2:00 1. Discussion with Paragon Guides regarding Rock Climbing
Jim Olson
Action Requested of Council: Give Paragon Guides feedback
as to whether the Town would be willing to let Paragon use
Town property to give rock climbing instruction.
Background Rationale: Paragon asked for the opportunity to
discuss using some rock formations located on Town property
for beginning instruction. We have been pursuing Jim Olson
of Paragon Guides for since March to obtain his business
license. No permission should be granted until the license
is paid for. Also, any approval should be dependent upon an
agreement that they will indemnify the Town.
2:20 2. Discussion of a Request to Change the Name of Kinnikinnick
Bobi Salzman Road back to Lupine Street
Action Requested of Council: Determine whether or not the
street name should return to the name of Lupine Street.
Background Rationale: Beginning in 1984, the Fire, Police
and Community Development Departments along with the Post
Office and Vail Valley Emergency Medical worked on
coordinating actual addresses with those shown on the Town
address maps. The purpose of the project was to clear up
many of the confusing address problems in the Town to ensure
that emergency calls could be handled immediately and
effectively as well as to provide for efficient mail
delivery.
In the case of Lupine Street, the Fire Department was
extremely anxious to change the name of Lupine for safety
reasons, as there is a Lupine Street in both East and West
Vail. They had had an emergency call concerning a choking
infant who lived on Lupine. The Fire Department went first
to East Vail instead of West Vail, and 10 important minutes
passed.
The second reason was that Kinnikinnick and Lupine are one
street. Originally, Lupine in West Vail ended in a
cul-de-sac. A few years ago, the cul-de-sac was removed and
the two streets became one.
Staff Recommendation: Staff recommends that the Council
keep the name "Kinnikinnick Road" because of the two reasons
listed.
2:40 3. Discussion of Vail Institute and Vail Valley Foundation
Ron Phillips Merger
Background Rationale: Seven thousand five hundred dollars
($7,500) of the $15,000 committed by Council to the
Institute was actually paid. Harry Frampton has asked if
the Town would give the remaining $7,500 to the Foundation
to help defray the costs of the Nadja Salerno-Sonnenberg
concert since the Foundation has taken full financial
responsibility over from the Institute.
Staff Recommendation: Divert the $7,500 to the Foundation
to support the Nadja Salerno-Sonnenberg concert.

' Dear Larry,
I'm writing to inquire about possible limited use of some open
space property within the Townof Vail. We are interested in some
of the land on tract A of the Lionsridge subdivision between the
Valley, and Lionsridge loop. We are specifically interested in
limited use of the sandstone rock on the parcel for some bouldering
and introductory rock climbing for beginners.
I have enclosed some:_information on our program, now in its 17th
summer season. !Ne would recommend the USFS as a reference for our
climbing programs. Rick Jewel is now the Recreation Supervisor.
As noted, the use would be very limited. [~IJe would iYi-clude the Town as
an additional insured. Thank you for your attention to
our request.

Re: Renaming of Lupine to Kinnikinnick
Dear Bobi:
Thank you for your letter concerning the renaming of Lupine
Drive in West Vail. Beginning in the summer of 1984 the
Police, Fire, Community Development Departments, Post Office
and-Vail Valley Emergency Medical worked on coordinating actual
addresses with those shown on the Town address maps, putting
numbers on homes without numbers and eliminating duplication of
names. The purpose of the project was to clear up many of the
confusing address problems in the Town to insure that
emergency calls could be handled immediately and effectively as
well as to provide for efficient mail delivery. Police, Fire,
and the hospital emergency crews had all had difficulty in
finding locations due to address problems.
In March of 1985, residents affected by address changes were
notified by mail. After two readings, the Town Council passed
Ordinance 7 of 1985 which documented the changes made to the
address map.
In the case of Lupine Street, the Fire Department was extremely
anxious to change the name of Lupine for two reasons. The
first reason was safety. They had had an emergency call
concerning a choking infant who lived on Lupine. The Fire
emergency vehicle went first to east Vail instead of west Vail.
By the time it was realized that the call had come from west
Vail, 10 important minutes had passed. This problem resulted
as the Town had two streets named Lupine, one in east Vail and
one in west Vail.
The second area of concern was that Kinnikinnick and Lupine are
one street. Originally, Lupine ended in a cul-de-sac. A few
years ago, the cul-de-sac was removed and the two streets
became one. If the Town had chosen to retain the name "Lupine"
rather than "Kinnikinnick," there still would have remained the
confusion over the two Lupines.
To answer your question concerning one number for the three
buildings of Meadow Creek, the policy has been one number for
each single piece of property. Since Meadow Creek has many
buildings on one piece of property, only one number is used.

If, after reading this explanation for the change, you would
like to discuss this issue with the Town Council, I will help
you arrange to be on the Council agenda. In addition, I am
sorry that your address has been changed three times and caused
you problems. It was difficult to make these changes, as we
understand how inconvenient it can be for property owners when
addresses are changed. During the project, we did try to make
changes that we felt were truly necessary in order to minimize
problems for the community. I do hope this answers your
concerns. If you have further questions, please do not

one seems.to know who was responsible for the change or even why.it had to.
be changed. All I know is that five years ago I moved to Vail, have lived
in the same townhouse dur.ing that time and.this .is my third address change...Who is responsible for.. all these changes? Why weren't the.r..esidents notified
of this pending change? -And why, if.Vai.] is really trying to use street `addresses are three buildings on the South side of Lupine Street-in the
Meadow Creek Complex all designated 2600?, - .;I understand that I-have to appear-before the Town-.Council to.'plead my case. . :
This being the case, could.you please arrange for me to be on.the agenda
sometime i.n the very near future so..that we can clear up this mess and live
