These funds will be used at another I-70 location within our district. Although we have no specific plans or funds at this time, we feel that it is important to conclude the Environmental Assessment/Access Approval process to support any future decision to construct the "V.A. Shop" ramps or to acquire the necessary right of way. The. Federal Highway Administration has reviewed and approved the Finding of No Significant Impact (FONSI) and we are ready to announce its public availability. This is the final step in the environmental clearance process and completing it would allow right of way acquisition by CDOH (or the Town) and construction with federal aid funds if the project were rebudgeted in the future. We therefore request your concurrence in our issuance of the FONSI to conclude the environmental assessment process. Very truly yours, RDP:rb cc: Golden Clevenger Berry Abbott R. P. The issue of non-point source pollution has been raised before, especially as it regards the run-off from area parking lots. We will be looking into completing an inventory of area parking lots; both surface and structured, to determine if any means are currently in use to filter run-off. There are various control strategies which can be employed both on surface lots and structured parking. Once our offices have returned to some degree of normality I will do some further research using materials I know I have somewhere. We will attempt to get. this information to you in the not too distant future so that you may pass it along to Council. TOWN OF VAIL MEMORANDUM TO: FROM: DATE: RE: Charlie Wick Steve Thompson~f May 18, 1988 VMRD Board Meeting 5f 16/88 At the April 14, 1988 Board meeting staff were instructed to go ahead and pay the Town the balance of the 1987 management fee with interest and to pay for five (5) months of the 1988 management fee at the next meeting. However, due to the approval of the golf course irrigation project at the May 16, 1988 meeting, a motion was made to borrow money from the Town by not paying the 1988 management fee monthly, but when their cash position .improved in June or July 1988. The 1987 management fee of $50,225 was paid in two installments, one on January 18, 1988 for $25,000 and on May 16, 1988 for $25,225 plus $510 in interest. The Board approved borrowing money from the Town on January 14, 1988 by not paying the 1987 management fee until they could do so. ~~ 1~'~~ /~.., ~ ~'~ ~ a .~ r~ ~ o p Town of Vail, Colorado Investment Report Summary of Accounts and Investments For the Month Ending April 30, 1988 Money Market Accounts (see page 1) Com<ncrcial Banks Colorado Investment Pools Money Market Mutual Fund Total Funds For Reserve Operating Funds ------------------- Balances Percentage Percentage 4/30/88 of Total Allowed -------------------------------- S168,186 $160,495 $328,681 3.23$ 100 $4,785,655 $4,785,655 46.99$ 50$ 5224,199 $229,194 2.20$ 50$ ----------------------------------- ------ $5,178,035 $160,995 S5,338,530 52.42$ Commercial Savings ~ Banks Loans Certificates of Deposit (see page -- 2) ---------- - Eagle County Institutions $210,987 $210,987 Other Colorado Institutions $200,000 .$90,000 S290,000 National Institutions $396,000 $683,000 $1,079,000 Total $806,987 $773,000 51,579,987 Percentage of Portfolio in Savings ~ Loans U.S. Government Securities (see page 3) Treasury Notes GNMA's U.S. Savings Bonds Total Total Portfolio Maturity Schedule .Maturing Within 12 Months Maturing Within 24 Months _ Maturing After 24 Months $210,987 2.07 $290,000 2.858 $1,079,000 10.59$ S1,579,987 15.51$ 100$ 7.59 15$ 51,190,000 $1,855,000 $3,045,000 29.90$ 100$ $205,948 $205,948 2.02$ 100$ 515,000 $15,000 0.15$ 100$ ----------------------------------- ------ $1,410,948 S1,855,000 $3,265,948 32.07$ $8,168,970 $2,015,995 $10,189,465 100.00$ $8,996,530 87.89$ $677,000 6.658 5560,935 ---- 5.51$ --------- $10,189,465 ------- 100.00$ Money Market Accounts as of April 30, 1988 --------For the Month of April-------- Account Institution Interest Balances Type of Accounts High ------------------------- ------------ Low ---------- Average --------- Received ---------- 4/30/88 -------------- First Bank of Vail - Operating Interest 6.305$ 5.9398 6.130$ $3,548 Balance 51,705,595 S304,971 5651,687 $75,798 First Bank of Vail - Municipal Court Interest 6.3058 5.9398 6.1308 5453 Balance ------------ ------------ ---------- ---------- --------- ------- - $92,388 First Bank of Vail - Insurance Interest 