The limited asbestos inspection was conducted by an Environmental Protection Agency (EPA)and CDPHE certified Building Inspector.The asbestos inspection and random bulk sampling was in compliance with 40 CFR,Part 763 and CDPHE Regulation Number 8, Part B, and accordingto the guidelines published as EPA Final Rule: Title II of the Toxic Substances Control Act(TSCA), 15 USC, Sections 2641 through 2654. Scope of Report The scope of work and bulk-samplingwas limited to specific areas and materials of the residence defined by the contractor as listed below.The limited asbestos inspection does not fulfill the asbestos inspection requirements for all structures that are to be demolished. The remaining areas and materials within the residence or any out-buildingon the property were not included in the scope of the inspection. Sampling All Bulk Samples were analyzed by a National Voluntary Laboratory Accreditation Program (NVLAP)accredited laboratory via Polarized Light Microscopy(PLM)in general compliance with guidelines established by the US EPA (40 CFR Part 763, Subpart F,Appendix A). Asbestos concentrations were visually estimated and/or point counted by the laboratory and reported in percent for each layer of the sample. The laboratory results are attached to and incorporated into this report. Page 2 of 10 The Inspector determined that it was necessary to collect 5 bulk samples from the various homogenous areas that have been impacted in the recent remodel. (PleaseseetheSampledBuidingMaterials Tablebelowforexactsamplelocatlon.$) Materials in red are asbestos containing Suspect Asbestos Approximate Quantity Material Content Skip Trowel Textured Drywall found throughout the basement None-Detect — 900 ft2 and garage Associated Joint Compound None-Detect - 900 ft2 Regulatory Review Zeal's Inspector used reasonable diligence and its prof essionaljudgment consistent with industry standards in-orderto identify all suspect ACM. Bulk-asbestossamples were randomly collected from homogenous areas of suspect ACM by an Environmental ProtectionAgency(EPA)and CDPHE Certified Asbestos Building Inspector. Homogenous areas are defined as any area with the same material,texture, and color. The asbestos content of the bulk-samples collected within a homogeneous area can be applied to the entire homogenous area if they conform to the above characteristics and the regulated minimum sample quantities of each type of material are collected and analyzed. Representative bulk samples were taken from similar materials but this does not guarantee that materials of similar appearance are of the same composition or the same date of application. Even similar materials are subject to uneven mixing and distribution and random sampling can miss ACM. EPA and the Colorado Department of Public Health and Environment(CDPHE) regulate all building materials that contain greater than 1% asbestos as determinedthrough PLM Analysis. OSHA regulates all building materials that contain smaller amounts of asbestos (even trace concentration as determinedby PLM analysis).Point counting is a more detailed means of analysis than standard PLM Federal and State agencies define ACM as materials containinggreaterthan 1% asbestos. The NESHAP regulation requires that if standard PLM analysis determines that a sample contains less than 10% asbestos,the material must be considered asbestos containing or be point counted. OSHA regulations regarding occupational exposure during demolition activities is still mandatory. OSHA 29 CFR 1926.1101 requires that workers performing construction- related activities be protected from asbestos fibers in excess of the permissible exposure Page 3 of 10 limit of 0.1 f/cc of air. Contractors are must comply with applicable provisions of OSHA 29 CFR 1926.1101 during demolition and renovationactivities. These OSHA provisions include, but are not limited to, PPE and respirators, personnel training, personal-exposure air monitoring, employee medical surveillance, wet removal methods, signage for regulated areas,etc. If ACM is to be removed or disturbed in a single-family residence, and the total quantity exceeds any of the regulatory trigger levels of 50 linear ft.on pipes, 32 ft2 on other surfaces, or the volume equivalent of a 55-gallon drum, a CDPHE-certified General Abatement Contractor (GAC) is required to perform the work. The regulatory trigger levels within a commercial building are 260 linear ft. on pipes, 160 ft2 on other surfaces, or the volume equivalent of a 55-gallon drum. EPA and CDPHE Regulation No. 8, Part B, requires that all suspect ACM in buildings regardless of the year of construction, be assumed to be asbestos-containing or an inspection be conducted prior to demolition or remodeling activities that could disturb ACM. All friable asbestos-containing materials must be removed prior to renovation or demolition activities that may disturb the ACM or render it friable. Removal or management of regulatedACM is only required if they may be damaged or disturbed during remodeling,demolition,or burning. A material can either be friable or non-friable A friable material is one that,when dry,can be pulverized,or reduced to powder by hand pressure,a non-friablematerialcannot. A non- friable material may become friable if its condition had deteriorated or has been impacted by f orces that have rendered it friable. Sampled materials are divided into one of the following three categories: 1) Surfacing Material:sprayed or troweled onto structural building members 2) Thermal System Insulation(TSI): any type of pipe, boiler,tank,or duct insulation 3) Miscellaneous Material:all other materials not classified in the above two categories Sampled materials are placed into one of the three following categories of conditions: 1) Good:none to very little visible damage or deterioration 2) Damaged: the surface is crumbling, blistered, water-stained, gouged, marred or otherwise abraded over less than one-tenth of the surface if the damage is evenly distributed,or one-quarterif the damage is localized 3) Significantly Damaged: the surface is crumbling, blistered, water-stained, gouged, marred or otherwiseabraded over greaterthan one-tenthof the surface if the damage is evenly distributed,or one-quarterif the damage is localized The quantities listed in this report are approximate and on-site verification of the exact quantity of each material is required. The following outlines the minimum sample quantities required per homogeneous area: Page 4 of 10 1) Surfacing Materials up to 1,000 ft2 of material requires a minimum of three (3) samples; between 1,000 ft2 and 5,000 ft2 of material requires a minimum of five(5) samples; over 5,000 ft2 of material requires a minimum of seven (7) samples; two(2) samples of each patch 2) ThermalSysteminsulation (TSI) each homogeneous area requires a minimum of three (3) samples; at least two (2) samples must be collected from each patch; and collect enough samples sufficient to adequatelyassess the material and determine the asbestos contentforTSl fittings such as pipe elbows or T's. 3) Miscellaneous Materials collect enough samples (minimum of two (2) per new State regulations)sufficient to determine the asbestos content OSHA Regulation Overview Class I Asbestos Work- means activities involving the removal of TSI and/or surfacing ACM and PACM Class II Asbestos Work- means activities involving the removal of ACM which is not thermal system insulation or surfacing material.This includes,but is not limited to,the removal of asbestos-containing wallboard,floor tile and sheeting,roofing and siding shingles,and construction mastics. Class III Asbestos Work- means repair and maintenance operations,where"ACM", including TSI and surfacing ACM and PACM,may be disturbed. Class IV Asbestos Work- means maintenance and custodial construction activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class I, II and III activities. • (ACM)-Asbestos Containing Material- means any material containing more than one (1)percent asbestos • (PACM)- Presumed Asbestos Containing Material- means thermal system insulation and surfacing material found in buildings constructed no later than 1984. The designation of a material as PACM may be rebutted following procedures specified in the standard. • (TSI)-Thermal system Insulation- means ACM material applied to pipes, fittings, boilers,breeching,tanks,ducts or other structural components to prevent heat loss or gain and that contains more than one (1)percent asbestos. • Surfacing ACM - means material that is sprayed,troweled-onor otherwise applied to surfaces(such as acoustical plaster on ceiling and fireproofing materials on structural Page 5 of 10 members, or other materials on surf aces for acoustical,fireproofing and other purposes) and that contain more than one (1)percent asbestos.
