Discussion of Visitors Center Short Term Plans Peter Patten Action Requested of Council: Discuss the possibility of leasing space in the Gateway Building for a Visitors Center for 1-2 years. Decide if this is conceptually desirable. Background Rationale: The developer of the project, Leo Palmer, has expressed an interest in having the TOV as a tenant in the proposed building for a Visitors Center. He would lease at his cost to us and reserve some parking on the top level for the Center. He's looking for at least a 2 year commitment. We could lease 4,000 or less square feet on the main level. 8:00 3. Discussion of Current Town Maintenance Practices regarding Stan Berryman Cleanliness and Landscaping in the Town Action Requested of Council: Information update. Background Rationale: During the Council's goal setting meetings, the topics of general cleanliness and landscaping in the Town received considerable priority. The staff is prepared to discuss with the Council current practices, problems and recommendations regarding these Town functions (see enclosed memo). 8:30 4. Discussion of Mountain Bike Race Proposal for Funding Ted Martin Action Requested of Council: Provide $5,000 for Ted Martin's .Mountain Bike Race. Background Rationale: See Ted Martin's proposal. 8:50 5. Review of Citizen Survey Results Steve Barwick Ron Phillips Action Requested of Council: Ask questions and make Charlie Wick comments on the Citizen Survey results as desired. Background Rationale: Now that Council members have had an opportunity to review the results of the 1988 Citizen Survey, a time for additional discussion is being scheduled. Some additional findings on differences between neighborhoods will be presented. 9:50 6. CLEANLINESS OF THE TOWN A. Current Practices 1. General Trash Removal: VEIL 1989 One position (Maintenance Worker II (Trash Removal) - Works Monday through Friday 7:00 A.M.- 3:30 P.M. Duties are as follows: a. At the beginning of each day: check out all traffic control gates (11 total), replace broken gate arms and check gate sensors to insure they are in proper working order. b. A total of 96 trash containers must be monitored for trash removal. Some are emptied on a daily basis, others are emptied every two or more days. c. Trips to the County dump site are made twice a week during the winter, and as many as three or four times a week during the summer. The trash removal truck, which is equipped with a packing mechanism, is cleaned every other day during the summer and once or twice a week during the winter. e. If time allows after the above duties are completed, the trash removal person checks various areas within the Town, including frontage roads and shoulders along I-70 (within Town of Vail limits) and removes trash from the ground. f. Twenty bus shelters are swept and trash around them is removed during the summer months. During winter months, snow must be shoveled out as required. g. During special events within the Town, additional trash removal and cleanup duties are necessary. h. The Trash Removal person is in a very visible position, and consequently is interrupted many times during the course of the day to answer questions or give directions. 2. Weekend Trash Removal: One full-time member. of the Public Works crew is scheduled to work weekends both winter and summer. In winter, this person is often required to plow snow. In summer, this person is often required to perform other tasks such as repairing broken water systems, fountains, etc. This position attempts to perform the duties of the Maintenance Worker II (above) on the weekends along with other additional duties that are required. 3. Summer Trash Removal: Last season for the first time we added a seasonal position to perform manual clean up in the Village and LionsHead areas at Council direction. This person worked Wednesday through Sunday, 7:OO A.M. MEMORANDUM REGARDING CLEANLINESS OF THE TOWN AND LANDSCAPING PRACTICES APRIL 19, 1988 PAGE 3 to 3:30 P.M. This position worked closely with the above Maintenance Worker II. I feel this position helped to keep the Village and LionsHead areas cleaner than they had been in the past. The position is budgeted again this year. 4. Special Events Clean-Up: We continue to experience an increase in special events during the year. We utilize the Public Works crew on a call-in basis to assist with the set up and clean-up after these events. These tasks take considerable time away from scheduled maintenance and construction duties. 5. Street Sweeping: Our past policy was to utilize one equipment operator to sweep streets on a three day per week schedule. Additional sweeping was performed in the spring and before and after special events. Our aging sweeper used to break down frequently. Because of the acquisition of our replacement street sweeper (May 1), and a continuing desire to keep the Town as clean as possible, we plan on utilizing the new sweeper a minimum of five days per week this summer. 6. Parking Structures: Both the Village and LionsHead Parking structures are cleaned with a truck-mounted vacuum sweeper on a daily basis. Trash is removed from the 55 receptacles on a daily or once every two day basis depending on location. The structures are completely washed out with water each spring. B. Trash Problems 1. The amount of trash and rubbish in Town has increased over the last few years. Along with more visitors and special events, comes more trash and. We currently expend $16,000 annually for dumpster fees and landfill charges in removing trash and debris from the Town. MEMORANDUM REGARDING CLEANLINESS OF THE TOWN AND LANDSCAPING PRACTICES APRIL 19, 1988 PAGE 4 2. Private Trash Hauling: Drivers of private trash trucks do not clean up around the truck or dumpster. This contributes greatly to trash buildup in Town. Many loads going to the landfill are uncovered, causing trash to blow out. 3. Construction Sites: We have expended considerable effort in getting contractors to control construction debris in the right-of-way, but it remains a problem. 