TOWN OF VAIL Vail Local Licensing Authority Martha S. Raecker Secretary to the Authority 4ILTOWN From the desk of... August 4, 1992 Liquor Board Members: Martha S. Raecker 479 -2136 Well, this agenda certainly turned into something lengthier than what you might have expected! An update on the two police reports we discussed at the July meeting: I have enclosed a copy of the police department's case report regarding the disposition of the Alfie Packers incident. Larry was uncomfortable in trying to prosecute this case as all the witnesses were from out of state. The police have contacted Alfie Packers in an effort to help them prevent this type of situation from recurring. If you would like me to do anything further, please let me know. Investigative work is still being done on the Sundance Saloon incident. See you on Wednesday! Schmidt's request, I met with Town Attorney, Larry Eskwith and discussed this case with him. Eskwith pointed out some concerns he had with this case and trying to bring it before the Liquor Board for a hearing. One of the main problems surrounding this case is that our witnesses do live out of state. Eskwith asked me to speak with Officer Howrey, to see if there was any other way we could prove this case before a Liquor Board hearing. OBSERVATION /INVESTIGATION: I met with Officer Howrey and we discussed this case. We decided there was really no other way to approach this case, since our witnesses were living out of state and no written statements were obtained from them. It appears that all the information Officer Howrey has, was included in his initial offense report. Officer Howrey and I discussed another option, that being me calling Alfie Packers and offering any assistance that we could, in order to bring them up to compliance. On 07/29/92, I phoned Stone, who is the manager of Alfie Packers. I told him I was concerned about the late June incident and asked him if there was anything we could do to help him. He told me he had ordered an I.D. booklet for his staff to use. A day or two after this event occurred, he also hired a Vail Police Officer to work off duty to help him monitor the large crowd he had. He also made some changes as far as not allowing any families onto the deck area when an event like this is occurring. I explained to Stone the types of seminars we offer and gave him Officer House's phone number, so he could arrange any seminars if he so desires.
