No steel is required in the the 16" wide spread footings and therefore there is nothing to tie the vertical dowels into at the footing level. The wider footings along the back of the home have steel rebar in it and the vertical dowels are required to be tied into that mat of steel prior to the pour, but all of the other footings depicted do not require the tied in dowels and can be 'wet' stabbed. let me know if you require anything further.
