12:30 1. Discussion of Reciprocal Fee Waivers between the TOV and

Action Requested of Council: Discuss the possibility of a
policy of reciprocal fee waivers between the Town and
Water/Sanitation Districts.
Background Rationale: Recently, Town staff requested that
the Water & Sanitation Districts waive or reduce tap fees
for several Town park projects. The UEUCS District agreed
to consider waiving sewer tap fees for the proposed
restrooms at Sandstone and Bighorn Parks. The Board
suggested that an intergovernmental agreement between the
TOU and District would be desirable in respect to fee
waivers. Road cut permit fees and building permit fees are
examples of fees that could be considered for waivers. The
Vail Valley Consolidated Water District waived two water
service tap fees and one irrigation tap. The Water District
is also interested in establishing a reciprocal intergovernmental agreement.

RE: Sewer Tap Fee G]aiver for Bighorn Park and Sandstone Park Restrooms
Dear Ron:
At their August 26th meeting, the Upper Eagle Valley Consolidated Sanitation
District (UEVCSD) agreed to consider waiving the sewer tap fees for the Bighorn Park
and Sandstone Park restrooms proposed by the Town of Vail. The Board's disciission
centered on the desireability of intergovernmental reciprocity to the extent fees
collected from the UEVCSD by the Town might also be waived. Specifically mentioned
were road cut permit fees and building permit fees.
Please consider these ideas in the interest of developino a spirit of
intergovernmental cooperation. I look forward to your positive response.

RE: Water Tap Fee Waiver for Bighorn Park and Sandstone Park Restrooms
And Buffehr Creek Park Irrigation
Dear Ron:
At their August 27th, 1987 meeting, the Vail Valley Consolidated Water District
agreed to waive water tap fees for the following Town of Vail projects:
1. Bighorn Park Public Restroom - 3/4" Water Service
2. Sandstone Park Public P.estroom - 3/4" Water Service
3. Buffehr Creek Park Irrigation - 1-1/2" Water Service
Tap fee application must still be submitted along with the appropriate connection
fees, plus appropriate metering nust be installed and service lines inspected. The
Town will be subject to service fees.
The District Board also expressed an interest in recapturing the values of the
Lionsridge and Gore Creek treatment plant sites wtlich are surplus to their needs. _
Your help in evaluating them for their most appropriate use will be appreciated. I
will be available to review these sites with your staff.

4. A request to amend a conditional use permit for

5. A work session to review a request for a minor
