Civic Area existing conditions_ingredients diagrams_20181206STUDY AREA INGREDIENTS OF A SUCCESSFUL CIVIC AREA MASTER PLAN A B C D F A: South Side of Lionshead Parking Structure B: Charter Bus Lot C: North Side of Dobson Ice Arena D: Municipal Site Parking Lot E: Lot 10 F: Lands Around Library E AREAS OF OPPORTUNITY COMMUNITY CONNECTIONS ENGAGEMENTS WITH NATURE MIXED USE FLEXIBLE CIVIC ZONES PROGRESSIVE SUSTAINABILITY INGREDIENTS FOR A SUCCESSFUL CIVIC AREA COMMUNITY DRAW WALKABILITY SIGNAGE & WAYFINDING ART & FOLLIES CONNECTIONS & LINKAGES INGREDIENTS OF A SUCCESSFUL CIVIC AREA MASTER PLAN PROJECT GOALS & GIVENS Goals: • Identify the community’s opinions of how best to utilize the land within the defined study area for the Civic Area Plan; • Evaluate and comprehend the issues, opportunities, and constraints that will influ- ence the future development of the Civic Area, including the identification of potential highest and best uses; • Prepare a plan that is viable, is reflective of the community’s goals, is economical- ly feasible in terms of market considerations, and is responsive to the sites and sur- rounding neighborhoods, and; • Define strategies to guide future decision-making and the implementation of im- provements to the Civic Area that will establish vibrant, aesthetically pleasing and thoughtfully designed places that will serve the needs of the local community and guests in the Town of Vail. Givens: As part of the proposal process, and during the Public Engagement, Planning and De- sign process, the following facts and existing conditions should be recognized as given premises underlying the planning process: • The Vail Town Council, acting as both the Vail Reinvestment Authority and the prop- erty owner of those parcels within the Study Area, has final decision-making authority; • The Study Area is assumed to include those properties delineated within the at- tached map; • The Town of Vail, which largely relies upon visitor-based revenues, seeks to be eco- nomically diverse and competitive; • The Dobson Ice Arena, with the possible inclusion of adjoining undeveloped proper- ty, could serve a significant role in providing multiple uses on a year-round basis; • Affordable (deed restricted) housing remains a high need for the Town of Vail and throughout the community; • Emerging technologies should be employed within the context of the Plan when and where opportunities arise; • Proposed development should be consistent with the Town’s commitment to envi- ronmental sustainability; • Community engagement tools shall be utilized to foster strong public outreach and citizen participation; • The Lionshead Tax Increment Financing (TIF) District expires June 6, 2030 and rev- enues from TIF need to be expended by that time; • These future TIF revenues could be used, as they have in the past, to secure a bond issuance that would enable the financing of some or all of the Plan outcomes in the near future.
