Background Rationale: Council timetable is critical to Committee decision to proceed with consulting on site selection. PLANNING, DEVELOPMENT ANAIYSIS, RESEARCH - PROPOSAL FOR PROFESSIQt]AL SFRVICES PP.OJECT • Vail Cemetery Site Selection and Suitability Analysis. SCOPE OF SERVICES: " Peter Jamar Associates, Inc, will perforn the following services; A. Approach• The objective of these services is to evaluate various selected sites located cvithin Vail to determine their suitability for use as a Cenetery. The various sites will be ranked in terms of suitability in order to facilitate the Toivn of Vail's decision naking process in selection of the Cenetery site. The following sites will be evaluated: 1. Donovan Park 2. Parcel H 3. Katsos Ranch 4. Stevens Parcel 5. Forest Service Land tlorth of Potato Patch y B. Backaround Studies: 1. Visit the project sites in order to become familiar with overall characteristics and relationships to surrounding property. Obtain conprehensive photographic coverage; 2. Hleet with Town of Vail to discuss the project goals and objectives and determine site requirements and a general program for the site; 3. Research size and functional requirements for Cemetery. Review available existing pertinent data provided by the Tocvn of Vail in the form of base maps, topographic surveys, aerial photographs, soils inforMation, planning studies, and other sinilar information. C. Site Analvsis and Evaluation: . 1. On the basis of background studies, on-site investigation, base maps, and other special information, we shall consider and evaluate each site in terms of the following: a. Cultural Factors: (1) Property Size (2) Property Configuration (3) Relationships to adjoining land (4) Access potentials (5) Limitations in the forM of easements or rights-of-way (6) Acquisition Cost (7) 1lesthetic Qualities (8) Current Zoning b. Natural Factors: (1) Topography (2) Soils and geology (3) Natural Hazard Areas 2. Data from the above will be summarized in the form of site diagrams and narrative to indicate the opportunities and limitations of each site. An assessment of the advantages and disadvantages of each site caill be made and sites cvill be prioritized based ' upon this assessment. D. Site Concept Plan: 1. Based upon the Background Studies and Site Analysis and Evaluation a Concept Plan will be prepared for the site determined to be the most suitable for the Cemetery. The Concept Plan will include: a. General location and extent of land uses upon the site; b. Access and parl;ing; c. Pedestrian circulation; d. Landscaped areas. . ' _ 2 . . ~ E. Report• 1. A summary report in typewritten 82" X 11" format describing the analysis and evaluation will be prepared. 2. All graphics will be transferred to 35mm slide format for maximum effectiveness in communicating the analysis to the public. Three meetings will be held with the Cemetery Committee: one at project start-up, one upon completion of the Site Analysis and Evaluation phase, and one upon completion of the Report. Other meetings with the Committee may be held if determined necessary in the course of the project. Assistance will be provicled to Town of Vail Staff in presenting the project findings to the Vail Towm Council and the Comnunity. FEES• Fees for the above services will be billed on a hourly basis in accordance with the attached fee schedule against an estimated maximum fee of $7,500.00. Expenses will be billed in accordance with the attached expense schedule and will include reproduction and printing costs, photographic supplies and processing, and xerox copies. CLIEPIT RFSP0114SIBILITY: The Client shall provide the following infornation as required for the performance of the wor}:. Peter Jamar Associates, Inc. assumes no responsibility for the accuracy of such information. Should Peter Jamar Associates, Inc, be required to provide services in obtaining this information, such services shall be billed as Extra Services. A. Aerial Photographs. EXTP.A SERVICES: Extra Services shall be provided only with Client approval, and will be billed according to the attached Fee Schedule. A written . agreement between the Client and Peter Jamar Associates, Inc. describing the extent of Extra Services will serve as the basis . tor additional services. PLANNING, DEVEI.OPMENT ANALYSIS, RESEARCH September 1, 1987 RATE AND EXPENSE SCHEDULE RATE: Principal $65.00/hour Planner/Designer $40.00/hour Drafting/Graphics $35.00/hour Clerical $20.00/hour Sub-Consultants Passed through at - sub-consultants regular rates REIMBURSABLE EXPEr1SES: Actual expenditures made by the employees of Peter Jamar Associates, Inc. for the Project are reimbursable at cost plus 10 percent for coordination and processing, and will be billed in addition to professional service fees. Examples of reimbursable expenses are transportation and living expenses while traveling in connection with the Project, long distance telephone calls, xerox copies, reproduction and printing costs, supplies, postage and photography. - METHOD OF PAYMENT: Professional services are billed monthly at the above scheduled rates for hours of work performed on the Project. Payment is due 15 days following receipt of invoice. Invoices unpaid after 30 days are subject to a service charge, which is 12$ per month, and all costs of collection including reasonable attorney's fees. Peter Jamar Associates, Inc. reserves the right to suspend work on the Project if payment is not received within 45 days from invoice date.
