Background Rationale: URA has requested a location to house the dogs and their trailers while in Vail and is recommending the two day dog sled race happen on the Bail golf course. They will be in Vail a total of 6 days to get acclimated to the altitude. Staff Recommendation: Hold the race on the golf course if certain conditions can be met (see memo in your packet). Also, VMRD has approved the race. 3:00 4. Background Rationale: The Administrative Services Dept. has evaluated the feasibility of a local sales tax collection program and wants to share this information with the Council. Executive Session - Personnel Matter s . n i O RON PHILLIPS FROM PAT DODSON. ~ DATE JUNE 16, 1987 SUBJECT TROPHEE REVILLON 1988 - INTERNATIONAL DOG SLED RACE VRA has been working with VMRD to secure the Vail Golf Course for the Trophee Revillon dog sled race to be held in Vail during the WinterFaire 188. There will be approximate 12 teams, 180-216 dogs with 12 mushers. They will race approximately 8 miles on the golf course. The dogs and mushers will arrive on January 8, 1988, eight days before the event to acclimate to the altitude. After several meetings, Shelby and i feel Ford Park (lower bench) will be the best location to house the dogs, mushers and trailers. Ford Park will provide easy access via dog sled past the Nature Center and out onto the golf course for their daily run. During the days the dogs are staked out on picket lines with short chains (they bark). At night they are put in kennels (there is no noise). VMRD would like to see the race held and agreed at their last meeting to let them use the Vail golf course providing there is adequate snow coverage, and the mushers address dog droppings so the grass is not harmed in the spring. I think it is important to take this to the Town Council as soon as possible so they can decide if Ford Park is in fact the area to house the dogs. We can then finalize the agreement with Trophee Revillon through the VRA. TROPHEE REVILLON INTERNATIONAL DOG SLED RACE 2villon, on it's second anniversary, comes to Vail to join in Anniversary celebration as part of WinterFaire '88. From : to 18, Revillon and Vail will be co-hosts to five European North American teams, as well as more than 300 guests and :s from around the world. This event will create exposure _ _;nally as well as nationally. 12 teams, 180-216 dogs, 12 mushers (average musher 35-42 years- _ s winner was 45). : :0-12 miles, with minimum 6 miles. The current method of collection entails Vail businessmen remitting sales tax to the state by the 20th day following the end of a month. The state then compiles the data and sends a check to the Town of Vail 30 days later. Local collection of sales taxes would have several significant advantages and only a few disadvantages as outlined below. ADVANTAGES OF LOCAL COLLECTION Accelerated remittance of collections. The monthly 30-day delay in remittance of revenues to the Town of Vail would disappear. The net effect of this acceleration is that Vail will be able to recognize 13 months of sales tax revenue during the first year of this program. That is, for a program starting on January 1, 1988, the Town will recognize sales tax revenue for the period December, 1987, through December, 1988. Therefore, 1988 sales tax revenues will be approximately $1.2 million reater than they otherwise would be. Staff proposes using part or all of this additional $1.2 million to fund the Visitor Center/Town Hall remodel project. SALES TAX MEMO JULY 2, 1987 PAGE 2 Control of sales tax base. With the exception of a few items (e.g. food), the Town of Vail must utilize the same sales tax base as the state. Local collection of sales tax would allow Vail to expand its sales tax base to include such items as ski rentals, telecommunications, hotel room movie services and others if desired. While it may seem relatively unimportant to make such small changes in the sales tax base, such changes can in fact produce significant revenue. For example, a reasonably conservative estimate of revenues from taxing ski rentals is $80,000 per year. Town staff is proposing that the sales tax base be expanded to include several new items with the resulting revenue to be used to fund new capital projects. More effective collection and enforcement. State auditing activities are very limited. A properly administered local program will do a much more thorough job of educating businesses as to their collection and remittance responsibilities and in following up with audits where appropriate. It is estimated that the Town will be able to garner at least $30,000 annually from the increased audit activity. This estimate is supported by recent experience in Breckenridge and numerous front range communities. Earlier knowled e of recei ts. With the elimination of the current state-related delays, the Town of Vail will know the level of monthly sales tax receipts approximately two weeks earlier. Control of sales tax reportin . Some local lodges currently report sales taxes for lodging and restaurants in a combined format. This makes analysis of the various sectors of Vail's economy virtually impossible. Under a local collection program, we could require separation of these activities for reporting purposes. DISADVANTAGES OF LOCAL COLLECTION Increased administrative costs. After investigating the staffing patterns of cities which collect their own sales tax, the Town staff recommends the hiring of a full-time sales tax auditor. The full annual expense for such an employee is expected to be approximately $32,000 with an additional initial set up cost of $3,000-$4,000. Annual forms and mailing