Action Requested of Council: Interview applicants for DRB
opening.
Background Rationale: There are three openings on DRB due
to the expiration of the terms of Kathy Warren, Ned Gwathmey
and Roy Sante. These three incumbents are reapplying and
there are in addition, 3 other applicants, Lolita Higbie who
has applied several times before, Shirley Vaughn and Dan
Leary. All of the applicants will be interviewed. Voting
on the new members will be at the Evening Meeting.
Design Review Board terms are for two years.

Background Rationale: As of February 1, there is one
opening on PEC due to the expiration of Duane Piper's term.
Duane is not reapplying. There are two applicants, J.J.
Collins and Mary Smyth. Voting on Duane's replacement will
take place at the Evening Meeting.
Planning Commission terms are for two years.

Action Requested of Council: The Town, as the legal
property owner, needs to grant permission to the Learning
Tree to proceed through the planning process (conditional
use permit) for a proposed expansion.
Background Rationale: The Learning Tree preschool is
located on TOV property adjacent to the Mountain Bell
Tower. The Learning Tree is proposing an expansion to their
buildings which will require a conditional use permit.
Staff Recommendation: Approve the request to proceed.
2:40 4. Discussion of the Proposed Retail Market Analysis of Vail

Action Requested of Council: Review the proposed work
program, offer comments or suggestions for any modifications
to the scope of services and give final authorization to
proceed with this project.
Background Rationale: A retail market analysis was first
recommended by staff as a part of the process for evaluating
a potential public/private venture for development of Town
parking structures. In response to Council direction, staff
distributed an RFP to begin the selection process for a
consultant. The staff is recommending Hammer-Siler-George
Associates, a national economic and development consultant
(with offices in Denver) as the firm to assist us in this
project.
Staff Recommendation: The staff has modified the original
scope of services for this project following the Council's
decision to end discussions of a P/P venture at the Village
Parking structure. While site specific analysis will be
included for the Lionshead Parking structure, the main focus
of the study will be on an overview inventory and analysis
of retail market conditions in Vail. A study of the
multiplier effect has also been added to the scope of
services.
It is felt that this analysis will provide the Town staff
(Finance and Planning) and Council with a valuable
information resource, and we recommend the Council approve
funding for this project.

I would appreciate being considered for a place on the Planning and
Environmental Commission.
I have been a resident of Eagle County since May, 1975 and a registered
voter since then too, although the Eagle County Clerk and Recorder's
office shows that I have been registered since August, 1985.
I am presently an Associate Broker with Century 21, Scheid Realty, Inc.
of Vail, President of a private corporation, A-Vailable Realty, Inc.,
since 1979, and a part-time employee of Vail Associates for a second
season. I am also a licensed insurance broker - all lines. I was a
charter member of the Vail Business and Professional Women's organization;
Vice President.
I believe the Vail community knows me to be a responsible citizen with
a high degree of integrity. My son, David 29 and daughter, Linda 27
moved to Vail with me in 1975 and still live and work here. It is
time for me to give back to our community. This town has given us a
very high quality life.
There is more experience in my background which I think qualifies me
as a good candidate for the Planning and Environmental Commission and
I would like the opportunity to tell it to the Council members during
an interview.

2) My education and work experience in the field of Landscape Architecture.

Gentlemen:
This is a letter to express my interest to serve on the Design Review
Board for the Town of Vail.
I am a property owner and resident in East Vail and have lived in Vail
since the Fall of 1978. I am employed with Vail Associates Real Estate,
and prior to this I was working with the Mountain Department, Water and
Sanitation Division responsible for Vail and Beaver Creek.
I hold a Bachelor's Degree from the University of Wisconsin in Community
Health. My degree covered town planning, land use and noise and visual
pollution. In addition, I attended school in Copenhagen, Denmark where
my studies included architectual design, city planning and historical
design.
I have a great desire to serve on the D.R.B. I feel it is important to
maintain continuity and the special feeling that has been created that
makes Vail so unique. I would greatly welcome the chance to serve the

I am currently a member of the Town of Vail Design Review Board and would
like to be retained to serve another term. The existing board, in conjunction
with the planning staff, strives for effective, efficient DRB meetings and
decisions.
At the council's request, we are in the process of studying both the review
procedure for public art and the section of the design guidelines regarding
primary/secondary connection. In addition to continuing with these projects,
I am interested in working with the staff to develop new DRB application
forms and guidelines.
I have enjoyed my affiliation with the Design Review Board and feel that I

