In retrospect it seems that while Vail was in it's infancy, it was fairly easy for the community to reach a consensus on what immediate goals and needs should be. Later there was a variety of professional planners and many of us were intimidated by the process. Four years ago Joel and I started a new business, a restaurant, The Uptown Grill. With the commitment to our business, we made a commitment to the town, to continue to live and work here. We reaffirmed Vail as our family's home. As a part of that commitment I have paid a great deal of attention to the town and it's official workings. I have attended many public and private meetings and had many conversations with friends, colleagues and customers about Vail and what it's goals are and what they should be. I have a historical as well as current grasp of most of the issues affecting the community. I have a long time and very personal interest in seeing that my home, Vail, continues to grow and develop in a consistent, steady, compatible, reasonable manner. I will serve conscientiously. Unfor- tunately I am leaving today for a trip to Australia and New Zealand, returning to Vail on February 28th and will not be available for an interview until March 1. ~" ~S,incerely yo s, Fitz g cott FS/jar MEMORANDUM T0: Town Council FROM: Ron Phillip DATE: February 15, 1989 SUBJECT: July Fourth Lacrosse Tournament Attached to this memorandum are written comments received from Town of Uail departments, the Vail Resort Association, and a visitor to Vail concerning holding the Lacrosse Tournament on the Fourth of July weekend. As I understand it, UMRD is planning to hold the lacrosse tournament this year from June 28 through July 4, with Independence Day falling on a Tuesday. VMRD has asked the Town administration to give them permission to use the lower bench at Ford Park for those days for lacrosse parties and activities in conjunction with the tournament. They obviously do not need permission from the Town to use the athletic field or the softball fields since those are included in the lease approved by the Town Council last December. As you can see from the memorandum from Vail Resort Association and the postcard from S. Kramer, there is some strong opinion that the lacrosse tournament should be moved from the Fourth of July weekend to another weekend during the summer. My suggestion is the Council discuss this problem with the UMRD Board at the joint session next Tuesday to see if some resolution of the problem can be reached. I will not approve the use of the lower bench at Ford Park until I have direction from the Town Council as to your preference in this issue. RVP/bsc Attachments cc: Pat Dodson Ken Hughey Dick Duran Stan Berryman Peter Patten Dear Vail, I°m sure you know what you're doing...but does it make sense to fill your town with 20-year-olds who sleep 10 to a room and eat pizza all weekend and wake the entire town when they leave the bars at 2 AM....at the risk of offending the older customers who want to bring their families to ' spend a nice holiday in your fine hotels, eating at your fine restaurants and enjoying things like bike rental, gondola rides, etc. We never, ever go any place on spring break and that's what we found in Vail over the Fourth. Meadow Drive Vail, Colorado 81657 T0: RON PHILLIPS FROM: SYLVIA BLOU T DATE: JULY 27, 19 8 RE: 4TH OF JULY AND LACROSSE Ron, as you requested the lodging community discussed the 4th of July and the Lacrosse Tournament at our lodging meeting on July 21st. Some of the comments were: - Had fewer problems than last year. Police response was 20 minutes as opposed to nine hours last year. - The Lacrosse Tournament should not be moved out of Vail as it attracts world class players and teams. - Some had the impression that there were only kids in Vail. - One hotel owner thinks that Vail has turned into a college weekend over the past three years. People are saying they are not coming back to Vail over the 4th of July, and even more strongly, some are saying that they will never come back to Vail. He believes that families have been driven away, and he would even consider closing down his hotel during that time. - Some commented that they do not need the business, yet on the other hand, they feel that Vail does not need the bad publicity either. Summary: Ron, it was decided that it was not, in many cases, the Lacrosse players who were causing the problems, but the younger kids in which the tournament attracts (specifically the Cherry Creek/Englewood crowd). This has created an image in Vail that the 4th of July is a great weekend for high school and college kids. This is the image Vail needs to break; we need to bring Vail back to where it used