12:00 1. Local Liquor Licensing Authority Board Interviews
Pam Brandmeyer
Action Requested of Council: Conduct interviews with the
five applicants, who are as follows: Rob Ford (current
member); Bob Kendall (current member); Colleen McCarthy
(originally appointed 6/84 but resigned with the
deannexation of West Vail 9/85); Betty Neal; and Lisa
Dillon. Attached are copies of their application letters
and attendance records for Ford and Kendall over the past
two years.
12:30 2. Discussion of Congress Hall Financing Options
Ron Phillips
Charlie Wick Action Requested of Council: Decide which financing option
Steve Barwick should be used for the ballot question on the Congress Hall.
Background Rationale: The operating, marketing and
financing scenarios for a proposed Congress Hall have been
studied in depth and various options will be discussed again
for Council's consideration. Steve Jeffers of Kirchner-
Maore will be at the meeting to address bonding questions.
Things to consider in this decision may include:
1. Which formula spreads the burden appropriately to those
business sectors benefiting from the facility?
2. Which formula keeps the total sales tax number in an
acceptable range?
3. Will any mill levy increase be approved in the.current
reappraisal of real property climate?
1:00 3. Report from the Marketing of Vail Committee
Charlie Wick Action Requested of Council: Review/discuss the Marketing
of Vail Committee report.
Background Rationale: The Council formed this committee to
report on the formula methods for the marketing of Vail.
Staff Recommendation: Staff recommends that Council move
ahead with an ordinance adopting business license fees for
the marketing of Vail and hold the public hearings soon on
this matter.
1:15 4. Swimming Pool Task Force Update

Action Requested of Council: Discuss UMRD's interest in
participating in the development of the Aquatic Facility.
1:30 5. Discussion of Ford Park Lower Bench Grading Contract

Dear Pam:
I would like to submi.t, formally, my request to become a
member of the local liquor li.censi.ng authority. A 9-year
resident of Vail, I am the Administrator for the Vail Valley
Foundation. In this position, I have represented the Foundati.on
several times in its appeal to the Li.quor Licensing Authority
for special events permits, and have developed a keen interest
in the Authority.
Before joing the staff of the Vail Valley Foundation, I
bartended for many years, in North Carolina, Colorado, California,
and.Australia. I am very aware of the laws which are unique
to those states, and recognize that it is of utmost importance
that people who serve alcohol understand thoroughly the laws
that are speci.fi.c to their state. As the bar manager of the
Gold Peak Bar, a Vai.l Associ.ates-operated faci.lity, I
established and participated in an exchange between restaurant
managers in Vai.l and Thredbo Ski. Resort, Australia, which-
furthered my understandi.ng of the laws surroundi.ng the sale
and consumpti.on of alcohol, to an international focus.
I would be most delighted to serve on the Loca.l Liquor Li.censing
Authority. Thank you for consideri.ng my appli.cation to
participate in this most important community function.

RE,: Congress Hall Financing Alternatives
Please find attached the requested analysis of Congress Hall
financing using sales tax as the sole tax revenue source. We have
also included a scenario using 2% bed tax, 1% resort tax and .1%
sales tax.
Also attached is a summary chart which shows the net effective tax
upon the different categories of Vail businesses for each
financing scenario. The chart also shows the percent of total
Congress Hall revenue generated by each category of business for
each scenario.
Please call if you have any questions or wish to see different
scenarios.

TOWN COUNCIL'S CHARGE TO THE COMMITTEE:
Purpose No. 1: To establish a dollar level to assess Vail
businesses via the business license fee for the MARKETING OF VAIL.
Purpose No. 2: To establish the formula methods in which to
assess Vail businesses.
Purpose No. 3: To make recommendations to the Town Council on the
dollar level for the MARKETING OF VAIL and the formula methods by
October 6, 1987.
