EXPANDED AGENDA
2:00 1. Nature Center Protection
Flo Steinberg
Action Requested of Council: Flo Steinberg would like to
request the Council to consider adopting an ordinance
protecting the Nature Center as we have discussed
previously.
Background Rationale: The Nature Center has held some
special events using booths at the last two 4th of July
celebrations which have disturbed some of the sagebrush in
the area. Also the road was used more than usual last year
because of the construction of the fire ring. We have told
Flo that the area will be revegetated and that future events
will be held in such a way as to not disturb the
vegetation. Flo would like to ask the Council to consider
an ordinance protecting the Nature Center.
Staff Recommendation: The staff recommends an ordinance not
be considered because this is not a wilderness area. A
building is on the site which has been there for some time
and needs to be maintained. We believe the correspondence
given to the Council last week indicates the staff's renewed
committment to maintaining the Nature Center site as
undisturbed as possible.
2:15 2. Discussion of T.U. Translator System -
Eric Affeldt
Action Requested of Council: Receive the report from Eric
Affeldt on where the Town of Avon stands at this point
regarding the development of a television translator system.
Background Rationale: The Town of Avon has proceeded to do
some preliminary engineering work on a T.V. translator
system. Copies of information provided for the Town of Avon
were distributed to the Council two weeks ago.
2:45 3. Discussion of Collateralization and Revision of Investment

Action Requested of Council: Review and discuss the staff's
memo on collateralization.
Background Rationale: Staff follow-up on Council's
questions regarding collateralization of Town investments.
Staff Recommendation: An additional minor change is
recommended in the policy statement pertaining to
collateralization (see enclosed memo).
3:00 4. Budget Process Introduction and Accomplishments Presentation
Ron Phillips
Action Requested of Council: Receive information pertaining
to the budget process and provide any discussion necessary.
Background Rationale: The budget process is beginning now
and an overview of that process and of accomplishments for
this past year will be presented for the Council's
consideration.
3:15 5. Review and Discussion of Council Service Level Analysis
Ron Phillips
Charlie Wick Action Requested of Council: Review and discuss service
level priorities for planning and budget purposes.
Background Rationale: The service level analysis helps
prioritize the Council's emphasis regarding service levels
for the Town of Vail as pertaining to the budget process.
3:30 6. Proposed 1988 Capital Improvements
Steve Barwick Action Requested of Council: Review and discuss five year
Charlie Wick capital improvement plan and the proposed 1988 capital -
improvements.
Background Rationale: Annual update and review process for
CIP budgeting.
Staff Recommendation: Give tentative approval of 1988
capital projects prioritization schedule for inclusion in
the preparation phase of the 1988 budget.

Fire Inspections & Enforcement
PAUL: Need tighter supervision or enforcement of alarm
companies. -
Emergency Planning
ERIC: Despite glowing reports, I received comments our
emergency planning was a bit weak, which was reflected in
response on the chemical spill.
Animal Control
ERIC: Dogs on Cross-Country trails remain a nuisance.
Other
PAUL: Security company requirements.
PUBLIC WORKS/TRANSPORTATION
Landscaping
ERIC: More trees on and near the interstate?
PAUL: Could put out 10%-20% less plants. -
GAIL: We need better diversity.
Trash Removal ERIC: Greater overall employee awareness that the
cleanliness of the Town is all of our jobs and an item that
is important to our guests.
JOHN: Need to spend more time cleaning pedestrian mall
areas.
GAIL: We need both core areas to be kept cleaner.

PAUL: Could save 10%.

ERIC: Still a top priority.

ERIC: Still a top priority.
JOHN: Need to fill pot holes quicker.
Recreation Path Construction
JOHN: Need to complete system, especially East Vail.
GAIL: It would be great to start to really focus on
completing the recreation path system. One area in winter is
the linkage between Ford Park and Vail Village.
Recreation Path Maintenance
JOHN: Higher usage is a call for more maintenance.
Sidewalk Construction/Maintenance _
ERIC: Must be required on all future developments where
appropriate.
JOHN: Need more sidewalks. -
Drainage Construction/Maintenance
JOHN: Problems along Frontage Road East.

