1. If the utility approval & verification form has signatures from each of the utility companies, and no comments are
made directly on the form, the Town will presume that there are no problems and the development can proceed.
2. If a utility company has concerns with the proposed construction, the utility representative shall note directly on
the utility verification form that there is a problem which needs to be resolved. The issue should then be detailed in
an attached letter to the Town of Vail. However, please keep in mind that it is the responsibility of the utility
company and the applicant to resolve identified problems.
3, These verifications do not relieve the contractor of the responsibility to obtain a Public Way Permit from the

NOTES TO ALL APPLICANTS
Pre-aoolication Meetino
A pre-application meeting with Town of Vail staff is encouraged. The purpose of a pre-application meeting is to
identify any critical issues pertaining to the applicant's proposal and to determine the appropriate development
review process for an application. In many cases, the pre.application meeting helps to expedite the
development review process as criUcal issues are identified and dealt with in the preliminary stages. A pre-
application meeting may be scheduled by contacting Joe Suther at970.479.2L28 or jsuther@vailgov.com.
Time Reouirements
The Design Review Board meets on the lst and 3rd Wednesdays of each month. A complete application form
and all accompanying material must be accepted by the Community Development Department prior to
application deadlines. A schedule of DRB meetings and associated application deadlines may be found on the
World Wide Web at htto://ci.vail.co.us/commdev/planning/drb/meetings/default.htm For a new residential
development, the application deadline is typically 3.5 weeks prior to a Design Review Board hearing.
Review Criteria
The proposal will be reviewed for compliance with the Design Guidelines as set forth in T'itle 12, (Zoning
Regulations) and Title 14 (Development Standards) of the Town of Vail Municipal Code.
Reouirements for orooerties located in hazard areas
If a property is located in or adjacent to a mapped hazard area (i.e. snow avalanche, rocKall, debris flow,
floodplain, weUand, poor soils, etc.), the Community Development Deparfnent may require a sitespecific
geological investigation. If a site-specific aeological investigation determines that the subject property is located
in a geologically sensitive area, the property owner(s) must sign an affidavit recognizing the hazard repoft prior
to the issuance of a building permit. Applicants are strongly encouraged to consult with Community
Development staff prior to submitting a DRB application to determine the relationship of the property to all
mapped hazards.
Required Plan Sheet Format
For all surveys, site plans, landscape plans and other site improvement plans, all of the following must be
shown,
1. Plan sheet size must be 24"x 36". For large projec8, larger plan size may be allowed.
2. Scale. The minimum scale is 1"=20'. All plans must be at the same scale.
3. Graohic bar scale,
4. North arrow.
5. Title block, project name, project address and legal description.
6. Indication of plan preparer, address and phone number.
7. Dates of original plan preparation and all revision dates.
8. Vicinity map or location map at a scale of 1"=1,000'or larger.
9. Sheet labels and numbers.
10. A border with a minimum left side margin of 1,5".
Names of all adjacent roadways.

Desion Review Board Meetino Reouircments
For new construction and additions, the applicant must stake and tape the project site to indicate property lines,
proposed buildings and building corners. All trees to be removed must be taped, The applicant must ensure
that staking done during the winter is not buried by snow. All site tapings and staking must be completed prior
to the day of the DRB meeting.
The applicant, or their representative shall be present at the Design Review Board Hearing. Applicants who fail
to appear before the Design Review Board on their scheduled meeting date and who have not asked in advance