costs will amount to approximately $1,000. SALES TAX MEMO JULY 2, 1987 PAGE 3 Administrative burden for businesses: Local collection requires businesses to fill out a second monthly sales tax report and to become familiar with the municipal base (if it differs from the state's). However, this should be only a minor burden since the second sales tax report will be identical in form and will be filled out at the same time using the same information. Local businesses may also be subject to a greater number of sales tax audits than is currently the case. Effective Date. In order to effectuate the program on January 1, 1988, there is lead time needed to hire a person and to establish the necessary administrative systems and policies. To meet the January 1 deadline, we need an individual hired by October 1, 1987. The additional cost to the 1987 budget will be approximately $13,000, which would have to be funded through supplemental appropriation. SUMMARY The Town of Vail is allowing nearly $7.8 million per year (over . half of the Town's revenues) to be collected, administered and watched over by another entity - an entity which is not doing a very good job. We have the opportunity to solve this problem and make $1.2 million (one time only) available for use by switching to a local sales tax collection program. RX-D juL - a 1987 July 7. 1987 Vail Town Council 75 South Frontage Road Vail, CO $1657 To the Vail Town Council, I'm writing in support of the Vail Planning and Environmental Commission concerning the proposed Lions- head off-ramp and signalization of the four way stop. I think the question is not only how to efficiently move traffie, but how much traffic do we care to handle? Will traffic lights efficiently fill up the parking structures,. then with equal ease fill up both sides of the frontage road?-This creates a new hazard and once again reminds us about the inadaquate parking situation in town. Last week- end was a grim reminder of how uncharming Vail can be with too many people. And Avon's traffic light efficiently backed up traffic for an hour after the fireworks. In it's own dubious way, the foNr way stop has become integrated with the identity of Vail. And I think the ad- - vantages of this interchange still greatly outweigh the disadvantages (which can easily be overcome with a traffic officer). I guess my choice is f or quality rather than quantity. Please, don't exploit this town to death. I have been willing to put up with the inconvenience of traffic lights if it would help our traffic flow. But thanks to that individual who has obviously taken a lot of their time to actually study the effects of the proposed new I-70 Interchange, 1 now fully realize the traumatic effect of the proposal on traffic in the Lionshead area. If you happened to have missed the letter, the person pointed out the effects of having all traffic entering town from the west proceeding along the South Frontage Road from approximately the intersection of Forest Service Road. They were: 1. Dramatically increased traffic on the narrow two lane South Frontage Road. 2. Traffic tie ups caused by people turning across the increased east bound traffic on the South Frontage Road when entering the Lionshead Parking Structure from the east. 4. The dramatically increased probability for accidents around the above intersections due to increased traffic, buss traffic, and the already bad problem of ice during the winter in these particular intersections. Apparently these sever problems have been inadvertently over looked by the Town of Vail and State Highway Department engineers while studying how to alieveate the Town's traffic problems. If the proposed I-70 Interchange is completed our problems will be much worse! May I suggest an alternative and less expensive plan? It seams the Town of Vail's primary concern is the amount of traffic proceeding through the "Four Way Stop" during peak hours and the belief that the proposed new interchange and traffic lights will aici that. Experience in other cites suggest that peak traffic times associated with events (ie the mountain opening and closing), often require turning off automatic traffic signals and working the traffic during these peak times and intersections by hand as we do now. Since this controversy started, I have been keeping a mental log of the amount of time it takes during average traffic conditions to traverse the "Four Way Stop". It has taken me an average of 5 to 10 seconds per crossing including the amount of time to stop, let an average of two cars proceed ahead of ine. During the peak times (around 4:00 pm on weekends) I have found the average time to traverse the intersection increases to about 2.5 minutes with no officer directing traffic and about 3.5 to 4 minutes with an officer directing traffic. The longer amount of time taken with an officer 1 attribute to increased traffic as he would not be there unless the traffic was extreme. On many days the traffic was backed to or beyond the Post Office, a distance of 1 to 1.5 city blocks. If you will remember the last time that any of you have been in traffic being controlled by traffic signals and you were one block back from the light, it probably took at least two light cycles to proceed through the intersection. Most lights take two to three minutes to make a complete cycle... In other words an average wait of 5 to 6 minutes in heavy traffic conditions to proceed through a congested intersection once the traffic has stopped. Assuming that the Vail Traffic Signal will be set to let traffic proceed for 30 to 45 seconds per direction during average traffic conditions, it