Attached is a copy of-the Agenda for the above listen meeting. The
Authority heard statements from the licensee (Hospitality Investments,
Inc., dba Denali's) regarding the violation on premises.
It was the opinion of the Authority that a violation did indeed take
place as reported and voted to suspend the Hotel/Restaurant License
on the premises for three days. One day to be assessed on Monday,
March 14, 1983 and two days to be held in suspension pending an application
for transfer of stockholders in the corporation holding the license for
the premises.
The application for transfer of stockholders is scheduled to be heard by
the Authority at their next regular meeting on April 13, 1983. If, at that
time, the application, for any reason is not presented to the Authority
for consideration, the other two days suspension will be assessed ir~nediately.
For the Council 's general information, Mr. Thomas Atcheson will be resigning
effective the April 13th meeting and Mr. Stu Sachs, recently appointed by
the Council will assume his permanent position on the Authority.

RE :. Appeal of the Design Review Board's Decision to Den the
Application to~Construct a Duplex on Lot 8, Bi horn Subdivision
On March 2, 1983 the Design Review Board denied an application
to erect the Keller Duplex on Lupine Drive. The vote was none
for, five against, with Al Amaral. abstaining. The Board cited
section 18.54.070, paragraph L, in their motion for denial:
L. Removal .of trees, shrubs, and nonhazardous native
plant materials should be limited to removal of those
essential for the development of the site.
The majority felt that the house could be resited in order to
save a number of trees.
Enclosed is a copy of the topographic survey with the approximate
location of the proposed duplex, decks, garages and' existing trees.
The existing residence is to be torn down.

Dear Mayor Slifer and Council Members:
It is my understanding that a design appeal for lot #8, Bighorn
subdivision, is coming before the council on March 15, 1983.
As a neighboring property owner of lots #12 and #13, Bighorn sub-
division, I concur with the findings of the Design Review Board and urge
the totr~ council to uphold they findings and the recommendations
of the DR B.
Specifically, I have great concern over the loss of the large,
indigenous trees on this property and their impact on this area.

concrete, but use of integral patterns and colors can make
•concrete surfaces harmonious.

fenestration occurs. Use of shutters and sunbreaks should be
encouraged where appropriate.
H. -Design of accessory. structures, fences, walls, and other

main structure or structures on the site. The same or other
. harmonious building materials should be used on main
--.structures and accessory structures.
L -Natural colors (earth tones), gray, and white should be
=.favored. Primary colors or other bright colors should be
.-used only as accents and then sparingly and mainly in
~-nonresidential areas. Use of penetrating stains rather than
paint on wood surfaces should be encouraged. Exposed
metal flashing or trim should be annodized or painted so as

visible parking lots exposed to streets and main
pedestrianways should be avoided.
