2:00 1. Discussion of a request to amend a pedestrian easement at
Rick Pylman the Concert Hall Plaza
Action Requested of Council: Approve/deny the requested
easement. -
Background Rationale: The existing pedestrian easement
currently bisects the Lionshead Bar and Grill dining deck.
To satisfy liquor code, the proposal would locate the dining
area adjacent to the restaurant and reroute the pedestrian
circulation around the deck. This proposal is to be
reviewed by the PEC on 5/23. See enclosed drawing.
Staff Recommendation: Approve the amendment as proposed.
2:20 2. Discussion of Expansion Concept for Village Information
Ron Phillips Center
Jim Morter
Action Requested of Council: Review drawings and cost
estimates. Modify or approve going on to next steps of DRB
review and construction.
Background Rationale: Jim Morter has done some conceptual
drawings for expansion and modification of the existing
Village information booth as recommended by the Marketing
Committee. The drawings cost estimates and staff
recommendation will be presented at the Work Session.

The Colorado Division of Highways is in the process of
debudgeting the federal aid funds originally earmarked for
construction of the ramps and signals at Vail. These funds will
be used at another I-70 location within our district. Although
we have no specific plans or funds at this time, we feel that it
is important to conclude the Environmental Assessment/Access
Approval process to support any future decision to construct the
"V.A. Shop" ramps or to acquire the necessary right of way.
The. Federal Highway Administration has reviewed and approved
the Finding of No Significant Impact (FONSI) and we are ready to
announce its public availability. This is the final step in the
environmental clearance process and completing it would allow
right of way acquisition by CDOH (or the Town) and construction
with federal aid funds if the project were rebudgeted in the
future.
We therefore request your concurrence in our issuance of the
FONSI to conclude the environmental assessment process.

SUBJECT: Drainage Pollution of Gore Creek

Your memo, dated May 11, 1988, to Tom Braun was passed along to
me. The issue of non-point source pollution has been raised
before, especially as it regards the run-off from area parking
lots. We will be looking into completing an inventory of area
parking lots; both surface and structured, to determine if any
means are currently in use to filter run-off.
There are various control strategies which can be employed both
on surface lots and structured parking. Once our offices have
returned to some degree of normality I will do some further
research using materials I know I have somewhere. We will
attempt to get. this information to you in the not too distant
future so that you may pass it along to Council.

At the April 14, 1988 Board meeting staff were instructed to go
ahead and pay the Town the balance of the 1987 management fee with
interest and to pay for five (5) months of the 1988 management fee
at the next meeting.
However, due to the approval of the golf course irrigation project
at the May 16, 1988 meeting, a motion was made to borrow money
from the Town by not paying the 1988 management fee monthly, but
when their cash position .improved in June or July 1988.
The 1987 management fee of $50,225 was paid in two installments,
one on January 18, 1988 for $25,000 and on May 16, 1988 for
$25,225 plus $510 in interest. The Board approved borrowing money
from the Town on January 14, 1988 by not paying the 1987
management fee until they could do so.

at 93 Beaver Dam Road, Lot 36, Block 7, Vail Village First Filing.
Miss Mallinckrodt .has asked us to inform you of her opposition to
the request for a minor subdivision to create two primary/secondary
lots on Mr. and Mrs. Rose's property. Miss Mallinckrodt is concerned
with congestion in the area and feels that granting of the variance
will aggravate this problem, thereby lowering the value of the pro-
perty in the area.

The Town of Vail would like to make the following comments on the Two
Forks and Williams Fork Reservoir permits. The Town of Vail is
completely opposed to the issuance of permits for both the Two Forks
project and the Williams Fork project for the following reasons.

values. The projects do not include all the appropriate and
practicable measures to minimize potential harm to the aquatic
eco system. There are too many unmitigated impacts.

The Vail Town Council sincerely appreciates the County Commissioners'
willingness to participate in the I-70 Interchange improvement project
and the $100,000 appropriated this year for the project design. As I am
sure you know, the Vail Town Council has recently withdrawn support of
the project and it will not be constructed this year as proposed.
The public outcry against the project was mainly directed at the
proposed signal lights which we could not convince the Highway
Department should be a part of a later phase of the project. The
Council made a political decision to stop the project at this late date
because of the overwhelming opposition to signal lights in Vail.
Even though the Town has incurred a cost in the neighborhood of $100,000
for the design work done to date, we will not be requesting any
reimbursement of a portion of that or payment by the County at this time
out of the $100,000 committed by the Commissioners. Your Board
obviously did not-have any part in this decision, and we do not feel we
can request your participation in light of the Council's decision.
However, we ask that you continue to take a positive posture toward the
Interchange project and be open to reconsidering the County's
participation in a similar manner if the project is resurrected at some
point in the future.