that discussion on their item be postponed, will have their items removed from the DRB agenda until such time
as the item has been republished.
If the DRB approves the application with conditons or modifications, all conditions of approval must be resolved
prior to the issuance of a building permit.
Staff Aooroval
The Administrator (a member of the planning staff) may review and approve Design Review applications,
approve with certain modificaUons, deny the application, or refer the application to the Design Review Board for
a decision. All staff approvals are reviewed by the Design Review Board and any staff decision is subject to
final approval by the DRB.
Additional Review and Fees
If this application requires a separate review by any local, state or Federal agency other than the Town of Vail,
the application fee shall be increased by $200.00. Examples of such review, may include, but are not limited to:
Colorado Department of Highway Access Permits, Army Corps of Engineers 404, etc.
The applicant shall be responsible for paying any publishing fees in excess of 50o/o of the application fee. If, at
the applicanfs request, any matter is postponed for hearing, causing the matter to be re-published, then the
enUre fee for such re-publication shall be paid by the applicant.
Applications deemed by the Community Development Departrnent to have design, land use or other issues,
which may have a significant impact on the community, may require review by external consultants in addition
to Town staff. Should a determination be made by Town staff that an external consultant is needed, the
Community Development Department may hire the consultant. The Department shall estimate the amount of
money necessary to pay the consultant and this amount shall be fomtarded to the Town by the applicant at the
time of filing an application. The applicant shall pay expenses incurred by the Town in excess of the amount
forwarded by the applicaUon to the Town within 30 days of notification by the Town. Any excess funds will be
returned to the applicant upon review completion.

floodplain). Ties to existing benchmarlg either USGS landmark or sewer invert. This information must be clearly stated
on the survey. Properly boundaries to the nearest hundredth (.01) of a foot accuracy. Distances and bearings and a basis
of bearing must be shown. Show existing pins or monuments found and their relationship to the established
corner,. Show right of way and property lines; including bearings, distances and curve informaUon.. Indicate all easements identified on the subdivision plat and recorded against the property as indicated in
the title report. List any easement restrictions.. Spot Elevations at the edge of asphalt along the street frontage of the property at twenty-five foot intervals
(25'), and a minimum of one spot elevations on either side of the lot,. Topographic conditions at two foot contour intervals
. Existing trees or groups of trees having trunks with diameters of 4" or more, as measured from a point one
foot above grade.. Rock outcroppings and other significant natural features (large boulders, intermiftent streams, etc.).. All existing improvements (including foundation walls, roof overhangs, building overhangs, etc.).. Environmental Hazards (ie. rocKall, debris flow, avalanche, weHands, floodplain, soils). Watercourse setbacks, if applicable (show centerline and edge of stream or creek in addition to the required
stream or creak setback). Show all utility meter locaUons, including any pedestals on site or in the right-of-way adjacent to the site.
Exact locaUon of existing uUlity sources and proposed service lines from their source to the strucfure.

Site and Grading Plan:. Scale of t"=20' or larger. Property and setback lines. Existing and proposed easemenb. Existing and proposed grades. Existing and proposed layout of buildings and other structures including decks, patios, fences and walls.
Indicate the foundation with a dashed line and the roof edge with a solid line,. All proposed roof ridge lines with proposed ridge elevations. Indicate existing and proposed grades shown
underneath all roof lines. This will be used to calculate building height.. Proposed driveways, including percent slope and spot elwations at the property line, garage slab and as
necessary along the centerline of the driveway to accurately reflect grade.. A 4' wide unheated concrete pan at the edge of asphalt for driveways that exit the street in an uphill
direction.. Locations of all utilities including existing sources and proposed seMce lines from sources to the structures.

Landscape Plan:. Scale of 1" = 20'or larger. Landscape plan must be drawn at the same scale as the site plan.. Location of existing trees, 4" diameter or larger. Indicate trees to remain, to be relocated (including new
location), and to be removed. Large stands of trees may be shown (as bubble) if the strand is not being
affected by the proposed improvemenLs and grading.. Indicate all ocisting ground cover and shrubs.. Detailed legend, listing the type and size (caliper for deciduous trees, height for conifers, gallon size for
shrubs and height for foundation shrubs) of all the existing and proposed plant material including ground
cover.r Delineate critical root zones for exisUng trees in close proximity to site grading and construction.. Indicate the location of all proposed plantings.. The location and type of existing and proposed watering systems to be employed in caring for plant material
following its installaUon.. Existing and proposed contour lines. Retaining walls shall be included with the top of wall and the bottom of
wall elevations noted.
Architectural Floor Plans:. Scale of f/8" = 1'or larger; {4" is preferred. .Floor plans of the proposed development drawn to scale and fully dimensioned. Floor plans and building
elevations must be drawn at the same scale.. Clearly indicate on the floor plans the inside face of the o<terior structural walls of the building.. Label floor plans to indicate the proposed floor area use (i.e. bedroom, kitchen, etc.).. One set of floor olans must be "ted-lined" indicatino how the qross residential floor area
LGRFA) was calculated. See Title 12, Chapter 15 - Gross Residential Floor Area for requlations.