ERIC: Need emphasis.
JOHN: Direction, Informational.
PAUL: Wait on new sign plan.
GAIL: Part of current over-all signage evaluation.

ERIC: Need emphasis.

KENT: Could consider summer weekends.
East Vail
JOHN: Need more buses during peak winter times.
KENT: Could consider summer weekends.
West Vail
KENT: Could consider summer weekends.

JOHN: Too slow.
Bus Cleanliness
JOHN: Always helps Vail's image.
ERIC: Can we reduce routes in the off season/summer without
hurting our image too much, and cut costs.

Property Management (Leasing in Parking Structures)
ERIC: It appears Hertz is out of business in the summer, if
there is time, let us get a rental agency to commit to a
minimum 10 month service.
Building and Parking Structure Maintenance
JOHN: Parking structure paintings and signs need to be re-
done more often.
Management of Parking Structures and Parking Lots
ERIC: Charge for the summer.
COMMUNITY DEVELOPMENT
Current Planning
ERIC: Less emphasis in the respect that staff does too much
free work for applicants. Must institute some consulting fee
system.
JOHN: Need to be sensitive to businesses. Be willing to
work with people. We should not have situations like we did
with Ambrosia. It reflects bad on the whole TOV staff.
Long Range Planning
ERIC: Council and staff need to do a better job of informing -
the community on which projects are feasible in the short vs.
long range.
PAUL: Finish all started projects.
Zoning, Subdivision & Annexation Regulation
Special Studies & Projects
ERIC: Excellent last year. Apart from parking, let's take a
break.
PAUL: Finish all started projects.

COMMLJNITY DEVELOPMENT (CONT.)
Professional Relationships With:
Town Council
ERIC: Encourage staff to be very candid with their
views on various projects. We do not need any
suppressed data among staff inembers for political
reasons. Council may need to be gently kicked once in a
while.
ADMINISTRATIVE SERVICES
Operating Budget .
ERIC: Keep focused on the small things; trash, flowers,
attitude of public workers, strive for second happiest place
on earth. Attitude. Huge capital projects possibly
financial nightmares should be treated as such.
JOHN: Staff does a very good job of reporting.
PAUL: Timely quarterly reports.
Debt Administration
ERIC: Keep the focus!
Auditing
PAUL: If possible, lighten auditor's time requirements.
Financial Reporting
ERIC: Keep it up.
Financial Planning/Management
ERIC: Staff can be more forceful if they feel strongly, good
or bad, on projects remembering that the Council ultimately
takes the heat or praise based on staff's input.
Investments ERIC: Personally would like to see the investment policy
prohibit investments of over 100,000 in any institution
without proper collateral.

JOHN: Town Clerk does a very good job.

ERIC: Why?? What?? Who??

Other
ERIC: Very little knowledge; public comments are positive.
POLICE
Parking Enforcement
PAUL: The implementation of truck restrictions and
controlling 2:00 A.M. street noise in the Village.
Traffic Enforcement
ERIC: More bicycle traffic enforcement.
Public Service
ERIC: Visibility means P.R. becomes even more important. -
Security for Special Events
ERIC: Doing much better. -
Public Education
JOHN: TV ad campaign was good.
Traffic Control
JOHN: Need better control during peak periods.

RECREATION
General Recreation Programs
JOHN: Messina-Tennis; Who sponsored? Was poorly promoted.
PAUL: Get VMRD more involved.
Dobson Ice Arena
JOHN: Need more special events. Hockey program very good.
PAUL: more utilization and dollars generated.
Nature Center
PAUL: Develop a"use" policy related to cars, construction
damage, etc.
Youth Center/Hang Out
PAUL: Need education year round.

ERIC: Generally pleased with recreation. Would like more
input on our "Arena Experiment". Is Eddie working out, what
is he doing, why, what is the overall strategy. Bottom line,
I want to see one entity for all recreation, the sooner the
better.