to be several years ago - family oriented. Instead of saying we do not want to host the Lacrosse Tournament in the future (which would most likely produce bad publicity), we need to provide a better alternative. It was suggested that we move the tournament up to Memorial Day Weekend, at a time when we need the business. It will take a few years to get rid of the college kids, but if the police department continues to do a.great job, the kids will decide that Vail is not the place to be over the 4th of July. Overall, it appears as if our preplanning resulted in a generally smooth and successful weekend. There are internal areas where we need to fine tune; i.e. staffing levels, paperwork, etc., however, I feel we have developed a basically sound plan that can be used as a framework for future years special events. Of special note, I would like to comment on several areas as followse 1) The closed container ordinance was an extremely helpful tool at controlling the amount of open containers in the Village, as witnessed by the decreased numbers of open container arrests. This tool should be continued in the future. 2) There is becoming an apparent and increased need for a functional and adequate radio channel to supplement the blue law enforcement channel. Channel loading was a definite problem and preplanned efforts at using "green" or "yellow" were not a viable option due to signal strength and area of coverage problems. It should be noted that this is being addressed through the report generated by our consultant. 3) The 4th of July parade can be adequately controlled through the use of non-sworn/civilian personnel, freeing up sworn personnel for evening or more critical activities. The assistance of Pat Dodson and two VMRD civilians was effective and very helpful. In fact, other than the "lead°1 car, I was the only uniformed officer on the parade route - a spooky thought in and of itself. '~ f~. i July 18, 1988 page 2 4) We still need to better identify those lacrosse players who are arrested and should be "kicked out" of the event. Attempts to do this with event sponsors have met with mixed results. I am confident we can coordinate this with the sponsors in the future. 5) Moving the volleyball tournament to an alternate weekend was a great idea. I would like to note that I solicited public comment as to our activities and have received no information. I would also like to thank you, the staff, and the Town Council for your support allowing us to make this a fun and family oriented weekend. FIREWORKS CONFISCATED (EST. ) BOTTLE ROCKETS - 600 SKY R~KETS - 20 ROMAN CANDLES - 6 FIRE CRACKERS - 2000 BUZZ BOMBS AND PIN WHEELS - 12 SMOKE BOMBS - 6 M88°S , M 70'S - 12 GROUN D ROCKETS - 10 MISC, - 12 (FO UNTIANS, ETC,) SUMMARY I FEEL THE PROGRAM, RESPONDING ON REQUEST, WORKED, I FOUND I WAS MOST PRODUCTIVE WHILE DOING "FOOT PATROL" IN THE GOLD PEAK, FORD PARK AND MANOR VA IL AREA, RESPONSE TO THE HOTELS GENERALLY REQUIRED A POLICE OFFICER WITH ARREST POWERSo I ONLY USED THE AUTHORITY TO SUMMONS ONCE, AND THEN I ONLY COSIGNED A SUMMONS FOR THE GUY ARRESTED AT THE MARRIOTT, THE HOTELS ALL REPORTED NUMEROUS COMPLAINTS FROM GUESTS AND STATED THEY ISSUED SEVERAL WARNINGS TO THE SUSPECTS PRIOR TO CALLING USa I STILL AGREE THAT THE HOTELS SHOULD NOT RENT TO MINORSo OCCUPANT LOADS FOR THE HOTEL ROOMS WERE BEING VIOLATED FREQUENTLY© LIQUOR WAS PRESENT IN EVERY CASEo IF THE POLICE DEPT AND YOU AGREE THAT WE SHOULD REPEAT THIS PROGRAM NEXT YEAR, I FEEL ONE ADDITIONAL PERSON RIDING WITH ME WOULD HELP IN IDENTIFICATION, DETENTION AND COLLECTION OF FIREWORKS, I ALSO FEEL SOME MORE TRAINING IN POLICE RELATED ACTIVITY WOULD HE BOTH PRUDENT AND HELPFUL o I FEEL HAVING BEEN TRAINED AND EQUIPPED TO RUN CLEARANCES COULD HAVE HELPED PREVENTED SOME PROBLEMS AS WELL AS SAVED SOME TIME FOR THE PATROL OFFICERS, I FOUND BY CONSEQUENCE THAT ONE JUVINAL BEING HELP IN DETENTION WAS THE SAME PERSON I STOPPED AND IDENTIFIID THE PREVIOUS NIGHT FOR A FIREWORKS VIOLATIONo I ALSO FEEL THAT SUSPECT WAS THE SAME PERSON OFFICER MULSON AND I WERE PER SUING LAST YEAR FOR SHOOTING FIREWORKS AT PEDESTRIANS m INDICATIONS I HAVE RECEIVED ARE THAT THE AMOUNT OF TIME REQUIRED FOR THE TRAINING NECESSARY TO FULFILL THE JOB REQUIREMENTS WOULD NOT BE EXCESSIVE (EST, 1-2 WEEKS OJT), WOULD NOT NECESSITATE CLETA NOR INTERFERE WITH NORMAL JOB DUTIES o IT CAN BE SHOWN THAT THE FREQUENCY AND COMPLEXITY OF FIRE DEPT,-POLICE DEPT, INNERACTIONS ARE INCREASING AND BECOMING MORE ROUTINE THAN NOT, THE PRIORITY CONCERNS SHOULD BE THE SAFETY OF PERSONNEL ASSIGNED TO ALTERNATIVE DUTIES AND THE LEGAL INTEGRITY OF THOSE ACTIONS. AN ALTERNATIVE TO ADDITIONAL TRAINING WOULD BE TO SIMPLY TEAM ME WITH A PATROL OFFICER.