Architectu ral Elevations :. Scale of 1/8" = 1'or larger; 1/4" is preferred. All elevations of the proposed development drawn to scale and fully dimensioned. The elevation drawings
must show both existing and finished grades. Floor plans and building elevations must be drawn at the
same scale.. If building faces are proposed at angles not represented well on the normal building elevations, show these
faces also.. Elevations shall show proposed finished elevation offloors and roofs on all levels.. All exterior materials and colors shall be specified on the elevations.. The following shall be shown graphically and fully dimensioned: fascia, trim, railings, chimney caps/ meter
locationg and window details.. Show all proposed exterior lighting fixtures on the building. Illustrate all deck, porches and balconies.. Indicate the roof and buildlng drainage system (i.e. gutters and downspouE).. Indicate all rooftop mechanical systems and all other roof structures, if applicable.. Illustrate proposed building height elevation on roof lines and ridges, These elevations should coordinate
with the finished floor elevations and the datum used for the survey.

II. IMPROVEMENT LOCATION CERTIFICATE (ILC)
Once a building permit has been issued, and construction is underway, and before the Building Department will
schedule a framing inspection, two copies of an Improvement Location Certificate survey (ILC) stamped by a
registered professional engineer must be submitted. The following information must be provided on the ILC:. Basis of bearing and tie to section corner. All property pins found or seto Building location(s) with ties to property corners (ie. distances and angles). Building dimensions, including decks and balconies, to the nearest tenth of a foot. Building and garage floor elevations and all roof ridge and eave line elevations. All drainage and utility service line as-builts, showing type of material, size and exact location. All easements

Dear Mike,
The Town of Vail Staff has preliminarily reviewed the Design Review application for an addition
to the Halpert residence located at 1054 Homestake Circle. The Town Staff has determined
that this application is incomplete and can not be reviewed further until all submittal
requirements have been met.
The following must be addressed to complete this application:
r Submittal of a complete set of "red-lined" floor plans showing how the gross residential
floor area (GRFA) was calculated.. There does not appear to be any records of Town of Vail approval for the recent deck
improvements constructed on this site. The recent deck improvements must be included
as part of this application.

To foffow up on our telephone conversation of I'lll0lW and your letter of fiBlU
conceming our Design Review Board submittal for the Halpert Residence bathroom
remodel, lwanted to confirm the folloring items:
1. The remodel will be incorporated into a larger addition on the residence which
will probably be brought to the Torn of Vail after the first of nelt year.
2. Existing plans have been located and we should be able to provide existing
sguare footrages for your files and review.
3. The existing deck railings (noted in your letter) which were replaced on the
residence last year will become part of our official submittal next year.
4. Our Design Review Board submiftal fees ($300.00) can be canied over and
credited to our submittal early next year.
I will assume that the above-mentioned items will meet with your satisfaction unless I
hear differently ftom you.

Dear Bill,
Attached are revised drawings and a Minor Exterior Alteration application for
changes to approved plans for the Halpert residence addition and remodel.
The previous design was reviewed and approved at your Design Review Board
meeting on 5/19/05 (DRB No. 050162).
The application changes are as follows:
1. Removal of the upper level master bedroom suite and stair addition.
2. Revision to the proposed new garage.
3. Enclosure of the existing entry porch within the existing roof and brick
pillar/wall enclosure.
4. Addition of lower deck railing (north elevation) to match existing.
All materials and finishes from the previous application are to remain as
proposed.
Landscaping material list is modified by not requiring the removal of existing
aspen trees south of the existing building in the existing raised planter.
Site coverage calculations and landscape coverage calculations are modified
by a reduction of proposed new square footage by 23 sq. fl. (377 new sq. ft.
and 5,123 sq. ft. of total square footage).
Proposed exterior lighting is modified by the reduction in fixtures.
1. Elimination of 2 recessed lights at the existing garage.
2. Relocation and addition of wall light sconces on each side of the new
garage door (one light fixture relocated from entry porch).

