Dear Mr. Hall:
This letter reflects our sense of the latest version of the Parking Management Plan associated with
the proposed banquet room expansion at the Vail Golf Course clubhouse. We have reviewed this
plan with respect to it functionality aimed preventing overflow onto Sunburst Drive or other local
streets, which is now a formal requirement of the new plan.
The specifics of the current plan include:
• Limiting the maximum event to 160 persons (a reduction from 200)
• Establishing 125 striped parking spaces in the parking lot with the potential to increase to
158 with an on-site valet arrangement.
• Utilizing management strategies at peak parking demand times (which depend on the time
of year and the time of day) for a particular function. Management strategies that have
been identified include:
o Determine the nature of activity already anticipated for a given day/time and
understand if and how much excess parking is available.
o Employee parking relocated off site
o On-Site valet parking
o Off-site valet parking
o Shuttle service to remote parking lots
The proposed amount of parking (158 spaces with on-site valet) and the corresponding
management plan should function without issue barring any unusual circumstances. This is

predicated on the notion that the parking demand will be aggressively managed to prevent excess
demand. Implementing shared parking as well as management measures is a common practice
where there is an appropriate mix of users. The measures identified in the this plan are available
in a menu forms affording flexibility as each can be selected individually or in combination, as
needed, to ensure that the parking demand is being accommodated. Each element is briefly
discussed:
• Remove Employee Parkin4—This strategy opens up 15 parking spaces for use,
accommodating an additional 30 attendees. This can be directly controlled by the Town
when needed by locating employee vehicles to the Public Works shops nearby. This
would be simple measure that could be easily implemented when a moderate amount of
additional parking capacity is needed.
• On-Site Valet parkin�c —This measure is critical in obtaining the 158 parked vehicles
called out in the plan. This element is best performed by a reputable company that
specializes in valet parking arrangements, and it may necessary to begin implementing
this strategy early in the day in which it is needed.
• Off-site Valet parkinq—This element is estimated to provide approximately 50 parking
spaces supporting 100 attendees. The Public Works facility parking area can
accommodate 50 vehicles, and its distance to the clubhouse is not excessively long for
valet staff to travel back and forth, particularly if a dedicated vehicle is used to carry
valets on their"return"trip.
� Shuttles—This measure entails utilizing shuttle vans or buses to transport attendees
to/from from local hotels and/or Town transportation centers. This measure requires
that notice and instructions be provided to those attending a function, and the Town will
also need advanced notice to ensure shuttle vehicles are available.
These will all be effective and necessary measures. Another key aspect of managing the parking
pertains to the scheduling of functions. This too is called out in the management plan and avoiding
simultaneous large functions should be the first consideration in managing the parking.
Given all of the above, the proposed management plan is reasonable and is an implementable
plan. Many of its components were called out as part of a four-step process FHU laid out back in
our December 2012 letter-report.
