Don asked for clarification regarding the procedure for obtaining a
permit to deliver alcohol. Holly provided the following information: The
Colorado Liquor Code allows certain types of license holders to apply
to the State Licensing Authority for a permit to deliver pursuant to
certain restrictions. Delivery permits therefore should not be
considered at the local level.

9. Next scheduled meeting September 11, 1996.
Don stated he would not be in attendance at the 09.11.96 meeting and
suggested a co -chair be appointed. Mary moved to appoint David Chapin as
co -chair and Connie seconded the motion. A vote was then taken and passed
unanimously, 4 -0. The meeting was adjourned at approximately 11:00 a.m.

The Colorado Liquor Code allows certain types of licenseholders to apply
TO THE STATE LICENSING AUTHORITY fora permit to deliver pursuant to
certain restrictions. Delivery permits are therefore not to be considered
by the Local Licensing Authority. I think it is appropriate however for the
Local Authority to ask questions in that regard as long as the delivery of
beer is not a consideration in the granting of the new license to the

GET READY FOR OKTOBERFEST!
At its regular meeting today, the Town of Vail Local Licensing Authority granted two special events permits
(liquor licenses) to the Vail Valley Tourism and Convention Bureau to host Oktoberfest Vail `96 scheduled
to take place in the Village and Lionshead on Saturday and Sunday, September 21 and 22.
FYI...
Colorado law prohibits alcohol from being removed from the licensed premise OR taken onto another
licensed premise. That means merchants must not allow festival goers in their stores or restaurants with
alcohol and license holders must not allow alcohol to leave their licensed establishments.
WE NEED YOUR HELP TO ENSURE SUCCESS
Because the Oktoberfest licensed premise is much larger than last year, merchants in the Village and
Lionshead are asked to be proactive to ensure the success of the event, and to guarantee its return in future
years.
The Vail Local Licensing Authority reminds all license holders to be observant of possible violations during
Oktoberfest. Those license holders with outdoor decks should monitor them closely throughout the weekend
and consider possibly beefing up staff outside.

I've got 3 special events licenses, one
is the OKTOBERFEST, the licensed
premise of which is quite large this
year. I am taking the LLA to visit the
site on Monday afternoon so their
questions and concerns can be addressed
prior to the meeting.
I've got a transfer, structure change,
and the regular renewals (no problem)
and a new issue of a 3.2% on /off with
delivery (Mickey's Pizza). I am waiting
for an answer from the State as to
whether or not our local authority may
consider the delivery permit. I expect
not.
I am not anticipating any problems and
don't think you need to attend, however
if I may retrieve you from your office
should anything come up, that would be
a good thing!