To follow up on our telephone @nversation of 11110104 and your letter of 1113104
concerning our Design Review Board submittal for the Halpert Residence bathroom
remodel, I wanted to confirm the following items:
1. The remodel will be incorporated into a larger addition on the residence which
will probably be brought to the Town of Vail after the first of next year.
2. Existing plans have been located and we should be abte to provide existing
square footages for your files and review.
3. The existing deck railings (noted in your letter) which were replaced on the
residence last year will become part of our official submittal next year.
4. Our Design Review Board submittal fees ($300,00) can be carried over and
credited to our submittal early next year.
I will assume that the above-mentioned items will meet with your satisfaction unless I

Dear Craig,
The Town of Vail Staff has reviewed the design review application for an addition to the Halpert residence
located at 1054 Homestake Circle. The following is a summary of the comments from that review:
1. Smoke detectors are required, per ICF 2003 standards, in lieu of a fire sprinkler system.
2. A Revocable Right-of-Way Permit is requlred for all improvements within the Homestake
Circle right-of-way.
3. The existing 'Type B'floodlight fixtures do not comply with the Town of Vail lighting standards
and must be replaced with a compliant fixture.
4. Submit a landscape plan or combine the landscape plan with the site plan.
5. The site olan must be revised as follows:. Install a four-foot (4') concrete pan between the driveway and the Homestake Circle
edge of asphalt.. Label the driveway as snowmelt'heated-tor 'unheated".. The driveway nfust be designed with a minimum width of 12 feet and a minimum
entrance flare of 16 feet.r The first 10 feet of driveway from the concrete pan shall not exceed an 8% slope.o Delineate all required parking spaces (a 9'x'18' box for interior spaces and a 9'x1 9'
box for exterior spaces).. Relocate the existing split-rail fences wilhin the appropriate property boundaries.. Delineate lhe snow storage areas and label lhe storage sizes in square feet.. Limit of disturbance fencing must be provided around the new driveway.r Submit site coverage calculations.o Submil landscape area calculations.o Submii a tree preservation plan.. Show the interpolated natural grades beneath the proposed roof elements.
6. The floor plans must be revised as follows:. Submit one set of "redlined" floor plans indicating how the Gross Residential Floor
Area (GRFA) was calculated.. Crawlspaces not counted as GRFA shall be 5 feet or less in height with an access
opening no larger than 1 2 square feet in area.

Per your memo dated 4D9lO5 and our telephone conversation of 5/3/05, I have modified the
drawings (Sheets 1 and2l as follors:

3. The existing "8" fixture (1) noted on the drarings will be modified or replaced to comply

lf this is the Halpert residence, it appears they can construct the garage addition and the master bedroom
above without the requirement to install a fire sprinkler system. lt appears they may need to address the
driveway alignment to keep it within the property lines.
The set of plans we received last Wednesday show a survey of the existing lot. I assume we will see the
final site plan that will include the new garage. Even so, the addition of the garage apron will only
enhance fire department access.
In that the cost of the project appears to exceed $1000.00, the Building Code will require the new master
bedroom have a smoke detector inside the bedroom, one detector at the top of the stair and one at the
bottom of the stair. Existing smoke detector location(s) may suffice for one or more locations. lf they
have an existing fire alarm system, the new smoke detectors should be connected to the fire alarm panel.
No other issues are apparent as it relates to the fire code.

Sooooo...if you have a flag lot so that the access is not to code and can't
be brought to code and you have dropoffs on 3 sides do you have to sprinkle
the whole house if you add one room? This house was built under the county
in the mid 60's and has an alarm system. Just give me a guess or what
mitigating circumstances might be.

Hetalked of the need to upgrade faciiities in the Village arei. He showed brochuresof a Sonnenalp lodge_in_Europe that he claimed was five t'imes larger than the
one proposed for Vail' both of which were intended to be dest'ination type resorts.
Dan Corcoran, from the audience spoke in favor of the project. The board voicedtheir concerns: Edwards wondered if two check-in parking spaces were enough,
