This is my plea to you to not allow KSPN~ty to lease the television
studio from Heritage.
The local access programming is only two months old. Those of us
who are volunteering our time to getting out news items to the locals
via tv are very enthusiastic about better communications within the
town.
Right now were not sophisticated in our programming. But we need time.
I beg the town council to give us at least a year before deciding -
if indeed you must decide - that public access tv is not working.

Dear Rich,
As I have mentioned on several previous occasions the
owners along the eastern portions of East Gore Creek Drive
are very interested in securing ownership of that roadway
from the Town of Vail.
We have retained Kit Cowperthwaite as the attorney to
represent the various owners in this matter. The owners
include:
Vail Trails Chalet
Vail Trails East
Texas Townhouse Association
All Seasons
Manor Vail Lodge
We have conducted a title search for East Gore Creek
Drive and are prepared to make improvements to the eastern
portions of the street as soon as possible. The Texas
Townhouse owners have formed a "homeowners' association" so
now each of the five aforementioned complexes have authorized
associations.
We would like to proceed as soon as possible in order that
necessary improvements can be completed prior to winter.
I would like to discuss this matter with the Vail Town Council
at its September 6 meeting. If this is possible on such short
notice please let me know.

Dear Rich,
On April 19 I wrote to express an interest on behalf of the
Texas Townhouses to acquire, through dedication, that portion of East
Gore Creek Drive currently being leased by the Texas. Townhouses.
On April 25 you responded to that letter with a statement of
interest on behalf of the Town of Vail.
I would like to brief you on several actions which have taken
place in the past month which further our interest in working with
the town on this matter.
1. We held our first homeowners' meeting on Saturday, June 20,
1983. At.that meeting we moved to adopt a "Homeowners' Association"
for the Texas Townhouses. We have retained Charles H. Cowperthwaite
as our attorney to formulate the by-laws and Mr. Pete Perry is
working with him on this matter. Our deadline is September 1.
2. We agreed to patch, pave and reseal that portion of East
Gore Creek Drive which extends along the front of the Texas
Townhouses. Such improvements would`eommence_as soon as we are
assured ownership of the property. Estimated costs are $6,000.
3. We have met and are continuing to meet with Vail Associates
and Pat Dodson to discuss the status of Chalet Road and the
proposed tennis court on that site. Our next meeting is July
16 at 2:00 P.M.
4. We have formed ~~siiat is at this time a loose alliance entitled
the "Gold-Peak Neighborhood Association". This group includes:
Manor Vail Lodge; the Texas Townhouses, Vail Trails East, Vail
Trails Chalet, the Rams-Horn Lodge, the All Seasons Club and the
Northwoods Condominium Association. We intend for this group to
address a variety of issues including: snow removal, towing,
neighborhood improvements and to work with Vail Associates on the
Gold Peak Redevelopment Project.
5. We have retained Land Title Company to do a preliminary title
inspection regarding ownership of East Gore Creek Drive and Chalet
Road, as there seems to be some confusion over ownership of portions
of these roads.
6. We agreed to °•submi.t improvement plans for the landscaping
nort~ of the lower tennis courts and the adjacent areas around
East Gore Creek Drive at such time we as we are reasonably assured
ownership of the property.

We now need to know what process we_shou]d follow to:pur_sue
the land dedication with either Vail Associates or the Town of Vail.
It is our hope to have a reasonable. assurance of ownership at
the earliest possible date in order that we may under.take_improvements
and other related items during the next 30 to 90 days.
Please let me know your thoughts regarding this entire matter.

Dear Mr. Caplan:
As you are no doubt aware, the initial allocation of lottery proceeds will
be made this September. The many supporters of the Lottery are anxious to see
those funds converted to maximum public benefit as soon as possible and the
Colorado Parks and Recreation Association is encouraging its members toward this
goal.
In order to insure that the 50% of the Lottery proceeds earmarked for state
and local parks and recreation programs continues to be allocated for such pro-
grams, we must demonstrate the value of such funds to the recipients. The
Colorado Parks and Recreation Association requests your support to encourage
local and state officials to use lottery proceeds for programs and projects that
improve and enhance park and recreation opportunities -- not simply to replace
existing funds.
As a leader in shaping public opinion we are asking these things of you.
1. Publicly promote the use of Lottery funds allocated to state parks and
local agencies for visible new parks and recreation capital projects and
services within-your. community or jurisdiction.
2. Encourage the State Legislature to continue the allocation of 10% of
the proceeds to state parks and 40% to local agencies in future years.
3. Authorize the use of your name as a supporter for using the Lottery
proceeds as indicated in the attached resolution by the Colorado Parks '
and Recreation Association by signing and returning that resolution to
us.
I sincerely hope that you will support this effort to keep faith with the
voters of Colorado and work toward improving the recreation opportunities in
Colorado. If you have any questions please call the CPRA office at 750-2227.