6.3058 5.9398 6.1308 5819 Balance ____________ __________ _________ 5160,495 Colorado Trust (Investment Pool) Interest 6.358 Balance 517,969 59,785,655 Merrill Lynch (Money Market Fund) Interest 5,89$ Balance 51,079 $224,194 ------------------------ 523,868 $5,338,530 Page 1 05/13/88 SJT INVMM809 - Certificates of Deposit as of April 30, 1988 Bank Name, Location Days to Market Rates Purchase Maturity Maturity Days to Maturity Value Ins Coupon Yield Date Date --------------------- at Purchase N,aturity Value 4/30/88 ----------------- lst American Bank & Trust, Lake Worth FL ------------ --------- ------------- ---------- FDIC 7.300$ 7.300$ 28-Apr-88 27-Jul-88 90 88 $98,000 Texas Banc Savings Assoc, Conroe Texas FSLIC 7.250$ 7.250$ 28-Apr-88 27-Jul-88 90 88 $98,000 American Savings d Loan, Stockon CA FSLIC 7.300$ 7.425 28-Apr-88 27-Jul-88 90 88 $98,000 _ Capital City Savings Assoc, Austin, Texas FSLIC 7.250$ 7.250$ 28-Apr-88 26-Auq-88 120 118 $98,000 United Savings Bank, Vienna, VA FSLIC 7.250 7.2501 27-Apr-88 25-Aug.-88 120 117 $99,000 First Bank of Gladstone, Missouri FDIC 7.750 7.750$ 30-Oct-87 O1-Jun-88 215 62 $99,000 Albuquerque Federal Savings and Loan FSLIC 7.550$ 7.550$ 29-Oct-86 11-Jul-88 621 102 $53,000 Perpetual American Federal Savings and Loan, Mclain Virginia FSLIC 12.650$ 5.864$ 24-Oct-86 05-Sep-88 682 158 $62,000 $b3,097 12.700$ 7.595$ 24-Oct-86 12-Sep-88 689 165 530,000 $30,592 Pacific Federal Savings and Loan; Seattle FSLIC 9.600$ 7.400 29-Oct-86 12-Sep-88 689 165 $55,000 $55,401 First American Bank,. The Town of Vail is completely opposed to the issuance of permits for both the Two Forks project and the Williams Fork project for the following reasons. 1. Two Forks and Williams Fork are not in Higher than current water use figures population figures exaggerate the need need does not outweigh the detrimental recreation, economy, aesthetics, water wildlife values. the public interest. and in accurate for the projects. The effects to the quality and fish and 2. Two Forks and Williams Fork projects will have an unacceptable adverse impact in combination with other water diversion projects on the eco system. There are practical alternatives to the project which would have a less adverse impact to the aquatic eco system; e.g., conservation, dual distribution systems, joint use reservoir projects in the Fraser basin, ground water and transmountain diversion reuse. The Williams Fork project will cause and contribute to violations of State water quality standards. The proposed projects will contribute to significant degradation of the waters of the District Engineer May 24, 1988 Page 2 State by interfering with recreational, aesthetic and economic values. The projects do not include all the appropriate and practicable measures to minimize potential harm to the aquatic eco system. There are too many unmitigated impacts. Very truly yours, Kent R. Box 850 Eagle, Colorado 81631 Dear Bud: ~ ~~ ti VAIL 1989 The Vail Town Council sincerely appreciates the County Commissioners' willingness to participate in the I-70 Interchange improvement project and the $100,000 appropriated this year for the project design. As I am sure you know, the Vail Town Council has recently withdrawn support of the project and it will not be constructed this year as proposed. The public outcry against the project was mainly directed at the proposed signal lights which we could not convince the Highway Department should be a part of a later phase of the project. The Council made a political decision to stop the project at this late date because of the overwhelming opposition to signal lights in Vail. Even though the Town has incurred a cost in the neighborhood of $100,000 for the design work done to date, we will not be requesting any reimbursement of a portion of that or payment by the County at this time out of the $100,000 committed by the Commissioners. Your Board obviously did not-have any part in this decision, and we do not feel we can request your participation in light of the Council's decision. However, we ask that you continue to take a positive posture toward the Interchange project and be open to reconsidering the County's participation in a similar manner if the project is resurrected at some point in the future. Mr. Bud Gates May 19, 1988 Page 2 Thank you for your understanding and support on this issue and for the support you have given on other municipal issues this past year. Sincerely, ,,~r~. ~ Kent R.