SUBJECT: Discussion of the proposed retail market analysis for Vail
I. BACKGROUND ON THIS REQUEST
This past fall, the Town Council directed the planning staff to develop
a process for-establishing some type of public/private joint venture for
the development of commercial space at one or both of the Town's parking
structures. As a part of this process, the staff recommended that a
retail market analysis be done to provide the Town with both an overview
analysis of the retail market conditions in Vail as well as a more site
specific analysis of the two areas being contemplated for development.
During the discussion of these potential public/private joint ventures,
the staff had informally contacted a number of marketing firms and
received some very preliminary cost estimates to perform this market
analysis. The staff was directed by the Council to obtain more detailed
proposals from consultants as well as actual costs for performing this
market analysis.
II. THE RFP PROCESS
The staff developed a Request for Proposal (RFP) that addressed three
major areas:
1. Given Vail's existing supply of retail space, and considering
anticipated increases in skier numbers over the next 20 years, at
what point will retail opportunities in Vail be unable to meet the
demands of the market place?
2. Could the development of either the Village or Lionshead parking
structures satisfy existing market niches in Vail?
3. What would the impacts on existing commercial establishments in
the Village and Lionshead be from the introduction of additional
commercial space at either parking structure?
The RFP then was distributed to approximately 15 firms in the Denver
area and across the nation. Of these 15, seven proposals were submitted
to the Town for consideration. A review committee of Peter Patten,
Steve Barwick, Eric Affeldt and Tom Braun reviewed these proposals and
selected three firms for interviews. Following these interviews, the
firm of Hammer-Siler-George was selected as our recommendation to the
Council as the firm most suited for this project.
III. CHANGES IN THE SCOPE OF THIS PROJECT
The issue of using public lands for private sector development came up
as one of the key issues in the Land Use Plan. The discussion of this
issue was prompted in large part by the attention given to the
possibility of developing the Village parking structure. During these
discussions, the Town Council formally stated that they were no longer
interested in pursuing the Village location for commercial or any other
type of development. There was no specific direction given regarding
the Lionshead site.
In response to the Council's position on the Village structure, the
staff continued the RFP process, but mofified the work program that had
been requested from consultants. The emphasis of the market analysis
changed from one that focussed on the two sites, to one that focussed on
the overall retail market conditions in Vail. In addition, an analysis
of the "multiplier effect" was added to the work program in order to
assess the number of times dollars "turn over" in the Vail economy.
IV. PROPOSED WORK PROGRAM
The staff has been working with Hammer-Siler-George in refining the
precise work program for this project. The following outlines the three
major tasks of this project:
Task A. Analysis of existing retail sales
This initial step involves the development-of a data base
that will include retail space (as categorized by type),
retail sales based on sales tax data, and the determination
of sales by type of retail throughout the Town.
Task B. Characteristics of the retail market
This analysis will attempt to determine the distribution of
existing sales among the various retail segments in Vail.
These segments would include the permanent population,
destination visitors, day visitors, and summer versus winter
visitors. The results of this analysis will quantify
visitor expenditures for each major retail type, the
distribution of retail sales by market segment, resident
expenditure outflow, and the identification of market gaps
in the Vail retail structure.
Task C. Retail development potential
This task will quantify the square footage of retail space
by major store grouping that is supportable in the Town of
Vail today, as well as what amount of additional retail
square footage is necessary to meet the future demands.
Future growth will be based on projections made by the Town
of Vail in the Land Use Plan and Vail Associates Mountain
Expansion Plan. The ability to meet retail market demand
will also consider additional retail square footage as
proposed in the Vail Village Plan and Lionshead Urban Design
Guide Plan. A final step in this task will be analysis of
development potential as well as the locational feasibility
of the Lionshead parking structure.
The proposed scope of services could be completed by Hammer-Siler-George
over a two month period for a fee of $10,800 plus direct expenses not to
exceed $1,000. The final product provided by the consultant would
include a written report, a computerized spread sheet, and a final
presentation to the Town Council.
Dan Guimond, a vice president for Hammer-Siler-George and project
coordinator, will be present at Tuesday's meeting to make a brief
presentation of the proposed scope of services as well as be available
to answer any questions you may have concerning the project.
V. STAFF RECOMMENDATION
The staff would recommend that the Town Council authorize funding to be
allocated for this project. While the original intention of the study
has changed somewhat, it is felt that an analysis of this type will be
valuable in planning and in the budgeting process for the Town. A
number of studies (Economic Development Report, the Vail Land Use Plan,
the Gage Davis study of '79' - '80) have addressed retail in the past.
However, none of these analyses have gone to the depth proposed in this
study. This is particularly true when considering this project's
analysis of retail by type, consideration of the multiplier effect
within the Town, and the resident expenditure outflow analysis.
The staff would encourage the Council to offer any specific comments
they may have regarding the scope of this project as proposed. If, for
example, there are other areas of concern that the Council would like
addressed, it is critical to know now so as to modify the scope of
services before this project is initiated.