Over the past sever l months, through my involvement in
the Eagle County Ai port Commission, I have become acquainted
with Mr. Preston Ew n, who .is proposing to form Eagle-Vail
Helicopters, based t the Eagle County Airport.
Mr. Ewen made a pre entation to the Airport Commissioner's
several months ago, indicating he would like to initiate
helicopter service etween the Eagle County Airport and
Vail, and provide h licopter sightseeing in the Vail area.
The Airport Commiss on investigated Mr. Ewen's operation
and found he enjoys an excellent reputation among his peers
and with the Bell H licopter Division of Textron. It is
my personal belief agle-Vail Helicopters would offer an
appropriate amenity to Vail, and in particular would provide
an additional means of transportation between Vail and the
Eagle County Airpor Mr. Ewen is proposing to operate
safe, powerful equi ment flown by professioanl pilots.
It is my understand g he has applied to the Planning
Commission for a va fiance to enable him to operate out of
the."snowdump" area by the tennis courts at Ford Park. It
is my further under tanding the Planning Commission did
not favorably consi er his request. I would urge you to
further study Mr. E en's proposal as I believe Eagle-Vail
Helicopters could b a valuable addition to the Vail Valley.
The noise problem, perceived by the Planning Commission,
could be mitigated through the use of indirect flight paths
Scenic Jeep Tours and other noise abatement procedures. I believe helicopters
Breakfast
Lunch and in tine Vail Valley, at some point, will be a fact of life.

Dinner Cookouts This is an opportunity for the Town to control and direct
Horseback Riding that activity with a .responsible operator.

The U. S. Postal Service would like to appeal the decision
rendered by The Design Review Board on Sept. 7, 1983 regarding
the mail box clusters (NCDBU). .The Design Review Board cited
section 18.54.010 (B) (C) in their denial.
Our decision to appeal is based on (1) the amount of funds
expended in the purchase and installation of these units.
(2) We looked at the possibility of painting these and found
after investigation that this will-become quite an expensive
investment on a continuing basis. The manufacture (Auth)
recommended that they not be painted.
We would .appreciate your putting us on your agenda for your
next Town Council meeting.

DISCUSSION WITH ERNIE CHAVEZ, U.S. POST MASTER, AT TOWN COUNCIL WORK
SESSION FEBRUARY 24, 1981.
Ernie: The latter part of the summer I met with Pete Burnett and a couple
of other staff members regarding clustering the boxes at the beginning
of the streets or in the center of a particular street. He seemed to
feel that it was a lot easier in terms of snow plowing and all of
that. I checked with Gene Leterhose (?) of Grand Junction today and
I think we're going to be able to get some clusters hopefully by
August or September that we'd like to put at the beginning of the
street or in the center of the street so there would be only one area
that they'd have to worry about plowing. We would put these in
at our cost.. We would go ahead and provide them ourselves. The
question was, can we designate a particular area on the street for
these clusters to be located and is there a problem with that?
Rod: As I recall, when you talked .about home delivery we talked about
this clustering back then. I think the Planning Commission and the
Council were in favor of that and I think yes, we can designate it.
Rich: Yes, you can, and we tried it at two streets as -- didn't that go
ahead --?
Ernie: No, not to my knowledge.
Rich: We can do it, I think the only thing is you need to have the Town
and the Post Office kind of together because otherwise people will,
some people, will fight the thing. But it is certainly possible and
we've tried it to where some people have come forward to get information
encourage them to set it back so far because probably last year we
paid for about a dozen mail boxes that we had to replace because of
snow plows even though people were told to set them so far back from
the edge of the right-of-way, either they didn't do it correctly or
they didn't have room to do it correctly, one of the other.
Bud: If you're going to be talking about clustering them, are you also
going to be out of necessity talking about they can pull off and get
out of the main flow of traffic so in reality some kind of minimum
parking adjacent or in front of them ....
Rich: Well, that's one problem and the other is maybe a design issue,
.Rod: You said the post office provides them, do they provide the boxes
themselves?

