep valley side and the drainage which outlets just west
of and above the site. Snow avalanches occur when weak layers of snow pack develop and/or
additional heavy snow or precipitation add to the snow pack on steep slopes. Based on the thick
trees above the site, there has not been a recent avalanche in this area.
The potential hazards appear to be active geologic processes at the subject site and in nearby
areas, and should be expected in the future. However, without long term observations, it is not
possible to develop a statistical recurrence probability of the hazards. We are not aware of recent
debris flows or rockfall at the site. Although the probability that a debris avalanche, rockfall, or
snow avalanche will hit the residence is likely low, a debris avalanche, rockfall or snow
avalanche has the potential to cause major damage to buildings with a risk of harm to the
occupants. If this risk is not acceptable to the owner, then the feasibility of mitigation should be
considered.
Rockfall in the area has been mitigated with rockfall catching barriers, and debris avalanches and
snow avalanches with soil berms or impact walls which may or may not be feasible at the site
due to the limited area on the lot behind the residence and the adjacent properties. The
mitigation may need to extend beyond the property lines and encompass adjacent lots that are
subject to similar potential geologic hazards. The feasibility of mitigation would need to be
evaluated by additional assessments for each potential hazard.
If the owner does not plan to mitigate the potential geologic hazards and accepts the risk they
may pose on the residence, this may be feasible based on Town of Vail code provided the
proposed improvements and grading do not increase the existing rockfall, debris avalanche or
snow avalanche hazards to adjacent properties including public streets, right-of-ways and
easements.

The grading for the landscape improvements based on our own review of the plan provided is
expected to be relatively minor and is located uphill, behind Unit B of the existing residence. In
our opinion, the proposed construction and grading for the improvements will not increase the
existing rockfall, debris flow or avalanche hazards to adjacent properties including public streets,
right-of-ways and easements or other properties of any kind.
Limitations: This review was conducted according to generally accepted geotechnical
engineering principles and practices in this area at this time. We make no warranty either
express or implied. The conclusions and recommendations submitted in this report are based
upon the geologic hazard mapping by others, our field observations and our experience in the
area. We are not responsible for technical interpretation of our findings by others.
