1. Call to Order
Steve Lindstrom, Chairman moved to called the meeting to order at 3:06PM.
Members present were McDougall, Meza, Morales and Lindstrom, Wilkins was
absent. Also present from staff George Ruther Housing Director, Lynne
Campbell Housing Coordinator and Suzanne Silverthorn, Director of
Communications and David Cunningham and Carol Saade from Summit
Information.
2. Citizen Participation
No public was present.
3. Approval of Minutes
3.1. Review and Approval of January 8, 2019 Meeting Results 5 Min.
Francisco Meza moved to Motion to approve the January 9, 2019 meeting
results.Mary McDougall seconded the motionand it passed (4-0).
4. Main Agenda
4.1. Long Term Funding - David Cunningham Proposal 30 Min.
Presenter: George Ruther, Housing Director
David presented an update on their proposal. Services agreement was included
in VLHA packet.
Cunningham called David Flaherty via phone to discuss research, potential list
and define people.
Flaherty described Magellan Strategies' business. They most recently provided
survey work for VRD. Address the defined needs. He likes to measure the
interest and concern where revenue will go to. Ask general question to see where
people are at beginning of survey then expand on the questions. Uninformed
ballot test, gives idea where people stand on issue. Includes opposition as well as
positive comments. Informed ballot test and information broken down on
questions.
Cunningham said messaging will be based on data and demographics is used to
determine the messaging.
The Board asked if the steps are one or more. Flaherty stated data collected in
one survey. He asked the Board the following: Do we have site picked out? Is
there a dollar amount know? Option ABC? Up to 10 million dollars per year was
the Board's estimate. Send links, documents to Flaherty for his information.
Flaherty thinks the survey demographics could be Eagle County electoral will be
older, 38% 65+, 55-64. Younger voters (under 44 years of age) could make an
appearance, they have interest in local housing. 35% unaffiliated. He feels 4 out
of 10 voters could be unaffiliated. Many already own home. He said there could
be as many as 1,100 voters. 4,400 registered voters at time of VRD ballot
question. Survey only one response per email address, remove online
respondents then do phone survey.
Cunningham, do one mailer, what comes back. Who voted in the VRD election?
Cunningham told the Board to come up with ideas now. Cunningham will provide
Magellan's contact info. Board to provide data to Magellan.
Ruther asked the Board for a list of potential income sources.
The Board continued to discuss how to get voters involved and options for using
reallocating existing Town funds and other income sources.
Redirect existing tax, reallocate existing funding to use as a permanent funding
source.

• reallocate sales tax
• property tax, commercial pays more than residential
Staff will prepare a list of options and consideration for the Board and present at
the next meeting.
Ruther is working on a professional services agreement to move Cunningham
agreement forward. Board is in agreement to hire Cunningham.
4.2. Economic Planning Systems Proposal Update 15 Min.
Presenter: George Ruther, Housing Director
Ruther had nothing new to share regarding the proposal. Item has been moved
to 2/12/19 meeting.
4.3. East Vail Parcel Update 15 Min.
Presenter: George Ruther, Housing Director
Meza and Lindstrom provided status update to the rest of the Board. Triumph
Development costs are confidential. Triumph as asked Council to participate in
deed restricting 100% of units. Is the Town interested in purchasing a portion of
the units for their own inventory?
4.4. Review and Approval of Vail Local Housing Authority Resolution No. 1, Series of 5 Min.
2019, A Resolution Approving an Exemption from Audit for the Fiscal Year 2018,
for the Vail Local Housing Authority in the State of Colorado.
Presenter: Lynne Campbell, Housing Coordinator
Campbell requested this item be moved to the February 12, 2019 meeting.
Mary McDougall moved to Motion Resolution No. 1, Series of 2019, A
Resolution Approving an Exemption from Audit for the Fiscal Year 2018, for the
Vail Local Housing Authority in the State of Colorado be tabled to the February
12, 2019 meeting. Molly Morales seconded the motion and it passed (4-0).

5. Executive Session
5.1. Executive Session per C.R.S. §24-6-402(4)(a)(e) - to discuss the purchase, 40 Min.
acquisition, lease, transfer, or sale of property interests and to determine
positions, develop a strategy and instruct negotiators, regarding: submitted Vail
I nDEED applications and program details.
Presenter: Lynne Campbell, Housing Coordinator
Mary McDougall moved to Motion to enter into Executive Session per C.R.S.
§24-6-402(4)(a)(e) - to discuss the purchase, acquisition, lease, transfer, or sale
of property interests and to determine positions, develop a strategy and instruct
negotiators, regarding: submitted Vail InDEED applications and program details
and Triumph Development property tax exemption request. Molly Morales
seconded the motion and it passed (4-0).

6. Any Action as a Result of Executive Session
The Board instructed staff to continue forward with Vail InDEED negotiations
and prepare documents in support of Triumph Development's property tax
exemption request based on project recorded deed restrictions. This benefits
persons of low income relative to a resort community market. Demonstrated that
Eagle County average wage is below state-wide wages paid.
Molly Morales moved to Motion. Francisco Meza seconded the motion and it
passed (4-0).