4. Residential Areas: Town of Vail Municipal Code Section 8.16.050 requires private property owners to utilize "closed" containers for their trash. This ordinance is often neglected with private property owners placing plastic trash bags next to the street. Dogs, cats, and magpies tear these apart, scattering trash. In winter, snowplows-push the trash up and down the streets. 5. Private Shop Owners: Private merchants in the Village and LionsHead areas offer little effort to keep Vail clean. Many sweep their decks, patios and entryways into the public streets. The street sweeper must get into the core areas by 7:30 A.M. to avoid traffic and parked vehicles. The streets stay dirty all day after merchants sweep trash into the street at 10:00 A.M. 6. There are approximately 3 containers in the Village a are privately owned and property. In order to provide seven-day-a-week trash removal services and street sweeping, we would need to add two positions to the budget: Equipment Operator I (street sweeper) $25,625 Maintenance Worker I $17,551 $43,176 2. We need much more enforcement of existing ordinances relating to garbage and refuse. Pete found that by simply driving around in a Town of Vail truck and photographing sites, violators "cleaned up" their trash. 3. We need more enforcement and cooperation with the private trash haulers to clean up around dumpsters and trucks. 4. Village and LionsHead Shop owners need to help us out in not sweeping trash into the street. 5. We are currently working with the Town Building Department and contractors to relieve trash problems associated with job sites. 6. All private property owners and the Town need to take pride in keeping public and private property clean. II. LANDSCAPING A. Current Practices 9 person landscaping crew $69,958 Cindy Van Hoose-Sorensen - Landscaping Crew Supervisor Howard Gollnick is retained annually for a 2-month period during planting season - Plant 190 public areas in Town with 95,000 flowers MEMORANDUM REGARDING CLEANLINESS OF THE TOWN AND LANDSCAPING PRACTICES APRIL 19, 1988 PAGE 6 - 45 varieties of flowers - 80% of flowers planted are annuals (primarily different colors and varieties of pansies, poppies, and petunias). - The planting mix used is one that has been developed over several years of experience based on the following objectives: 1. Maximum color and exposure for as long a period as possible. 2. All flowers must be planted. early to have them in full bloom by July 4. 3. Early planting conditions are extremely unreliable in our climate. Frost is possible into June. Plants need to be hardy to survive early planting. 4. We experience. severe winter conditions in many beds, e.g., heavy snow loads, snow storage, cinders, salt and oil. Perennials will not survive these conditions. 5. We follow a goal of providing as much diversity as possible for the least cost. We have established maintenance programs for fertilizing soils, irrigation (automated and manual), pine beetles, vegetation control, weed control, and planting. B. Recommendations 1. We feel that .the Town has in place a top quality landscape maintenance program. 2. It would be advantageous to meet with a consulting arborist regarding the Town's tree and shrub inventory. Two years ago, the Colorado Forest Service developed a computerized inventory of all public trees in the Village Core and LionsHead areas, however we have not actively managed these resources on a programmed basis. MEMORANDUM REGARDING CLEANLINESS OF THE TOWN AND LANDSCAPING PRACTICES APRIL 19, 1988 PAGE 7 3. We recommend Willow Park Gardens be turned over the Vail Alpine Garden Group as a "test garden." The Town could fund the cost of plants and the Garden group would maintain the area. 4. Continue all existing policies and procedures. SUBJECT: 1988 "Tour The Rockies" DATE: April 22, 1988 Purusant to the Work Session discussion with the Members of the Town Council on Tuesday, April 19th., I would like to for- mally request support by the Town of Vail in the form of a $5,000.00 contribution to the 1988 "Tour The Rockies" Mountain Bike Race, scheduled for June 18th. through June 26th. We are currently seeking these contributions from Vail Associates (approved), the Town of Avon, the Eagle County Commissioners, the Vail Metropolitan Board and the Vail Town Council. The dollar support will be used to cover the costs of initiating this national mountain bike race. It is currently on existing schedules and will draw between 30 to 50 of the top professionals in the world, along with 150 to 200 citizen-class riders. We are currently negotiating with a cable syndicator to produce a one-hour documentary-style television show on the event. The "Tour The Rockies" Mountain Bike Race will be the longest stage race in the country. Attached please find a copy of our budget. The Town of Vail would be interested in purchasing that property and would like to make a proposal for your consideration. The Town of Vail offers $50,000 for the property with the idea that Texaco, Inc. could take a tax write-off as a charitable contribution to the Town for the difference between that price and the appraised market value. We also request that Texaco, Inc'. accept a $10,000 down payment with the balance of $40,000 to be paid over four years at six percent interest per annum. This interest income may be tax exempt as municipal financing and would further enhance the deal for you. Kristan Pritz' January 11, 1988 letter to you outlining the process by which you could obtain an easement from the Town of Vail assumed the lines were not in place. The lines in their existing state present problems from both an aesthetic and a safety standpoint. I am now receiving complaints about these computer and phone lines from adjacent property owners and am hereby requesting you to promptly remove them. I urge your cooperation in this matter. If you wish to obtain an easement from the Town of Vail to place the computer lines in a proper manner, I refer you to the enclose January 11, 1988 correspondence. I believe a number of the issues noted on page 2 of the letter have been resolved with the exception of the evergreen tree on the southwest corner. I would expect that resolution of that problem would be an element in our discussions to grant you an easement, among the other more standard considerations on our part. To begin the submittal process, please provide the staff with the following information: 1. A survey for the general vicinity of the proposed easement. The survey should indicate building edges, the creek edge, grades, and the actual location for the easement. 