In a prior resolution, the Town Council voted to place the question of the issuance of these bands on the ballot at the April 10, 1979 election. In doing so, the Town Council intended to seek advice of the electorate regarding the issuance of these bonds. Approval of the electorate was not a legal pre- requisite to the issuance of these types of bonds. While not approving the issuance of the industrial development revenue bonds, the question was defeated by a very narrow margin. in addition, the State Legislature is presently considering legislation which may impair the ability of the Town to issue bonds of this type. The adoption of an Inducement Resolution is merely the first step which needs to be taken in the issuance of these bonds. Members of the Council continue to be concerned that there is a shortage of adequate housing for persons of low and middle income within the Town and believes that in light. of these circumstances it is prudent to consider adoption of the Inducement Resolution.
