The Local Licensing Authority will be holding its annual Special Liquor Board Forum on
Wednesday, December 9 2009 at 1:00 p.m. �

It is important and required that you and /or other representatives of your
establishment attend this important meeting to learn about new
regulations, updated information and possible changes that may affect
your business regarding your liquor license liability and the liquor industry.
At this meeting, the Local Licensing Authority, as well as members of the Vail Police
Department, Transportation Department and the State of Colorado Liquor Enforcement
Division will address matters of concern to all Town of Vail liquor establishments. The
topics of discussion range from over - service matters, sales to minors, transportation
issues, food requirements, new regulations, and other areas pertaining to liquor licensing
and State Liquor and Beer Code Regulations.
I will be handing out miscellaneous documents that may pertain to your liquor license.

MEMORANDUM
TO: All Town of Vail Liquor Licensees

RE: Additional Information on liquor lidensing for 2010
DATE: December 9, 2009
I have compiled a few items that we seem to have issues with each year. Please pass this
information on to your managers, book keepers, and staff that may need to know this
information. Thanks!
You must contact the Town of Vail and the State to file the appropriate documentation to
change your records whenever you have a change in ownership of 10% or more, a change
in your registered manager, and change in corporate officers on record with the State and
Town, or modify your premises (or if in doubt about any other changes, contact me).
The State of Colorado sends out renewal notices approximately 90 days prior to the
expiration date of the liquor license. It states that the renewal must come to the Local

Authority (in our case, the Town of Vail) at least 45 days PRIOR to the expiration date of
the license. This allows us to et the renewal on the local licensing agenda for local
g g g
approval before it goes to the state for their approval. We continue to have some of the
pp g pp
renewals sent to the state prior to the local approval which delays the approval process.
Please send the renewal form and the two checks (one to the State of Colorado Dept. of
Revenue and one to the Town of Vail) to the Town Clerk's office. If you have questions,
please contact me at 970 - 479 -2136.
The State of Colorado recently changed the amount due to the Local authorities for
renewals. See the attached fee schedule for all fees, revised effective July 2, 2009. If you
have any questions, please don't hesitate to contact me. The fees for the different types of
licenses are as follows:

I have also attached the 2010 liquor board meeting schedule for your use.
Finally, p it is important that you know the State of Colorado liquor laws and comply with

1. Control access to the alcohol you provide.
❖ Avoid serving from common sources such as kegs or punch bowls.
❖ Consider hiring a trained professional to serve drinks at your party.
•'• Be sure that whoever does pour the drinks is not consuming alcohol and monitors
other guests' consumption.
2.' Offer soft drinks, fruit juices, bottled water and coffee so that your guests have an
alternative to alcohol.
3. Allow guests to have only one drink at a time. Discourage competitive or rapid drinking.
4. Provide plenty of appetizers, snacks and other food.
5. Plan entertainment and other activities so that drinking alcohol is not the primary focus
of the party.
6. Request identification from anyone who appears 30 years of age or younger. Guests who
cannot present a valid form of ID should not be given any alcohol.
7. Model appropriate behavior for your guests and be sure to communicate that becoming
intoxicated is unacceptable.
8. Stop serving alcohol beverages at least one hour before the party ends. Encourage guests
to stay for a while and enjoy a soda or coffee.
9. Make sure anyone who is visibly intoxicated N inimill
does not receive any more alcohol and
is not left alone. Even if the guest is not
driving, an impaired guest can be injured or
injure others in many ways, not just in a car.

The Commission on Special Events (CSE) is charged with developing and supporting a calendar of
special events for Vail that accomplish the following goals:
• Assist in balancing the year round economy
• Increase sales and lodging tax revenues in the Town of Vail
• Promote a strong sense of community
• Appeal to a diversity of interests
• Provide a better quality of life for guests and residents
• Entice visitors to return, and increase the length of their visits
The CSE oversees a budget of nearly $800,000, which is allocated by the Vail Town Council as part
of the annual town budget. Much of this funding comes directly from the Vail Business License fees
that each business in the Town of Vail pays annually.
A Special Event "SNAPSHOT" is sent out via the Town of Vail's e -mail system each time an
application for a Special Event Permit is filed. In addition to a brief description of the upcoming
event, this "SNAPSHOT" will include contact information should you have an interest in
participating as a vendor, entertainer or sponsor, or if you have any questions or concerns. The
SNAPSHOTS provide you aheads -up when large events are scheduled, so that you can staff and
stock your business appropriately.
Local business license holders may participate in a special event under the following conditions:
• Approval of the Special Event producer.
• A willingness to comply with the theme and ambience of the event as directed by the
event organizer.
• Your business is listed on the Special Event Permit Application which is due a minimum
of 45 days prior to the event.

Dear Managers /Owners:
After reviewing the list of attendees at the annual liquor forum the Town of Vail
coordinated on December 9, 2009 at 1:00 P.M. at the Donovan Pavilion, it was noted that
there was no representation from your establishment in attendance at this meeting or if
there was someone in attendance, they did not sign in as requested. I sent a letter out to
your establishment on November 11, 2009 to inform you that it was important that you or
a representative from your establishment be in attendance.
This letter is being provided as a follow -up notice and to let you know that it is your
responsibility to be knowledgeable about the State of Colorado liquor regulations and any
changes to the liquor code that may affect your liquor license.
You may go on line to:

information you may need regarding the State liquor regulations. Any changes you make
that affect your liquor license needs to be reported to the Local Licensing Authority and
the State of Colorado within 10 days (i.e. change of manager, owners, location, etc.).
I have also enclosed a copy of the agenda and any handouts that were given out this year.
We hold this annual liquor forum each December and notify each liquor licensee of this
meeting a month in advance. It is important to have a representative at this annual