Ernie: Yes, they're basically .the same thing as the ones that you've got,
as a matter of fact, that's what I'd like to propose.
Ruder: The one's we've got our 16 pedestal clusters, they sit on a stand
about 20 inches deep. The post office gets in from the back,- the
people get in from the front and they're completely weather proof.
Even the locks are weatherproof, they've got a little spring for the
locks you've got to push into the spring and one of the boxes is a
letter drop. .We've had them almost since you've started and we
haven '.t had any problem with the clusters yet. And they're expensive
too.
Ernie: I understand that, but I think that in terms of our gas consumption,
our time on the street, and a lot of different things. It's actually
a money saving factor for us and I think it would also help .you
people in terms of the snow removal question. z ~.;.:
Rod: Does it have.a little .roof on it or anything?
Ruder: Well, little meaning teeny, tiny. It looks like this .and it.'s also
broken up into -- like a safety deposit box, exactly. And the side
view, you've got a little bit of a pitch on the roof.
Slifer: We might ask the Planning Commission or DRB.
Rich: Yes, you might want to encourage just a little wood treatment around
it.
Ruder: I don't know why, because you won't be able to make it stay on there
and you're going to have to screw it on or something.
Rich: No, they're fine, but it's clearly assoc~.ated wit h.tha.t apartment
complex. When you put them on every other street corner in Town ...
Slifer: The difficult thing is, whoever you put them in front o~ or near,
that person is going to be upset.
Ruder: The other problem that you've got, you're going to have with them is
they have to be cleared on both sides, because the people enter them
from one side and Ernie's people enter them from the other side, so
they need to be front and back.
Rich: Who would maintain behind it? The snow.
Ruder: At Timberfalls the condominium association does it.
Bud: Is it possible to have a pivot -- a steel post or something ..
Ruder: That's not secure enough. There's a whole bunch~of federal regulations,
who makes them, what they look like and everything about them.

Steinburg: I really think you're going to have a problem getting to them.
Wilto: We charge now more for box holders across the street than we're
charging for home delivery,,. and I can see this costing the Town
of Vail a lot more money. Can you not charge people for home
..___ delivery? Why not charge them? It's going to cost money to
do this.
Slifer: I doubt if we can, Bill.
Rich: But you're saying, Ernie, though, that you're going to provide
those boxes. What about the possibility of simply charging
everybody $10 or $20 for the box and that goes into at least
a bit of a kitty.
Ernie: Well, the other thing I'm looking at is, I would like to have
control of the keys so that if somebody loses one they have to
come .to me to get it rather than have you people deal with it and
I was thinking of charging a deposit for that key, but only a
one time charge. I don't know, it's something I'd have to check
around on. I don't know if we can do that or not.
Slifer: Do you envision these things being everywhere. Eliminating
individual boxes?
Ernie: That's my hope, yes.
Todd: Can this be required of people too. That the individual boxes
come down and they're required to use the cluster boxes?
Ernie: Well, that's something I need to check on.
Slifer: What we should probably do is to~have Ernie get together with
the Planning Commission or DRB as far as location
Ruder: Well as far as the Design .Review Board, those pedestals are
going to look like what they look like
Ryan: There's a whole series of books that Ernie gave us last year.
Ruder: But the possibilities.of what he's got - most of the things in
those books are not weatherproof for,. outside pedestals. When I
was looking. at them there were only two manufacturers nation wide
that produce an exterior weatherproof pedestal.
Rich: You would be talking about some up front costs in instahing
them, in terms of paving, like a mini bus stop type of thing
plus maintenance that has.to be determined by someone.
Todd: Can you put some numbers on it somehow? As far as additional
cost?

TODD: If you look through and you say there's preliminarily going
to be 150 of these in Town, I don't know what it takes, then
you can probably figure roughly what it's going to cost to do
the paved area behind there and start to get a real look at the
cost of the thing.
Rich: I'm sure that just for paving you're talking about a couple of
hundred dollars and the maintenance, depending upon how its
designed., you know you can do it when you plow the street, but
if you can stay in the plow to clear behind it it's not a problem
but it's going to need that much more land.
Todd As much money that Ernie might save by having these pedestals,
we're going to more than spend that.
Slifer: Well, I think you need to personally. look at the location and
see how much difficulty we're going to run into and at the same
time have the DRB look at the ones•~out at Timberfalls and what
ever other information you have to see if they're acceptable and
then get those two facts together.
Ruder: They look alot better than the Denver Post and Rocky Mountain
News boxes.
Slifer: Well, I don`t have any trouble with most of those areas,
particularly out where-you are, but I think, you know, where
Tom lives and Paul, in town I guess, to cluster them up there
somewhere, I think they're kind of rural, like up on the hill
here would be very difficult to find.a spot to locate them
unless you're on a curve - there just isn't a wide spot.
Rich: Do you have to go in the back of these?
Ernie: No, we have front loading types also.
Slifer: I think you might have to have front loading as well.
Ernie: There's one at Mann's Ranch Road that has 36 boxes and they're
all front loading.
Ruder: I bet it's not a weather proof box though - they may have made
it weather proof.
Slifer: It could be a problem for snow removal if it's just off the right-
of-way, cause they just blast the snow up.
Ruder: If. it's front loading then there's no problem. If it's just
along side the road.
Ruder: - Not too bad, because the way they set on a pedestal, a plow can

Ruder: get in closer to the boxes, I know we've found with ours we can.
We've never had any plow problem in the front, although we have
one of them in the lots where you could plow it in. A plow can
pass immediately in front of it and the snow just goes under and
__ behind it. Then the problem is that we have to remove it from
the back.
Slifer: Well why, Dick, could you get with Ernie and try to coordinate
location and take the DRB out. You probably ought to do that
first, before you do the design thing, so we can get ahead of
the game.
