Forest Service Plan for Red & White Mountain Area Action Requested of Council: Consider PEC recommendations and provide a TOV position for the Forest Service's consideration regarding the desired activities for the Forest Service land north and west of Vail. Also, provide direction on the location for the easterly extension of the Tenth Mountain Trail Division's trail and but system. Background Rationale: See enclosures in your packets. Information Update 4 Other TO: Ron Phillips FROM: Peter Patten DATE: 4/14/88 SUBJECT: Planning Commission recommendations regarding Red and White Mountain plan The Planning Commission heard a presentation from Forest Service representatives at their April 11th meeting regarding the planning process for the Red and White Mountain area. This area comprises about 47,000 acres generally located north and west of Vail. The Forest Service is considering various alternatives for the management of the area. The following is the listing of the major concerns/comments of the PEC: * Timber harvesting should be de-emphasized or completely eliminated as an alternative. The economic benefits of timber harvesting were questioned as well as some serious aesthetic concerns. Also, it was felt there was an inherent conflict between recreational uses and timber harvesting. * The major emphasis for this area should be on maximizing recreational opportunities for tourists and residents. Both summer and winter recreational uses should be enhanced. * Roads for mountain biking should be emphasized due to the increasing popularity of this sport. * ATV/snowmobile use is appropriate for Red and White Mountain (the specific area). * Wildlife habitat enhancements should concentrate on increasing winter range rather than summer habitat. * The Tenth Mountain Trail Association's expansion should route the trail through Vail and build huts north of Vail. The Council should read the background information provided as an attachment to this memorandum in preparation for Tuesday's work session. There will be a Forest Service representative there to answer any questions the Council may have. Basically, I would expect the Council to reaffirm the PEC's comments or modify them so that a final letter containing our position could be sent to the Forest Service for their consideration. BRIEFING PAPER RID & WHITE MOUNTAIN AREA ANALYSIS OBJECTIVE To provide an overview of the Red & White Area Implementation Guide and to solicit additional issues, concerns and management options from the Town Council of Vail. INTRODUCTION The U.S. Forest Service is preparing an Implementation Guide (IG) to guide the implementation of the White River National Forest Land and Resource Management Plan (Forest Plan) in the Red and White Mountain area north of Vail. Map 1 shows the area in detail. The Forest Plan was prepared by the Forest Service with public involvement and approved in 1984. It provides direction for management of National Forest lands for ten years. The Forest Plan provides the general direction for management and the Implementation Guide will provide the site specific direction. The IG will contain a schedule of projects with associated costs that will bring the area under management and achieve Forest Plan direction. FOREST PLAN DIRECTION The Forest Plan provides broad direction in the form of goals as well as general direction for specific areas. Some of the applicable goals are: -- Improve the health and vigor of vegetation. -- Manage the vegetation to provide multiple benefits such as, water yield, wildlife, recreation, range etc. -- Provide abroad range of recreation activities. -- Manage activities along travel routes to maintain and enhance recreation and scenic values. -- Provide adequate trails and trailheads for use in winter and summer. -- Maintain wildlife habitat in good or excellent condition. -- Improve wildlife habitat in areas where potential exists. -- Maintain or improve soil and water productivity. -- Meet state water quality standards. -- Implement a pest management program to prevent and control infestations and disease. -- Provide wood products to meet resource management objectives. The Forest Plan divides the Forest into smaller areas referred to as management areas. The management areas provide further direction for the management of a specific area of land. Each management area is managed for multiple use but also has a primary emphasis. The management areas also have specific requirements for each resource such as, guidelines for visuals, guidelines for ways to harvest timber. guidelines for recreation opportunities, etc. The Red & White Mountain area is divided into five management areas. The primary emphasis and approximate acreage is as follows: Management Area Emphasis Acres 2A Semi-primitive (dispersed) motorized 11078 recreation. 4B Habitat management for indicator species 564 (such as elk and deer) 9A Riparian area management (includes all streams) 6B Livestock grazing 7531 7E Wood fiber production and utilization 24557 5A Wildlife winter range 55 Map 2 shows the locations of the management areas. CURRENT CONDITION The Red and White Mountain area currently receives the following types of .recreation use: -- Guided and unguided snowmobile, horesback, and All Terrain Vehicle activities. -- Big game hunting -- Fishing -- Dispersed camping -- Day hiking -- Scenic drives along primary roads The transportation system in the area currently consists of 101 miles of open roads. The road system has been relatively unmanaged with many road closure violations and "clusters" of roads without destination points. The vegetation in the area consists of: Acres % Vegetation Type 11237 24 Aspen 155 <1 Douglas Fir 15 <1 Gambel Oak 12228 26 Lodgepole Pine 13775 29 Spruce/Fir 8642 20 Meadows, Openings The area has large expanses of contiguous lodgepole pine and spruce/fir mature timber that is all about the same age. The lodgepole pine timber is susceptible to mountain pine beetle outbreaks similar to those that occurred in the early 80's. The majority of the timber vegetation in the area is mature or over-mature with very little young timber. There are currently three active timber sales in the area, the Red Sandstone, North Sandstone, and Buffer Creek sales. These sales actively operate from May through October annually. Approximately 5300 sheep graze in the area between July and