'T`he contractor shall install a solid, full height stud pack on the side of the steel columns at grids 4/E and 4/G. The studs shall be ramset or strapped to the steel columns at 2'�0" on cerzter. 4_ At grid 8/D a steel saddle is supportivag a t�naber roo:f beaz�_ T�.e bottom of the saddle is ap�roximately 3 inches lo'avez� than the bottom of tY�e beam. From: Charlie Davis, Chief Building Official Date: February 6, 2003 RE: Occupancy Classification for ponovan Park Pavilion During the plan review stage of the Donovan Park Pavilion, the Town of Vail's Building Department classified this building far use as Group A3 occupancy. An occupant load of less than 300 was arrived at by using Table 10-A and by dividing the actual floor area of the pavilion by an occupant load factor of 15 square feet per person. This calculation was performed and the total occupant load for the pavilion including accessory areas is 234. This number of occupants is less than 300 thus the A3 designation. I have been approached by Greg Hall and Christy D'Agostino to see if this occupancy classification could be changed to a Group A2.1. Using a 7 square foot per person occupant load factor, the total occupant load would be increased to 499 occupants thus a Group A2.1. The next factor that would limit the occupant load is quantity of exits and total exit width. Table 10-A requires a minimum of two exits once an occupant load of 50 or more is achieved and section 1004.2.3.4 will require a total of three exits once an occupant load of more than 500 is reached. Table 10-B regulates exit width requirements. A total of 100 inches of exit width is required for an occupant load of 499. The proposed and approved plans for the pavilion shows the main exit being 96" in width and a second exit width of 72". With all this said above, the pavilion could be used as a Group A2.1 because amount and width of exits proposed for construction. However the limiting factor for the amount of occupants has nothing to do with the design of the building but the amount of available parking spaces on this site. There is not enough parking designed on this site to allow a continuous use for 499 people. The pavilion must remain as a Group A3. On a case by case basis for a special event and the addition of some type of parking management plan for the special event is created, the pavilion could be used for more than 234 occupants because of the buildings design. The plans have been approved with the following additions and/or modifications: • The grease trap must be installed either outdoors or with the top flush to or below the finished floor. It must also be located outside of any food preparation area and adequate access must be provided to allow for proper cleaning. • Indirect drains from must be installed to the 3-compartment sink and shall discharge atmospherically by means of an air gap over a waste floor sink or other approved receptacle. The wells of the three compartment sink must be large enough to accommodate the largest utensil used in the facility. • Condensate drain lines from all refrigeration units and ice machine drain lines must have an air gap of at least 2-pipe diameters at the drain. • The hot water generation unit must provide a minimum energy input of 132,357 BTU's or 29.7 KW per hour. It is recommended that the hot water generation unit be dedicated to the kitchen fixtures. Gas fired water heaters should be " located in a completely enclosed room. The room shall be provided with ventilation and combustion air in accordance with the mecbanical code. • Properly seal sinks and drain boards to their adjacent wall. Exposed screw heads and bolts are not approved. • All plumbing, electrical and other utility lines must be concealed in the walls, floor or ceiling. Water service lines extended to sinks may be surface mounted provided they are properly mounted on approved spacers at least %z inch from the walls and 6 inches above the floor. • The minimum acceptable floor finish in the food preparation kitchen area is sealed concrete with an absorbency rate of 4% or less. The junctures between walls and floors shall be coved and sealed. • Light fixtures must be adequately enclosed or shielded to protect foods in the storage, serving, or preparation areas from accidental bulb or tube breakage. • For canopy-type commercial cooking hoods the inside edge shall overhang or extend a horizontal distance of not less than 6 inches beyond the edge of the cooking surface on all open sides, and the vertical distance between the lip of the hood and the cooking surface shall not exceed 4 feet. The fire suppression piping shall not run horizontally within the exposed hood. • The minimum acceptable ceiling finish in the food preparation area is gloss enamel or epoxy-based paint on drywall; or a non-perforated vinyl-coated lay-in ceiling tile. • Under counter surfaces must be finished and sealed to provide a washable surface. • All equipment must be National Sanitation Foundation (NSF) listed or equivalent. Any changes to the plans as submitted and hereby approved must receive advance approval from this Department. A final inspection is required to determine is the kitchen is in compliance with the Colorado Retail Food Rules and Regulations. Charlie Davis, Chief Building Official September 5, 2003 RE: Donovan Park Pavilion Public Restrooms ` ��� � ���� � �r� � � � During the course of final inspection performed on August 29 2003 the Town's Building Depardnent had discovered that the counters for the lavatories in the public restrooms exceed the maximum height allowed for accarding to the ADA, ANSI A117-1 1992 edition for construction of ADA accessible facilities. According to ANSI A117-! Section 4.33.4.5...1, the m�imum height measured form the finished floar to the top of the counter is required to be no more than 34" in height. Actual height of the counters is between 34-1/8"-34-7/16". This has occurred due to the finished floor being sloped to drain to a floor drain in the floor. Upon further review, the ANSI A117-1 section 3.2"Dimensional Tolerances" states that: `All dimensions are subject to conventional industry tolerances. " Further discussion with the Office of Fair Housing, Civil Division and the Rocky Mountain ADA & IT Center has revealed that there is no industry standard for tolerance deviations. With that said there is also other opinions regarding this issue in part which state that: "they establish the principle that all of the technical requirements of the regulation must be followed in the design and construction of the elements of a facility that required to be accessible, while recognizing that the idiosyncrasies of speciftc sites may result in minor variations from these technical specifications when the element is built or installed " It is my opinion/interpretation that the lavatory counters at the Donovan Park Pavilion fall into the category of a minor variation and will be allowed to remain as constructed. This has also been supported by both the Office of Fair Housing and the Rocky Mountain ADA & IT Center. Verbally it has been stated that less than %2" over the maximum would not create a barrier for someone with a disability to use the lavatory. It also will be stated here that this interpretation is for the fixture/counter set for lavatories only. Other dimensions listed as requirements in the ANSI A117-1 must be followed without any deviation due to the nature of the issue. For example, grab bars located at accessible water closet can not exceed the maximum of 1%z" from a wall because of the risk of someone's hand sliding past the rail and creating a hazard during a movement of mounting or dismounting a toilet. I hope this clarifies the Building Department's position. Odell Architects believes that by meeting with you at an early stage to discuss interpretation of code issues, we will be able to minimize potential code issues later in the project. Odell Architects, was directed by our client (the Town of Vail) to design a community facility of approximately 7,000 square feet that would provide a flexible program space appropriate for functions such as musicaUtheatre performances, wedding receptions, art exhibits, and community meetings. It is our professional opinion that these programs and our design is consistent with "Use 4 Assembly Areas" on TABLE 10-A of the 1997 Uniform Building Code. During our Monday meeting you indicated that your initial interpretation of this facility was leaning towards "Use 3 Assembly Areas, Concentrated Use". A Use "3" requirement would greatly affect the design and cost of this facility. In addition to the code aspect, there are only 150 parking spaces being provided for the entu•e site. This alone will limit the ability to bring larger numbers of people without bussing or some other organized foml of transportation, which the town will be able to control. We are assuming that this facility will be used in the manner for which it is designed, and that the users will not knowingly violate the building code and risk public safety by using it in a manner inconsistent with its posted occupancy.
