The existing drawings set was prepared by Alpine Engineering (Civil Engineer), Design Workshop (Landscape Architect) and Monroe & Newell Engineers (Structural Engineer). The drawings prepared by Alpine Engineering dated 08/07/97 indicate the bridge to be an AMCOR precast bridge and refer to the drawings prepared by Monroe & Newell for the bridge foundations and structural design. The drawings prepared by Monroe & Newell Engineers dated 8/13/97 state that “All Construction to be in conformance with Colorado Department of Highways Standard Specifications for road and bridge construction, latest edition” and the current AASHTO for the HS20 live load. At the time of the drawings the current edition was the 1996 AASHTO and the HS20 design truck was included in that edition. The AASHTO HS20 design truck loading is attached for reference. Based on this information, it is our professional opinion that the bridge was designed for a HS20 truck loading plus the additional dead, live and snow loads indicated in the drawings. In addition, your office requested KL&A to determine if the bridge is sufficient to support a 20ton drill rig with a tire gauge of 10ft-12ft between the front and back tires. KL&A compared the resulting moments and shears and compared those to the HS20 design truck load. The maximum moment and shear from the 20ton truck is less than the maximum moment and shear that would be created by the HS20 design truck loading. Based on this information and the above- mentioned drawings, it is our professional opinion that the bridge, assuming that it was built as designed and to the AASHTO standards at the time, is sufficient to support the proposed drill rig. (c) The Company will only have liability under Commitment Condition 4 if the Proposed Insured would not have incurred the expense had the Commitment included the added matter when the Commitment was first delivered to the Proposed Insured. (d) The Company’s liability shall not exceed the lesser of the Proposed Insured’s actual expense incurred in good faith and described in Commitment Conditions 5(a)(i) through 5(a)(iii) or the Proposed Policy Amount.