2. A legal description of the easement. 3. A written legal easement agreement. The Town Attorney will need to review the wording of the agreement, but basically it should address the term of the agreement as well as the rights of the property owner and easement user. Once this information has been submitted, the staff will review your request and it will be presented to the Town Council at a work session for preliminary review. The easement would be given final approval at a Town Council evening meeting. It is important that you know we are interested in addressing many of the unresolved issues related to the Sonnenalp property when reviewing your easement request. These issues include: 1. The curling rink and valet parking: Staff has sent a letter asking that you submit a site plan showing how you will handle valet parking on the property. At this time, the information has not been submitted. 2. The evergreen tree on the southwest corner of the Sonnenalp property. The tree has not been relocated. The present location of the tree does not comply with your DRB approval. In addition, we would also look at the option of obtaining a permanent access easement across your property adjacent to the Vail Road Bridge. 3. Talisman access request. Peter Patten has been contacted by the Talisman Association concerning their desire to access their property through East Meadow Drive. They have indicated that there are a number of problems with the existing situation going through your property. Due to the obvious serious implications of the access from the mall, we would like to discuss the resolution of these problems and the attainment of an easement for the Talisman across your property. 4. Fire access on the northeast corner of the Swiss Chalet: The Fire Department and Community Development Department had asked that you remedy this situation by moving the boulders per the approved DRB access plan. You had agreed to move the boulders as soon as possible. According to the Fire Department, this work has not been completed. Once again, we will emphasize that this is a very dangerous situation, as fire trucks are presently unable to access through this area. The signs that have been erected are also not designed per the .approved Design Review Board sign. Regardless of whether or not you proceed with the easement agreement request, we must ask that you submit the valet parking plan, relocate the boulders per the approved Design Review Board plans, and erect the approved fire access signs by January 29, 1988. If these issues are not addressed, the staff will have no choice but to take further actions to .insure compliance with the plans. Many of these issues are related to safety concerns. SIGNAGE The estimated 1988 budget is $102,000 rolled over from 1987. Public Works and Community Development are requesting an additional $78,000 for a total signage budget of $180,000 in 1988. Staff is recommending that the Town charge $.20 a copy for each map of the Town to help pay for the signage and mapping program or another similar alternative. Timeline: Presented at 3-22-88 worksession. VISITOR'S CENTER Timeline: Major issues presented at April 5, 1988 worksession. Morter has 60 days to complete analysis. CEMETERY Timeline: Neighborhood meeting was March 30, 1988. Operational recommendations of task force to follow neighborhood meeting. STREET IMPROVEMENT Larry has written assessment ordinance PROGRAM for utility connections. Approximately one-half of the additional one-time sales tax collection was spent to call West Vail bonds. Timeline: Forest Road/Beaver Dam Road/ Rockledge Road area to be done this summer. Property tax increase to be implemented in 1989. Utility Connection Ordinance will be presented at May 17 Council meeting. HIGHWAY LANDSCAPING Two small medians on the frontage road near the 4-Way are going to be designed for landscaping this summer with the 4-Way improvements. Street lighting at the West Vail intersection will be done this summer. State Highway Department representation will be requested on Landscaping Committee. The State of Colorado will be doing some experimental revegetation this summer on the north side of the interstate near the Town shop complex. Landscaping plan will address Council questions regarding tree location/type and wildflowers. Timeline: Ongoing. Landscaping plan completed in July SUMMER EVENTS Decision to be made on who is going to be (including Bravo) running special events and information booths this summer. Pat to work with Recreation staff to see how summer events will interact with summer recreation programs. Timeline: Report made to Council at 3-29-88 worksession. FUTURE DEBT REDUCTION Information presented at March 8 worksession. Information to be highlighted for public meetings. John Slevin wrote Town Scoop article. TRANSPORTATION MASTER Transportation Master Plan will be PLAN completed by the end of 1988 Public Works and Community Development will work together on RFP. The Street Light Plan will be incorporated into the Transportation Master Plan. Parking and Transportation Task Force will be used on this project. Timeline: Complete by end of 1988. UTILIZATION OF DOBSON Use Dobson for more conventions. Two areas need to be looked at: 1. Scheduling - Effect on local events 2. List the alternatives Task force needs to be appointed Timeline: Task force appointments delayed until TOV/VMRD issues are resolved. PATH AND TRAIL SYSTEM Draft of Master Plan has been presented to the Council. Implementation priorities have been discussed with the Council. Amphitheater path design to be completed by June 1. Master plan to be presented May 3, 1988. VARIOUS MAINTENANCE Stan to present maintenance programs at ISSUES 4-26-88 worksession. RECREATION PROGRAM Presented at 3-22-88 worksession.