September. The Forest Plan specifies that approximately sixty percent of an area should be maintained for wildlife cover and forty percent should be maintained for forage. Presently a 80/20 cover to forage ratio exists. No major erosion or sediment problems currently exist in the area. ISSUES AND CONCERNS The primary issues and concerns developed thus far are based on input from specialists and interested publics, they include: -- The cumulative effects of harvesting timber on wildlife, water, fisheries, soils, and recreation values. -- The present road system is not managed adequately. -- The vegetation diversity is not commensurate with Forest Plan direction. -- The benefits vs the costs associated with timber harvesting. -- The susceptibility of lodgepole pine to mountain pine beetle infestations. -- The proximity of the area to the Eagles Nest Wilderness area. -- The proximity of the area to Vail and associated recreation opportunities. MANAGEME"7T OPTIONS The Forest Plan provides us with direction on the desired condition of the Red & White area and the current condition depicts the difference between the desired condition of the Forest Plan and the existing condition in the area. The question at this point is: How do we get from the current condition to the desired condition? Based on input thus far, the following management options on how to move toward the desired condition have been identified: -- Open the Piney Tie Through road to public access to provide a motorized loop route from Vail to Hwy 131. -- Create scenic visitor pullouts along primary travel routes. -- Permit the Tenth Mountain Trail Association to develop across country ski trail and but system in the area. -- Provide mountain bike oppportunities. -- Improve the marketing of the area. -- Increase the water yield by strategic harvesting of timber. -- Improve the age class distribution in the timber types by harvesting over mature timber. -- Increase the aspen component in stands where possible to improve wildlife habitat. -- Haul timber out over Muddy Pass to Hwy 131. -- Fully implement a travel management plan that addresses which roads will remain open, which ones will be closed, and how to enforce closures. -- Manage the road system to provide a dispersed motorized recreation experience. -- Manage the road system to maintain or improve wildlife solitude. CONCLUSION There are numerous options for implementing the Forest plan in the Red & White Mountain area, it is imperative that we consider all viable options to provide multiple resource benefits to the public. Many of the current activities in the area, and some of the proposed management options are viewed as mutually exclusive by some individuals. It is important to remember that we are looking at a large area that can provide multiple benefits to various groups. Vail, CO 81657 Dear Interested Public: The Tenth Mountain Trail Association (TPiTA) has submitted a Draft Master Plan Amendment to the U.S. Forest Service. This letter outlines TMTA's proposal for expanding the but and trail system beyond West Lake Creek to the Vail area and Tennessee Pass. As part of the Environmental Assessment of this proposal, the Forest Service is soliciting your input to identify issues and concerns regarding the proposed trail routes and but sites. ~ZQUTE_NARRATIVES There are two alternative routes being analyzed. Both routes begin at West Lake Creek and end at Tennessee Pass. A map is attached which shows the alternative routes, access points, and proposed but sites. RED AND WHITE MOUNTAIN ALTERNATIVE From West Lake Creek, the proposed trail would use the public road system through the Tenderwild Subdivision to the East Lake Creek trailhead. The trail would follow the summer hiking trail to East Lake Creek then climb Lime Creek to the top of McCoy Park and the Beaver Creek ski area. Hut sites are proposed for private property in West Lake Creek and National Forest land in McCoy Park. From the Beaver Creek ski area, the trail would descend into Avon and up Buck Creek to a but site near Red and White Mountain. An alternative access to Red and White Mountain is hoped for higher in the Wildridge Subdivision. From Red and White Mountain, the proposed trail would continue east to the South Fork Red Sandstone Creek and a but site on the ridge above Middle Creek. The route would then descend Middle Creek, traverse into Spraddle Creek and then into Vail. The proposed trail would climb out of Vail via Mill Creek to a but site at the top of Mushroom Bowl, then across Two Elk Pass to Shrine Pass and the privately operated Shrine Mountain Inn. Vail Pass would serve as an additional trailhead for this section of the trail. At this point the trail would contour into ~S FS-8200.28(7.82) .. ~~~ ` '~ °' Tenth Mountain Tr-ail Association Proposal 2 Wilder Gulch, climb to Ptarmigan Hill and follow the ridge west past Resolution Mountain to a but site near Hornsilver Mountain. The route would descend via Resolution Creek and climb.up Pearl Creek to a but site on the ridge between Pearl Creek and Cataract Creek. Camp Hale would be used as a trailhead for this but as well as the but near Hornsilver Mountain. The trail would join the Colorado Trail in Cataract Creek, cross the East Fork of the Eagle River, and climb up Jones Gulch to a but site on Taylor Hill. From Taylor Hill, the trail would descend via Piney Gulch to Tennessee Pass. The Shrine Mountain Inn and the two huts south toward Tennessee Pass will be connected with the proposed Summit County Hut and Trail Association system. MINTURN / TWO ELR CREEK ALTERNATIVE This alternative is identical to the Red and White Mountain alternative from West Lake Creek to the Beaver Creek ski area, and from Shrine Pass to Tennessee Pass. From the Beaver Creek ski area, this proposed route would continue east through the ski area and Stone Creek to a but site near Meadow Mountain. The trail - ~~ ~~ would descend and cross the Eagle River at Minturn and climb up Two Elk Creek. ~~1~,-~` n The route would climb out of Two Elk Creek to Battle Mountain where the but r ~~ site is proposed near the head of Lime Creek. From Lime Creek the trail would ~ 1 ~ ~L(~ traverse east to Shrine Pass and the Shrine Mountain Inn. Alternative access 1J `' to both the Lime Creek but site and Hornsilver Mountain but site would be possible from Red Cliff via Turkey Creek.