will mean an average delay of 40 seconds to our citizens to proceed through the "Four Way Stop" after instillation of the traffic signal during normal daily traffic conditions. The proposed traffic light at the Four Way Stop will always result in slower traffic flows than the present system, and will still reauire the use of officers to direct traffic during peak traffic times during the ski season and Fourth of July weekend. The proposal to spend our tax money - wheather federal, state or local - on something that will not im rove the situation and will on average (both at normal traffic loads and at peak traffic loads) delay travel through the intersection does not seam like a wise use of our tax dollars. A real solution to the problem requires the removal of some of the traffic from the intersection. This is confirmed by the proposal of the new I-70 Interchange. However, as outlined above, the proposed new I-70 interchange wil? only serve to exacerbate our traffic problems, not reduce them. Rather than building a new Interstate 70 intersection west of Lionshead that will create a . real mess in the Lionshead area, May I suggest that the Town of Vail and the Colorado Department of Highways improve the existing Vail Interchange as follows: 1. Construct a new turn lane off the east bound exit through what is now the grassey area just east of the town of vail police parking lot that would place west bound traffic on the South Frontage road well outside the area of the "Four Way Stop". From my casual observations, this will reduce the traffic through the intersection by 10 to 15 percent. 2. Construct a new entrance to the east bound I-70 on ramp in the form of a low speed turn directly onto the east bound on ramp from the South Frontage road approximately across from the Village Inn. This will move east bound traffic from the Village Parking Structure directly to the interstate with out having to proceed through the "Four Way Stop". This will reduce the amount of traffic through the intersection during peak times by 40 to 60 percent. Old Exit Ramps Remain ::,.r. Vail, CO 81657 Dear Pat: • In response to your presentation of the Aquatic Center to the VRA Board's last meeting, I would like to summarize our position on this project. We believe the Aquatic Center would be an attractive amenity in Vail. We are particularly interested in the entertainment part of the complex, and would like to see such a facility be located in an area of high guest traffic. Our lodging members in particular feel that it would be a push to get guests to travel to Ford Park to swim. We would be extremely interested in seeing any data you might be able to collect that would project incremental tourist visits to Vail attributable to the Aquatic Center. While we don't challenge your financial performance data, we realize that the success of the facility depends on"its ability to penetrate our existing market. Our prime focus is to attract new business to Vail, so any new programs must be judged in this light by us. ~ We believe that if Vail could offer a ski-swim-spa package of some kind, that we could have one more way to differentiate our product from much of our competition. If the entertainment pool could be at least partly in the open and visible and directly accessible from the mountain or core guest areas, we believe it could be a viable economic driver in the community. The secondary goal of learn-to-swim programs for school children and com- petitive swimming could be addressed with a separate, more traditional municipal facility closer to the school population. Jo Ann, I thought I'd also take this time to pass along a few comnents I have heard regarding The Symposium. While I supported the Vail Valley Foundation's recent $5,000 grant to The Symposium, there were a number of side comments made there and elsewhere about The Symposium's perceived narrow appeal to the "upscale/intellectual/female crowd". Confidentially, this feeling was also echoed in part by Paul Johnston and others who have said The Symposium has lost its wide appeal of earlier years. Since I'm new to the community and have not seem The Symposium, I don't have an opinion, but I do know that a number of the organizers are friends of ours, and i felt I should pass on these comments. From a Vail Associates standpoint, we have increased our funding signif- icantly for projects in two areas - charitable need projects and seed funding for new initiatives of community-wide concern/benefit that do not have established funding. For example, for the first time, we have made a significant contribution to Eagle County Senior Citizens through Marge Gates, based on an unserved need. Additionally, we have made a concerted effort to upgrade the arts by significant contributions to the Amphitheater and the creation of a Beaver Creek concert series. Post Office Box 7 . In all honesty, The Symposium does not fit our general criteria since it is not charitable and is not a seed project of wide community involve- ~ ment. The Symposium already has a successful track record and is already being funded by other entities of which we already are the major contributor (VVF, TOV, VRA). In short, we are making this contribution because of the strong, credible people involved and its potential to serve a wider group of people. I'd love to talk to you about this after this summer, because I sense a real degredation of support within the community. Jo Ann, as you know, I've never been shy in expressing my feelings, and I'm concerned that we support those who most need and benefit from our assistance. Please give me a call when you get a chance.
